Over the past year, OAWP has worked to clear the backlog of complaints. Improvements have been made in case timelines and referrals. Now we are starting to see what is possible on the accountability side. We need more information on how VA is implementing OAWP\u2019s recommendations and understanding if this work is leading to institutional change. OAWP has a mandate to advise the Secretary on accountability matters and conduct data analysis to identify trends and issue reports. Res 814 that recognizes October as \u201cNational Dyslexia Awareness Month.\u201d This effort was in conjunction with other members of Congress engaged in confronting Dyslexia, including Representative Bruce Westerman (R-Ark.-04), who is the lead sponsor of the resolution in the House of Representatives. Awareness is a potent instrument that empowers educators and aids parents in their efforts to assist students.\n\nAwareness is not enough, however. That is why I have also introduced legislation alongside another parent of a child with Dyslexia, Senator Bill Cassidy (R-La.), to offer important policy solutions. When I worked in child services, I assisted with the care of children in foster care. I saw how the process worked firsthand.\n\nWhen foster parents are caring for children in custody of the state, they can\u2019t give those kids a haircut without permission from the child\u2019s biological parents. Why shouldn\u2019t the same rules apply to our students\u2019 well-being in the classroom?\n\nHere in southern Indiana, we\u2019re lucky. Most of our school districts go above and beyond to communicate with parents and inform them about, and empower them in, their children\u2019s education. Tragically, this is not a universal experience across our country.\n\nIn fact, one father in Virginia had to learn his daughter was assaulted in a high school bathroom from his child, not the school.\n\nJust last month, a New Jersey judge ruled to block multiple school districts from notifying parents of a child\u2019s gender identity change.\n\nStories like these shouldn\u2019t become the new normal.\n\nThat is exactly why House Republicans made commitments to address this problem and pushed for legislation that culminated in H.R. 5, the \"Parent\u2019s Bill of Rights.\" We heard the pleas of parents across America and knew we couldn\u2019t stand by as parental rights are being eroded in our public schools. As the grandson of a card-carrying member of the United Steelworkers, who spent 50 years in the steel mills in East Chicago, I am grateful for the opportunity to serve as Vice Chairman of the Congressional Steel Caucus, and to join everyone in this room in supporting and advocating for the long-term success and vitality of the domestic steel industry.\n\nIn my first term of Congress, I was proud to be able to support several laws that aim to strengthen our economy and make historic investments in our nation\u2019s economic and transportation infrastructure. For example, the bipartisan Infrastructure Investment and Jobs Act is continuing to deliver necessary investments in our roads, bridges, rail, and ports, and as these funds are dispersed, we will continue to conduct oversight of and promote the maximum benefit of the expanded Buy America requirements.\n\nI also was proud to support the CHIPS and Science Act and the Inflation Reduction Act, which will continue to support improvements to our supply chain network and advancements in environmentally-friendly technologies.
