This legislation would create a whole-of-government screening process for outbound investments and the offshoring of critical capacities and supply chains to ensure that the United States can quickly detect supply chain vulnerabilities.

“The recent pandemic highlighted significant weaknesses in supply chain resiliency, geographic imbalances, and material dependencies on the manufacturing output of our adversaries—like China—posing serious national security risks,” said Representative Spartz. “This bipartisan, bicameral legislation will improve transparency to mitigate strategic risks and increase domestic manufacturing capabilities for critical products and materials.”

“The COVID-19 pandemic and semiconductor shortages exposed that critical U.S. supply chains were not up to the task in robustly responding to the America’s needs. We have to learn from our mistakes and cannot allow outbound investments from the United States to take critical supply chains overseas and into the hands of our adversaries such as China or Russia,” said Representative DeLauro. “Companies at a minimum should be required to report on their proposed offshoring of supply chains so the United States can better protect critical manufacturing capacity here at home to protect American workers and our national, economic and health security. I am hopeful that this legislation can spur action related to U.S. supply chain security. I thank my colleagues in the House, Representatives Pascrell, Fitzpatrick, and Spartz, and in the Senate, Senators Casey and Cornyn, for leading this critical effort. Now is the time to act.”

“The unfolding global supply chain crisis is evidence that America can no longer afford to rely on foreign adversaries like China and Russia for our essential goods and supplies,” said Representative Fitzpatrick. “The NCCDA is an immediate, bipartisan response to the supply chain bottleneck that is plaguing our country and will increase transparency surrounding the offshoring of critical industries and manufacturing. We must act now to ensure the US has a resilient and secure supply chain that will bolster American innovation, job creation, and national security.”

“The frayed American supply chain and our continued bleeding of industrial capacity offshore represent a dangerous national security threat to the United States,” said Representative Pascrell. “This watershed, bipartisan, bicameral legislation will take a major step to provide needed transparency and tools to prevent supply chains and critical industries from being offshored to our adversaries. The Chinese Communist Party climbed America’s back to economic power and is now using that power to commit genocide, crush democratic norms, empower dictators, undermine workers, rig the world economy, and threaten America’s allies. Putin’s Russian Federation has also leached off America’s economic might to sow discord in the world. It is time to enhance supply chain visibility so our companies and average worker investments are not being hoodwinked into empowering trade that undermines American competitiveness. For over a decade, Chinese authorities have effectively blocked the PCAOB from conducting effective oversight of audit firms based in China and Hong Kong. However, these audit firms currently serve as the primary auditor for 191 companies publicly traded in the U.S. with a combined global market capitalization of $1.9 trillion.[1]

The Accelerating Holding Foreign Companies Accountable Act would put additional pressure on China by requiring foreign auditors to allow PCAOB inspections or risk publicly traded companies being de-listed from U.S. exchanges if inspections do not happen after two consecutive years rather than three. This legislation represents a House companion to S.2184, a bill introduced by Senators John Kennedy (R-LA) and Marco Rubio (R-FL) which was passed by the Senate on June 22, 2021. The legislation would simply increase the amount of time a physician may hold long-acting injectable (LAI) buprenorphine if ordered through a specialty pharmacy from 14 days to 60 days.

Under current law, a healthcare provider who orders LAI buprenorphine – a form of medication for opioid use disorder – from a specialty pharmacy may only hold the drug in their facility for 14 days. However, due to the logistical hurdles associated with specialty pharmacy delivery, the 14-day time limit is a barrier to healthcare providers utilizing LAI buprenorphine. This legislation makes a commonsense change to the law that was envisioned in the SUPPORT Act by allowing health care providers to hold the drug in their facility for up to 60 days. Thus, the bill helps to facilitate continuity of care and treatment of people with Opioid Use Disorder.

This bill ensures health care providers have a larger window to use the medications they are prescribing, and in turn it reduces an unnecessary barrier to this innovative treatment method. Res. 790) to raise awareness about pancreatic cancer and to support the designation of this November as Pancreatic Cancer Awareness Month. This effort comes as the world continues to mourn the deaths of several iconic Americans from this very aggressive cancer, including Congressman John Lewis, Congressman Alcee Hastings, and Supreme Court Justice Ruth Bader Ginsburg. The Lawmakers hope that this effort will raise awareness for pancreatic cancer, result in greater support for research funding from Congress, and ultimately help save lives.

Accurately described as a silent killer, pancreatic cancer still does not have an early detection test. As a result, by year's end, pancreatic cancer will have killed an estimated 48,220 Americans and is the third largest cause of cancer-related death in our county. In addition, an estimated 60,430 Americans will be diagnosed with pancreatic cancer this year.

This resolution helps to raise awareness for pancreatic cancer by accomplishing three things:

Supports the designation of "Pancreatic Cancer Awareness Month"

Recognizes the critical importance of increasing funding for pancreatic cancer research at the Department of Defense (DoD) and the National Institutes of Health (NIH) to find early detection tests and effective treatments to combat this disease and reduce the disproportionate impact on communities of color.

Supports the efforts of the many advocacy organizations to educate our communities about pancreatic cancer and the need for more research funding, early detection initiatives, diagnostic tests, and effective treatments.

"I am honored to partner with my colleagues, Reps. Eshoo, McKinley, and McClain, to help support this November as Pancreatic Cancer Awareness Month," said Congressman Carson. "Our resolution helps strengthen the legacy of those we have lost, support people currently battling the disease, and spread awareness to prevent future loss of life. The resolution also helps highlight pancreatic cancer's disproportionality deadly impact on communities of color. The incidence rate for pancreatic cancer among Black Americans is 20% higher than that of any other racial demographic, and the pancreatic cancer death rate is 17% higher for Black men than for white men. Greater research and awareness will go a long way in reducing this disparity and saving countless lives. I urge all my colleagues to support our resolution."

"I'm proud to join Reps. Carson, McKinley, and McClain in introducing this resolution to recognize November as Pancreatic Cancer Awareness Month," said Rep. Eshoo. "Too many Americans have perished from pancreatic cancer, which is a death sentence with too few treatment options. This resolution is an important step in the fight to find a cure for this terrible disease."

"Enhancing awareness for Pancreatic Cancer continues to be an important priority as this disease is devastating to individuals and their families," said Rep. McKinley. "This Resolution designates November as Pancreatic Cancer Awareness Month, which will increase support for innovative pancreatic cancer research, treatment and efforts to revolutionize early detection initiatives, all of which are essential to combatting this deadly disease."

Representative Lisa McClain added, "Pancreatic cancer is one of the deadliest cancers, and due to limited detection tools, a majority of the patients are diagnosed at a late stage, for which the survival rate falls to 3%. I'm proud to join my colleagues in this bipartisan resolution to bring continued awareness to this horrific disease and fight to find further treatments and save lives."

"As the third leading cause of cancer-related death in the U.S., pancreatic cancer is a tough disease that often has vague symptoms and is diagnosed too late when tumors are inoperable. Raising awareness of the disease and the urgent need for research funding for early detection and better treatment options has never been more important," said Julie Fleshman, JD, MBA, president and CEO of the Pancreatic Cancer Action Network (PanCAN). "We are very grateful to Representatives Carson, Eshoo, McKinley and McClain for designating November 2021 as Pancreatic Cancer Awareness Month and helping us take steps to change patient outcomes for this disease."

Earlier this year, Reps. Carson, Eshoo, and McKinley introduced an amendment in the National Defense Authorization Act of 2021 that would increase funding from $15 million to $20 million for pancreatic cancer research at the Department of Defense. More troubling, these discharges happened nearly a month after the U.S. District Court for the Northern District of Indiana approved a revised consent decree relative to discharge violations that occurred in April 2017.

The consent decree references the implementation of operation and maintenance plans related to the facility’s wastewater infrastructure, developed by U.S. Steel, which the U.S. Environmental Protection Agency (EPA) and IDEM did not initially approve, in part, based upon the volume of public comments. The plans ultimately approved by the regulatory agencies, as stated in the consent decree, were updated to include additional operational procedures aimed at avoiding and minimizing spills from the facility’s treatment plants, among other items, and U.S. Steel opted to begin complying voluntarily; however, the consent decree documents numerous violations involving discharges into Burns Waterway between late 2018 through the end of 2019. In August 2019, the government noted that U.S. Steel experienced additional issues with oil sheens appearing in outflows, among other issues. While I appreciate the dedication of the plaintiff agencies and respective staff to develop both monetary and nonmonetary requirements to be imposed as a result of the 2017 incident, what is concerning is the repeated discharge of substances into Burns Waterway, which flows directly into Lake Michigan, that continue today and that require investigation.

As the federal Member representing Indiana’s First Congressional District, I recognize the balance that must be maintained between Northwest Indiana’s industrial economy and its rich biodiversity, including the Lake Michigan ecosystem. It is also imperative that the protection of workers’ health and safety must be as important as protecting our environment. As we move forward, simply mitigating environmental violations after the incident is not sustainable and cannot continue to be the norm. More must be done to prevent discharges that are in violation of existing permits into our precious waterways, and I encourage the EPA and IDEM to do your utmost to be vigilant and ensure that the operations and maintenance plans outlined in the consent decree are fully adhered to and implemented.

I appreciate your serious attention to this matter. Mrvan, Chairman of the House Committee on Veterans’ Affairs Subcommittee on Technology Modernization, convened a hearing today entitled Modernizing and Securing VA's IT Infrastructure.

A video of the hearing is available here and the text of the opening statement as prepared for delivery is below.

"Today, the Subcommittee will review VA’s progress with modernizing and securing their IT Infrastructure. Given the current spotlight on physical infrastructure with the Senate’s bipartisan infrastructure bill, and our committee’s recent successful markup to provide $18 billion to invest in VA’s aging facilities, I feel it’s important to also focus on VA’s IT infrastructure. I’m hopeful that current plans to increase broadband access to rural areas to help close the digital divide, and increased funding for technology modernization, will provide improved and increased access to care for all veterans.

"I also don’t want to lose sight of the importance of strengthening the security of these programs. In May, the Subcommittee held a hearing to examine VA’s cybersecurity efforts, and we reviewed cybersecurity spending by VA in our July hearing on their IT budget. For good reason, I am concerned about VA’s ability to protect the information of veterans as well as its ability to ensure there are no disruptions in service. In June, the VA Office of Inspector General released an audit on the Austin VA Outpatient Clinic, and disturbingly found that VA was able to identify less than half of the components connected to the system. Without visibility and an up-to-date inventory of IT components, securing these systems is impossible. While VA focuses on the Infrastructure Readiness Program, and their efforts to reduce the current “technical debt,” ensuring that visibility of these hardware components and coordination from OIT with medical centers across the country is paramount to securing IT systems.

"VA has historically struggled to successfully manage IT programs. In 2015, VA’s management of IT acquisitions and operations were added to GAO’s high-risk series and remain there. The committee has received encouraging updates on the effort to modernize VA’s financial management system, however, the new financial system cannot exist in a vacuum. The success of that modernization is contingent on a successful update to the electronic health record and supply programs. It’s up to the CIO to make sure that the technology behind these communicate with each other and are secure.

"I look forward to hearing from the new Acting CIO Dr. Evans, to provide some insight on his plans to get VA on a successful path forward.

"I thank the witnesses for being here, and I look forward to their testimony."", 1, "2026-03-30T01:40:41Z", "2026-04-06T20:17:01Z"], ["https://spartz.house.gov/media/press-releases/spartz-president-biden-creating-another-pandemic-misinformation", "Spartz: President Biden is Creating Another Pandemic of Misinformation", "2021-09-30", "2021", "2021-09", "Republican", "House", "IN", "Victoria Spartz", "S000929", "spartz.house.gov", "spartz", "https://spartz.house.gov/media/press-releases", "scraper", "WASHINGTON, D.C. – This week, while co-leading a joint hearing of Civil Rights and Health Subcommittees of Education and Labor Committee on successful models for protecting communities from COVID-19, Rep. Victoria Spartz (IN-5) delivered the following opening statement:

“It’s an important discussion to have: how do we manage and mitigate pandemic risks, look at them comprehensively, and stop politicizing serious government decisions to play politics with people’s lives and advance a party agenda.

“Let’s look at the prior year’s successes: Operation Warp Speed was the gold standard of vaccine development and distribution. Under President Trump, who promptly cut red tape and regulations, our private health care sector was able to produce several lifesaving vaccines in record time.

“This proved, yet again, that America’s health care system thrives when government gets out of the way and supports private innovation. As we continue discussing successful models for protecting communities from COVID-19, we must acknowledge that the most effective mitigation and prevention strategy—vaccination—is both free and widely available for every American over age 12. Our free-enterprise system and the private health care industry made this miraculous feat possible.

“The timing of the pandemic, happening during an intense reelection year, caused it to be politicized even further; and despite claiming to be the ‘party of science,’ Democrats fueled the public’s vaccine hesitancy by spawning doubt over whether a Republican president could be trusted to deliver a safe and effective COVID-19 vaccination. This politically motivated disinformation was cowardly, cost people their lives, and exacerbated health disparities. Unfortunately, the Biden administration continues to sow fear, doubt, and confusion.

“Through ever-changing guidance and policies crafted along ideological lines, President Biden is creating another pandemic: misinformation. We need our Commander-in-Chief to put facts before factions and to clearly communicate with the public about the state of COVID-19, the vaccines’ effectiveness, and the path forward to a pre-pandemic life.

“From the latest vaccine mandates—which are not based on risk or science—to precluding our children from in-person learning—which is not based on risk or science— this President has traded our country’s long-term viability for short-term political wins for the Democrat Party.

“To capitalize on early successes we experienced responding to COVID-19, it is imperative that we reestablish local and state control, working together with those leaders to execute policies that encourage vaccination and government transparency. Not government force and fear – it backfires and only belongs to totalitarian regimes, not a constitutional republic of free people. The Anti-Drug Abuse Act of 1986, authored by then Senator Biden, created a 100:1 disparity in the quantity of cocaine necessary to trigger certain mandatory minimums, meaning that distribution of 5 grams of crack cocaine was punished the same as 500 grams of powder cocaine. This disparity was eventually lowered to 18:1 under the Fair Sentencing Act of 2010 and made retroactive by the First Step Act signed into law by President Trump in 2018. Decades of research show that this sentencing disparity has done nothing to reduce recidivism, improve public safety, or reduce drug use.

The EQUAL Act will end the Federal sentencing distinction between powder and crack cocaine as well as provide retroactive implementation for those individuals already sentenced. This bill will correct the administrative process and extend the period teachers have to fulfill their service requirements by three years for those who were affected by the coronavirus crisis. As the daughter of a teacher in the D.C. public schools, Vela Holmes, this bill pleases me personally.”

“The TEACH Act is a perfect example of well-intended policy that, when put in to practice, produced a bureaucratic headache for those it intended to help, said Education and Labor Committee Republican Leader Virginia Foxx. “A lesson Congress should always remember – policies that look good on paper must convert to real world success. The bipartisan Consider Teachers Act will help more teachers obtain their promised student loan forgiveness, as long as they fulfill their four-year service obligation, without fear that bureaucratic folly could leave them indebted for life.”

“Finally, we have some good news for teachers participating in the TEACH Grant program who wrongly had their grants converted into loans—with back interest due,” said. Senator Tina Smith. “This bipartisan legislation will reform the program’s administration processes so minor paperwork issues don’t cause crushing financial consequences. This never should have happened in the first place, and it took too long to fix, but I’m glad we’re making changes to improve the program and support these teachers.”

“It is critical that the Teacher Education Assistance for College and Higher Education (TEACH) grant program would actually work as intended as we recover from the global health emergency that cost education jobs, exacerbated achievement gaps, and worsened the teacher shortage in many states and districts,” said Chairman Robert C. “Bobby” Scott. “However, administrative issues with the program have inadvertently converted thousands of these grants into loans which must be paid back with interest. The Consider Teachers Act is a bipartisan legislative fix that would ensure TEACH grants can continue to strengthen and expand our nation’s teacher workforce.”

BACKGROUND:

In 2007, the federal government created the TEACH Grant, providing grant assistance to students who serve four years as a full time teacher in a high-need field. Under program terms, if service requirements are not met, grants are converted into loan obligations. While the program was well- intentioned, poor program administration has resulted in teachers unfairly having grant dollars converted into loans—prompting many to refer to the converted grants as “groans.” The Consider Teachers Act addresses these challenges that are thwarting the program’s intent.

According to the Office of Management and Budget, the majority of TEACH Grants, 66%, are converted into Federal Direct Unsubsidized Stafford Loans which must be paid back with interest. Previously, once converted, a loan cannot revert back to grant. 21,000 teachers have completed the program without a conversion, but 94,000 recipients have had their grants converted to loans. Small paperwork issues often triggered the conversions. For example, the measure would permanently extend VA’s Dental Insurance Program, which allows qualifying veterans, survivors, and dependents to purchase discounted dental insurance coverage. The measure also would extend for one year the authority of VA to provide travel reimbursement for veterans who reside in rural areas to reach the nearest Vet Center, and also extend a pilot program that allows VA to accept donations from approved non-federal entities for buildings and land that will improve long-term infrastructure and health care services from VA.

Congressman Mrvan stated, “Thank you to Chairman Takano and all of the Committee leaders for their cooperation to advance this critical legislation for our veterans. Mrvan convened his first in-person hearing today as the Chairman of the House Committee on Veterans’ Affairs Subcommittee on Technology Modernization. The hearing is entitled Moving Forward: Evaluating Next Steps for the Department of Veterans Affairs Electronic Health Record Modernization (EHRM) Program.

A video of the hearing is available here and the text of the opening statement as prepared for delivery is below.

"Good afternoon and welcome to our first in-person Subcommittee event since the start of the COVID-19 pandemic. Today we meet to discuss the status of the Department of Veterans Affairs $16 billion Electronic Health Record Modernization program, and the recently announced changes to its deployment and governance structures.

"In March of this year, Secretary McDonough informed Congress that he was pausing the roll-out of EHRM and conducting a top-to-bottom strategic review of the program. We received an initial report from that review last week. I must say that while the report proposes some bold changes, it raises more questions than it answers. I was hoping to have the Secretary here today to explain the new path forward for EHRM, but unfortunately, he was unable to join us. I am hopeful that Doctors Clancy and Matthews can shed some light on VA’s plans in his absence.

"Dr. Clancy, I want to sincerely thank you for your leadership as the Acting Deputy Secretary over the last seven months. Your passion for VA and our veterans is obvious and commendable. I would also like to congratulate the new Deputy Secretary, Mr. Donald Remy, who was sworn in earlier this week. I look forward to meeting with him in the near future and working together to ensure that the EHRM program is a success.

"Since our last hearing on this program, in April, there have been three rather concerning reports from VA’s Inspector General. One of the IG reports discusses how VA and Cerner failed to provide sufficient training to the employees at Mann-Grandstaff VA Medical Center in Spokane. Staff have indicated that the training they received was more focused on pushing buttons, rather than any real understanding of how to operate the new system. I expect to hear today how VA intends to improve the training before this program is deployed to any other facilities.

"This report also highlights how VA failed the employees of Mann-Grandstaff and its associated clinics. I want to applaud and thank the front-line leaders and staff at those facilities. It is because of their heroic efforts, in truly unheard-of circumstances, that no veterans were harmed during this transition. We are all grateful for their hard work and dedication. Without them we would be having a very different conversation today.

"The two other reports highlight VA’s failure to conduct a reliable life cycle cost estimate for the program. Specifically, they cite the costs of modernizing VA’s physical infrastructure and IT infrastructure. I am aware that many of these costs are not a direct result of VA’s modernization effort. They are more of a symptom of decades worth of neglected infrastructure. However, you can’t put a modern EHR on an aging IT infrastructure, and you can’t update IT infrastructure in an aging VA facility without making improvements. These issues must be addressed and the costs must be accounted for as part of the EHRM project.

"Secretary McDonough testified before the Senate Veterans Affairs Committee last week that VA is working to develop a more reliable cost estimate. I support these efforts. Congress, our veterans, and the American people deserve a full accounting of these costs.

"To ensure accounting transparency, I plan to introduce the ‘‘VA Electronic Health Record Transparency Act of 2021.” This bill mandates complete accounting and reporting of all expenses related to the EHRM project, including infrastructure costs and consultants.

"I thank all the witnesses for appearing today and for your work on this incredibly important project, and I look forward to hearing your testimony."", 1, "2026-03-30T01:40:41Z", "2026-04-06T20:03:51Z"], ["https://spartz.house.gov/media/press-releases/rep-spartz-appointed-affordability-subcommittee-health-care-task-force", "Rep. The Environmental Protection Agency (EPA) regulates the evaporative emissions (Reid Vapor Pressure or “RVP”) of auto fuels under the Clean Air Act; though a 1992 amendment to the act allowed for a 1-pound variance in the pressure of fuels blended with up to 10 percent ethanol, it does not account for higher blends. After years of unwillingness by EPA bureaucrats to make the needed changes to the Act, President Trump directed a rulemaking in 2019 to extend this pressure variance to E15 – a July 2, District of Columbia circuit court ruling overturned this action. H.R. 4410 – the Year-Round Fuel Choice Act would fix this regulatory quagmire once and for all by amending the Clean Air Act to insert the words “or more” to the 10% blend waiver.", 1, "2026-03-30T01:40:41Z", "2026-04-06T20:03:51Z"], ["https://baird.house.gov/news/documentsingle.aspx?DocumentID=179", "Congressman Baird Helps House Committee on Agriculture Unanimously Pass the Broadband Internet Connections for Rural America Act", "2021-07-15", "2021", "2021-07", "Republican", "House", "IN", "James R. Mrvan convened a hearing today as the Chairman of the House Committee on Veterans’ Affairs Subcommittee on Technology Modernization entitled Review of the Fiscal Year (FY) 22 Veterans Affairs Information Technology (IT) Budget.

A video of the hearing is available here and the text of the opening statement as prepared for delivery is below.

"Today, the Subcommittee will be reviewing the Department of Veterans Affairs’ Fiscal Year 2022 Information Technology budget request. Following our very productive full committee hearing, I feel that it is important for this subcommittee to take a deeper dive on IT spending.

"According to the Office of Management and Budget, VA spends more on IT than any federal agency other than the Department of Defense. I want to ensure that VA has proper management and acquisition controls to ensure they are making the most of their investment.

"For FY22, VA requested a ten percent overall increase in funding from FY21 enacted levels, and a nine percent increase in discretionary funding. Despite these large increases, funding for information technology decreased. VA plans to supplement this request with funds from the “Recurring Expenses Transformational Fund.” I am concerned that the modernization of IT assets and the critical upgrade of VA’s financial system are not included in the base budget request. The transformation fund is an excellent supplement, but funding levels fluctuate on a yearly basis.

"As the Government Accountability Office will testify, VA has struggled to successfully manage IT programs. In 2015, VA’s management of IT acquisitions and operations were added to their high-risk series and remain there. The department is now going through its third effort to modernize VA’s financial management system, which is a 35-year-old unsupported legacy system. The Electronic Health Record Modernization Program has been preceded by three unsuccessful modernization attempts over the past 20 years. I am very concerned about the management and budgeting for these programs. VA is reliant on IT to serve and care for veterans and it is my goal to ensure the mistakes of the past are not repeated.

"In May, the Subcommittee held a hearing to examine VA’s cybersecurity efforts. For good reason, the Subcommittee is concerned about VA’s ability to protect the information of veterans as well as its ability to ensure there are no disruptions in service.

"Among 19 major agencies and departments, VA ranks fifth lowest in cybersecurity funding. This is despite spending more on IT than any department other than DoD.

"At the full committee hearing with the Secretary, I discussed my concerns with the lack of discretionary spending on cybersecurity. I intend to continue pursuing this issue.

"I look forward to hearing from our VA witnesses about the Department’s IT funding priorities. I’m interested in hearing whether this budget request will be sufficient to continue modernizing aging IT systems, and funding cybersecurity requirements. We will also hear from GAO who has performed substantive work with VA on IT, cyber, and acquisition management.

"I thank the witnesses for being here, and I look forward to their testimony."", 1, "2026-03-30T01:40:41Z", "2026-04-06T20:03:51Z"], ["https://mrvan.house.gov/media/press-releases/mrvan-transportation-projects-included-house-approved-legislation", "Mrvan Transportation Projects Included in House Approved Legislation", "2021-07-01", "2021", "2021-07", "Democrat", "House", "IN", "Frank J. Mrvan announced today that his requested transportation infrastructure projects have been included in legislation approved by the full House today.

The House approved H.R. 3684, the INVEST in America Act, by a vote of 221 to 201. This legislation reauthorizes surface transportation programs and directs federal investments in roads, bridges, transit, rail, drinking water, and wastewater. The measure includes the projects listed below that were requested by Congressman Mrvan.

Importantly, H.R. 3684 expands and strengthens Buy America requirements. Specifically, the measure extends Buy America requirements to include all construction materials and requires a public comment period and detailed justification for any waiver request.

Further, the measure includes provisions that aim to address the impact of blocked crossings on emergency service response times and safety. For example, the measure prohibits stopped freight trains from blocking public crossings for more than ten minutes, while allowing for commonsense exemptions. H.R. 3684 also authorizes the Department of Transportation to impose penalties for crossings that are repeatedly blocked.

Congressman Mrvan stated, “There is a great need in our nation to build on the momentum of moving past the health pandemic and investing in vital infrastructure projects. I appreciate that the House has taken action today to help create jobs and grow our economy, and that this legislation includes direct, much needed investments in Northwest Indiana. I strongly encourage my Senate colleagues to consider this pressing legislation as soon as possible.”

The projects requested by Congressman Mrvan and their funding amounts are listed below:

$1,500,000 - Added Travel Lanes at 45th Avenue in Unincorporated Lake County

The Added Travel Lanes at 45th Avenue project provides for widening and improvements to 45th Avenue, from Colfax Avenue to Whitcomb Street. The current conditions of this roadway segment are substandard with limited shoulder width and no sidewalks. Several traffic safety issues result due to the lack of a dedicated turn lane; pedestrian safety is compromised due to the lack of sidewalks. Construction of this segment will provide a safe arterial east/west Lake County corridor that aligns with improvements previously made.

$2,000,000 - Central Avenue Road Reconstruction in Portage

Currently, Central Avenue in Portage, Indiana, exists as one through-lane in each direction and lacks appropriate shoulders, curbs and gutters, and limited sidewalks, creating vehicular and pedestrian safety hazards. The proposed road reconstruction at Central Avenue, from the Lake/Porter County Line to Willowcreek Road, will address inadequate safety conditions, deteriorated and outdated infrastructure along Central Avenue, reduce congestion along the corridor, and address stormwater drainage issues. The existing roadway does not meet INDOT design standards, specifically in regard to sight distances and roadway width. Central Avenue provides an east-west alternative to interstates and highways for traffic as it connects to communities west of Portage.

$7,411,200 - Willowcreek Road Extension in unincorporated Porter County

The Willowcreek Road Extension will improve operational traffic flow along the corridors located in Porter County by providing an improved, north-south connector. The project will reduce travel delays caused by vehicular traffic, save more than 70 percent of vehicle hours traveled, relieve congestion, and improve system linkage along multiple corridors. Willowcreek Road north of CR 700 North provides access to Interstates 80, 94, Interstate 90/Indiana Toll Road, and U.S. Highway 6; extending Willowcreek Road south from CR 700 North to U.S. Highway 30 will increase access to these travel corridors.

$8,100,000 - Kennedy Avenue Bridge Replacement in Highland and Hammond

The Little Calumet River Basin Development Commission aims to replace the existing four-lane bridge along Kennedy Avenue, which spans the Little Calumet River, to meet INDOT standards and specifications. The current Kennedy Avenue Bridge is positioned lower compared to federal levees built within the river corridor; in anticipation of flood events, vehicular access is interrupted as the bridge is sandbagged to complete the line of protection. When access to the bridge is prohibited, traffic is rerouted to nearby Indianapolis Boulevard and Cline Avenue, which are both heavily traveled roadways, contributing to increased traffic congestion. Replacing and raising the bridge eliminates the necessity of preventing north/south traffic movement between Highland and Hammond on Kennedy Avenue in that instance, improves water flow under the bridge, and reduces the potential for flooding in nearby communities.

For additional information on the INVEST in America Act, click here.", 1, "2026-03-30T01:40:41Z", "2026-04-06T20:03:51Z"], ["https://spartz.house.gov/media/press-releases/braun-young-hollingsworth-spartz-bucshon-pence-walorski-baird-and-banks-blast", "Braun, Young, Hollingsworth, Spartz, Bucshon, Pence, Walorski, Baird, and Banks blast Biden administration for revoking Indiana’s Gateway to Work program", "2021-07-01", "2021", "2021-07", "Republican", "House", "IN", "Victoria Spartz", "S000929", "spartz.house.gov", "spartz", "https://spartz.house.gov/media/press-releases", "scraper", "CARMEL, Ind. - Senator Mike Braun, Senator Todd Young, Representative Trey Hollingsworth, Congresswoman Victoria Spartz, Congressman Larry Bucshon, Representative Greg Pence, Congresswoman Jackie Walorski, Congressman Jim Baird, and Representative Jim Banks today sent a letter to Health and Human Services Secretary Xavier Becerra expressing their disapproval of the Biden administration’s decision to revoke the Gateway to Work program, which would require certain able-bodied adult Healthy Indiana Plan members to report 20 hours of work, job training, volunteering, or school activities each month.

Exemptions to this community engagement requirement include students, pregnant women, the disabled, those over 60 or medically frail, and other reasons.

“We write today to express our dismay that, under your watch, the Centers for Medicare & Medicaid Services (CMS) withdrew authorities enjoyed by the State of Indiana through its Healthy Indiana Plan (HIP) that permit our state to determine appropriate work and community engagement requirements for its Medicaid recipients,” Senators Braun, Young and Representatives Hollingsworth, Spartz, Bucshon, Pence, Walorski, Baird, and Banks write in their letter to Secretary Becerra.

Indiana was granted a waiver by the Trump Administration to design programs that provide Medicaid enrollees with community engagement activities to improve their quality of life in the long-term. I value your leadership and expertise and look forward to serving alongside each of you.

I find today’s topic to be of particular importance—we are nearing the end of an indiscriminate pandemic that impacted every corner of our lives. The witnesses before us have an important story to tell, and like many of the hearings held thus far this Congress, their stories add to the narrative that we can do better to prepare for future emergencies. I thank our witnesses for their time and participation in today’s discussion; of course I regret that we couldn’t gather in person today, but I appreciate the work you put into preparing your thoughts, and look forward to hearing more about your operations and experiences.

Our nation is home to a varied, yet immensely productive, agricultural industry. On one hand, we have a group of developed, larger farms that play a most critical role in the stability of our food supply chain. These operations leverage the efficiencies gained by economies of scale to provide our nation the cheapest, safest, and most abundant food supply the world has ever known, they bolster national security, and stabilize agricultural markets. On the other hand, we have a group of smaller producers, often passionately serving niche markets or in the beginning phases of their operations working to build markets and equity. Both of these groups represent American farmers. Both represent a crucial component of our nation’s food supply chain and security. Both experience unique challenges that occasionally rely on policy solutions to improve.

Beginning farmers in the United States face significant challenges in entering production. Those without prior experience, land to inherit, or large sums of capital, are presented with sometimes insurmountable difficulties to begin their operation, let alone to compete once established. These obstacles for small farmers significantly hinder the ability to bring younger generations into agriculture or to diversify our nation’s agricultural production. I also think there is ample room to highlight how the Department can improve their outreach and engagement for those entering into agriculture.

Through today’s discussion, I look forward to hearing more about these producers and how they overcome their myriad challenges, including those set on or aggravated by the COVID-19 pandemic. I also hope to hear how we as policy makers can better serve small or beginning farmers; what policies need work, where we can start over, how we ultimately can ensure that agriculture remains a highly desired industry.

As I said, I am excited about our work ahead, and sincerely look forward to today’s testimony. The American people deserve to have confidence in our nation’s ability to manage acts of hostility from outside influences, which is why chronic offenders like China and Russia must be held accountable.”

“Over the past several months, we have suffered multiple cyberattacks on our nation’s critical infrastructure, held at ransom by foreign bad actors,” said Congressman Bost. “As we continue to recover from the effects of the COVID-19 pandemic, it is imperative that our food supply chains remain safe and secure. These attacks are a threat to our national security and our very way of life. We must hold these cyber terrorists accountable to their actions and ensure that these attacks end immediately.”

“Our agriculture sector is critical infrastructure and it is vital to our national security that we safeguard our food supply,” said Congressman Crawford. “Cyberattacks like the one experienced by JBS are increasing at an alarming rate. I urge the Biden Administration to investigate and take a strong stance against nations involved to ensure that these attacks stop.”

“Over the past few years, halting disruptions of our food supply chain have hearkened Americans’ watchful eyes. From the ranch to the grocery store, very rarely has the significance of food security resonated across the entire agriculture industry at a time like it is now. There is no greater threat to national security than a threat to our food supply chain,” said Congressman Lucas. “As cyberattacks are becoming more and more prevalent, we must address and protect America’s critical infrastructure- whether it be our food, energy, or financial systems. Ensuring we build upon existing cyber capabilities and strengthening the cyber resiliency of our industries is critical to lessening the potential harm to America’s economy and our daily lives. I implore President Biden and his Administration to work with Congress and across different agencies to better prepare and mitigate future attacks on our food supply chain and other critical infrastructure industries.”

“The JBS cyberattack exposed startling security vulnerabilities in our food supply chain,” said Congressman Feenstra. “That is why President Biden must do more to protect our supply chain from national security threats and take necessary actions to hold bad actors accountable. A lackluster response by this administration will send the wrong message to adversaries around the world.”

“The cyberattack against JBS USA must be met with the same priority as an act of terrorism – because that’s exactly what it was,” said Congresswoman Fischbach. “Any interruption to our food supply chain can have devastating consequences on our economy and national security, and it is incumbent on our government to do everything in its power to make clear to the world that there are severe consequences for such acts. Agriculture is one of the strongest drivers of Iowa’s economy and threats like these are a real danger to the agricultural supply chain that affects farmers, producers, distributors, and consumers,” said Congresswoman Miller-Meeks. “As the former Director of the Iowa Department of Public Health, I have seen how critical cybersecurity is in protecting private health data, contact tracing, and keeping our hospitals and clinics up and running to serve our communities. It is incumbent upon all of us to take cybersecurity seriously and invest in increasing our cybersecurity infrastructure.”

“America’s commitment to national security ought not to end where cyberspace begins,” said Congressman Cawthorn. “In today’s modern landscape, cybersecurity represents the front line of an emerging battlefield. This administration must do better, and I join my colleagues in calling for urgent action from the Biden Administration to shore up American industries from the threat of cyber-attack.”

Background:

JBS USA is America’s largest meatpacker. Over Memorial Day weekend they were hacked with a ransomware attack that shut down the company’s operations across North America until they paid the Russian hacking group REvil a ransom of $11 million. Just like the similar recent attack on the Colonia Pipeline, NYC Subway system, and countless hospital systems across the country, these attacks on America’s essential infrastructure are unacceptable attacks on our national security, and President Biden must hold these adversaries accountable.

These attacks have the ability to collapse markets, stir panic amongst Americans, and to steal intellectual property or sensitive information. When unchecked by the nations they emanate from, these attacks are thinly vailed acts of aggression by our adversaries seeking to weaken our economy, create civil unrest, and corrupt our critical infrastructure. These attacks on our food system have a particular ability to incite these tendencies and have a long-lasting distorting impact on agricultural markets, and our food security.

The stability of the U.S. domestic food system is critical, not only as a foundation of the American economy and a means to avoid the devastations of famine, but also as a necessary tool in resourcing the nutritional needs of our citizenry and military personnel. Carson is a senior member of the House Permanent Select Committee on Intelligence (HPSCI) and chairs the Subcommittee on Counterterrorism, Counterintelligence and Counterproliferation (C3).

H.R. 4038 addresses intelligence gaps and sharpens America's focus on transnational white supremacist extremist threats. Specifically, this bill will improve federal intelligence agencies' ability to prioritize white supremacist extremist threats, including ties to international groups. It mandates that the National Counterterrorism Center – alongside the Federal Bureau of Investigation and the Department of Homeland Security – explores and analyzes more thoroughly the ideology and objectives driving white supremacist groups with transnational connections, including their leadership and operational structure. This bill builds on previous work done by a number of congressional committees, including HPSCI's Intelligence Authorization Act (IAA) over the past several years.

"Extremist white supremacist groups are one of the biggest threats to our security here in America and around the globe," said Congressman Carson. "This dangerous ideology has inspired countless acts of terrorism, yet our intelligence community isn't doing enough to prevent this growing crisis. As the Chairman of the Counterterrorism Subcommittee and a former law enforcement officer, I have been sounding the alarm about white supremacist threats for many years. Through this legislation, we can finally take the necessary steps to adequately study this growing global movement, and create a better plan to stop it. I am honored to have support in this effort from congressional colleagues, including House Intelligence Committee Chairman Adam Schiff, and esteemed civil rights organizations such as the Anti-Defamation League. I will continue working with all stakeholders to get this bill passed and make our world a safer place."

"White supremacy and the terrorism inspired by that bigotry have increasingly emerged as one of the greatest risks to our country, fueling a frightening increase in hate crimes against Black, Brown, and Indigenous individuals, the Jewish community, and more," said Chairman Adam Schiff. "Policy makers need much better data and analysis on the transnational nature of white supremacist extremist threats and how foreign white supremacy groups may be influencing, funding, or otherwise supporting violent actions at home. We cannot fully address these threats without a thorough, comprehensive, and extensive understanding of the risks, which is why I am pleased to support Congressman Carson's legislation and efforts to keep America safe from the scourge of white supremacy."

"We cannot adequately counter the white supremacist threat until we understand it better," said Jonathan Greenblatt of ADL (Anti-Defamation League). "This critical review of the threat will help better prepare the government with better information to address the threat. Mrvan announced today that his requested transportation infrastructure projects have been included in legislation approved by the House Transportation and Infrastructure Committee.

Specifically, the House Transportation and Infrastructure Committee has approved H.R. 3684, the INVEST in America Act. This legislation reauthorizes surface transportation programs that direct federal investments in roads, bridges, transit, and rail, and includes the following projects requested by Congressman Mrvan.

Congressman Mrvan stated, “I appreciate the action by Chairman DeFazio and the members of the House Transportation and Infrastructure Committee to include these critical regional transportation infrastructure projects that will improve the quality of life for residents in Northwest Indiana and create more good-paying job opportunities. This is a team effort, and I am grateful to have the engagement of so many stakeholders in Northwest Indiana who assisted in identifying and ensuring the worthiness of these federal investments. Spartz said. “I am happy to co-lead the bipartisan Merger Filing Fee Modernization Act, which will provide improved resources for better enforcement of abuses of monopoly powers and shift the burden from taxpayers and smaller entities to larger companies demanding larger resource allocations.”

While the number of merger filings have significantly increased over the past two decades, premerger filing fees have not been changed in two decades. The current fee structure has created a fee schedule disproportionate to transaction sizes.

To ensure this legislation is a permanent solution to the outdated fee structure and not a one-time fix, the filing fees will be linked to increases in the Consumer Price Index going forward.

The bill text is available online.", 1, "2026-03-30T01:40:41Z", "2026-04-06T19:57:00Z"], ["https://spartz.house.gov/media/press-releases/reps-spartz-and-stevens-introduce-bipartisan-accounting-stem-pursuit-act", "Reps. Haley Stevens (D-Mich.). “This bipartisan bill will work to increase access to high-quality accounting education for K-12 students to improve career awareness and workforce diversity in the field. Our financial institutions and their consumers will benefit tremendously from a strengthened pipeline of talented workers of all backgrounds who are ready to meet the needs of our rapidly changing world.”

“The accounting profession has always been a leader in using and developing technology to make informed decisions, solve complex problems and improve the delivery of audit, finance and tax services. Parents will also have more options for child care, allowing them to return to work and drive our economy forward.

“As a working mom of two young girls, I understand the importance of child care, especially when it comes to engaging more women in the workforce.
