I am pleased to see these taxpayer funds returned to Hoosiers so Indiana can increase access to care and improve patient outcomes. I thank President Trump for signing the One Big Beautiful Bill Act into law and CMS Administrator Dr. Mehmet Oz for his leadership in delivering this critical funding for Hoosiers and Rural America.”

The RHT Program was created by the One Big Beautiful Bill Act, which was signed into law by President Trump on July 4, 2025. The RHT Program empowers states to strengthen rural communities by improving health care access, quality, and outcomes by transforming the health care delivery ecosystem. RHT Program funding consists of $50 billion allocated to approved states over five fiscal years, with $10 billion available each fiscal year, beginning in Fiscal Year 2026 and ending in Fiscal Year 2030. Fifty percent of this funding is distributed equally to all approved states, and the remaining 50% will be allocated by the Centers for Medicare & Medicaid Services (CMS) based on a variety of factors including rural population, the proportion of rural health facilities in the state, the situation of certain hospitals in the state, and other factors to be specified by CMS.

More information on the Rural Health Transformation Program can be found here.

###", 1, "2026-03-30T01:40:41Z", "2026-04-06T20:09:11Z"], ["https://shreve.house.gov/media/press-releases/congressman-shreve-delivers-working-families-tax-cuts-indiana-awarded-207", "Congressman Shreve Delivers Working Families Tax Cuts as Indiana Is Awarded $207 Million for Rural Health", "2025-12-30", "2025", "2025-12", "Republican", "House", "IN", "Jefferson Shreve", "S001229", "shreve.house.gov", "shreve", "https://shreve.house.gov/media/press-releases", "scraper", "Greenwood, IN — Rep. These offerings provide a more accessible and cost-effective way for mid-sized and smaller companies to raise capital from a wider range of investors, with less government red tape and compliance costs.

The bill doubles the offering limit of Reg A Tier 2 offerings from $75 million annually to $150 million annually and requires the offering limit to be adjusted every two years to the nearest $10,000 to reflect the changes in inflation.

This adjustment will help more mid-size or smaller companies raise capital, create growth, jobs, and make important investments in research and development.

The Streamlining Rural Housing Act

This legislation was passed as part of the Housing for the 21st Century Act.

The bill will streamline environmental reviews for rural housing projects that utilize both HUD and USDA programs. Typically, rural housing projects that utilize both HUD and USDA assistance must undergo slightly different but separate environmental reviews and inspections to receive funding. This creates unnecessary government roadblocks for developers and drives up costs, ultimately contributing to the affordable housing shortage in rural communities nationwide.

The bill requires HUD and USDA to evaluate the feasibility of a joint environmental review and inspection process for these projects, as well as categorical exclusion for jointly funded projects, making affordable rural housing easier to build and cutting burdensome government red tape.

Rep. We have plenty to discuss, and I look forward to your testimony.

Next month will mark the one-year anniversary of the DCA mid-air collision, where a U.S. Army Blackhawk helicopter collided with American Airlines Flight 5342 near Washington National Airport (DCA), tragically claiming the lives of all 67 people on board both aircraft.

It was the first mass-casualty commercial plane crash in the U.S. in nearly 16 years and marked the end of one of the longest streaks without such an accident in U.S. history.

This accident is a stark reminder of the vigilance needed in our pursuit of aviation safety. More can always be done to make air travel safer.

In the case of the DCA mid-air collision, we owe it to the victims, their families and the flying public to leave no stone unturned and to learn every lesson we can.

I want to thank the friends and family of the victims here today, including Laura Augendre, Amy Hunter and their family.

Your presence keeps your loved ones’ memories alive, and your advocacy reminds us to stay focused on the endless pursuit to improve aviation safety.

In response to the accident, the DOT and FAA took several actions to address pressing issues, including:

Swiftly banning most non-essential helicopter operations near DCA;

Reviewing 21 U.S. airports to identify risk factors and safety issues similar to those at DCA; and

Requiring federal agencies that conduct aircraft operations near DCA to broadcast their position using ADS-B Out.

Hard questions yet remain and still have yet to be asked.

I look forward to hearing how FAA is developing new policies, bolstering safety redundancies, preparing for the National Transportation Safety Board’s (NTSB) final report and recommendations and evaluating any systemic issues beyond the purview of the NTSB investigation.

I am committed to this effort and working with Chairman Graves, Chairman Nehls and Ranking Member Carson to fully address the NTSB recommendations and hold the FAA accountable to the recommendations.

The aftermath of the accident also put a spotlight on our aging air traffic control (ATC) system.

Modernizing the nation’s ATC system is long overdue.

Last year, the GAO found that of FAA’s 138 systems, 105 are unsustainable or potentially unsustainable.

That’s why T&I Members from both sides of the aisle supported the $12.5 billion investment in ATC modernization and understand that additional funding will likely be needed.

But before any additional investment, the FAA must ‘show its work’ and be more transparent about how it’s spending this investment.

Although the FAA selected a Prime Integrator, Peraton, to oversee its modernization efforts, there are still several questions about next steps.

As the Administration moves forward, Congress has to ensure this modernization initiative is data driven, transparent and safety-focused.

Unfortunately, this year, the NAS has been pushed to unprecedented limits.

Employment at the FAA and DOT decreased due to buyouts and pushed safety-critical employees to depart the agency, subsequently increasing the strain on the personnel left behind and the airspace as a whole.

These actions also resulted in an extraordinary loss of institutional knowledge and technical expertise from the agency, making it harder for the FAA to meet its safety mission.

During the recent government shutdown thousands of air traffic controllers and critical aviation safety workers were forced to work long stressful hours without pay for several weeks, with many worrying about getting a second job to feed their families while protecting travelers.

Not only did the shutdown create daily operational disruptions, but it also caused long-term stress and uncertainty for the hardworking women and men of the U.S. aviation workforce.

The stress of the shutdown was further exacerbated by the unprecedented safety decision to quickly reduce airline flight capacity by up to 10 percent at 40 high traffic airports across the country.

While I agree that aviation safety risks in the NAS had to be addressed immediately, it has become apparent that the administration made this decision without adequate coordination with key aviation stakeholders.

Consequently, airlines, general aviation and other stakeholders had to make massive changes to their operations with little to no notice, increasing other risks in the NAS.

The unprecedented nature of the administration’s decision to suddenly and drastically limit air traffic demands congressional review.

That’s why I, along with several of my Democratic colleagues on this Committee, sent you a letter last month requesting additional information regarding the data used by the agency to reduce flight capacity and return such flight capacity to normal.

Administrator Bedford, you transmitted a response letter late last night. I expect you to shed some light on that decision today and respond to any follow-up questions we have in a Member briefing by next month.

The appointment of a new administrator gives the FAA a chance to provide long-term stability at a time when it’s needed most.

While the challenges before you haven’t been and won’t be easy, this Committee shares the FAA’s goal of meeting these safety challenges head on.

Administrator Bedford, thank you for joining us today. I look forward to hearing from you.

Ranking Member Carson:

Good Morning. Chairman Nehls, Chairman Graves and Ranking Member Larsen, it’s an honor to be here for our first oversight hearing this year in which we actually get to hear from the FAA. And it’s also a pleasure to welcome our witness, a fellow Hoosier, FAA Administrator Bryan Bedford, for his first visit to the Aviation Subcommittee.

I’d also like to recognize the families of those that perished in the DCA mid-air collision, who are joining us today. We recognize how difficult it is for you to be here in the face of such unimaginable loss, and I want to express my heartfelt appreciation for your advocacy—and the strength and conviction that mission takes.

For the Aviation Subcommittee, safety is our top priority. This is why we worked so hard to pass the bipartisan 2024 FAA Reauthorization. We collaborated across party lines to strengthen and expand the aviation workforce, to make our national air space safer, and to modernize our navigation and air traffic control systems to maximize safety and efficiency.

Even prior to this Administration, the FAA had a mandate—from Congress—to implement our 2024 FAA Reauthorization law and further invest resources and efforts into aviation safety, airport infrastructure, the aviation workforce, sustainability and consumers protections. These directives from Congress were and are not optional. We passed the laws and directed the FAA and the Department of Transportation to implement those laws as they were agreed to by this institution. All of them, not just the ones you might like.

As for recent events, in recognition of aviation safety’s importance, I was proud to work with my colleagues on this committee to introduce the bipartisan Aviation Funding Solvency Act in response to the longest government shutdown in US history. If passed, it would pay FAA staff and keep operations running safely during government shutdowns. Mr. Administrator, I hope you will support our efforts to pass this bill as soon as possible. This is vitally important because the current Continuing Resolution expires next month, and we and our aviation workforce should not have to endure further stressors on the national airspace system (NAS) that decrease and increase flight interruptions.

Today is the first oversight hearing with an FAA witness that we’ve held this year. Mr. Administrator, we’ve written you quite a few oversight letters, but we haven’t received much of the information that we've requested. So, we have a long list of issues we’d like to get updates on:

The FAA’s ongoing response to the numerous crashes this year, including the tragic mid-air collision at DCA and the UPS crash in Louisville;

The rationale used to restrict and reduce flights at the 40 largest airports in the country during the recent shutdown, including the Indianapolis International Airport, which was rated the best in North America for 12 straight years;

The alarming loss of technical expertise at FAA due to various administrative actions, including the mass firings and forced buyouts that have hollowed out the Agency’s ranks;

The need for much more transparency about the FAA’s contracts with clear conflicts of interest;

Workplace safety issues for flight crews—like toxic fumes on planes, and proposals to reduce the crew sizes on wide-body aircraft, thus leaving some doors uncrewed in the event of evacuations and emergencies;

And finally, the foot-dragging and slow implementation of the secondary cockpit barriers mandate to protect the flight deck, crew and passengers. I first authored the provisions requiring these safety devices in the 2018 FAA law, and we are still too far away from full implementation.

There are many other issues and provisions of the 2024 FAA Reauthorization law that we want updates to today. We may send you some of our questions in writing, in the interest of time. But I hope that after today’s first visit to our committee, you won’t be a stranger, and you will stay in touch with us so we can work together to help American aviation safety and innovation to be a beacon around the world. Our bill helps strengthen production standards and guardrails, oversight, and facility inspections. I'm proud to work with my Hoosier colleague on the SAFE Drug Act to ensure medicines contain high-quality ingredients."

Additionally, this bill has garnered support from some of the country’s top patient advocacy organizations.

“While compounded medications play a critical role in our health care system, concerns have emerged regarding the widespread availability and promotion of non-FDA approved compounded GLP-1 and dual GIP/GLP-1 RA medication classes to treat obesity directly to patients,” Rita Kalyani, Chief Scientific and Medical Officer with the American Diabetes Association said. “The American Diabetes Association (ADA) issued a statement recommending against the usage of compounded GLP and dual GIP/GLP-1 RA medications due to uncertainty about their content, safety, quality and effectiveness. The ADA is committed to ensuring patients have access to safe and effective FDA approved medications to treat their diabetes and obesity. Additional FDA oversight is needed regarding these compounding practices for these medication classes and entities manufacturing them to protect patients with diabetes and obesity.”

“Patients living with obesity deserve access to treatments that have been rigorously tested for safety and quality,” Joe Nadglowski, President & CEO, Obesity Action Coalition said. “OAC supports updating policies to ensure that level of transparency is the standard. This includes strengthening inspection and reporting requirements for compounding pharmacies so patients and providers know exactly what ingredients are used, how products are prepared, and whether safety or quality issues have been identified. Clear, consistent reporting is essential to protect patients and ensure all treatments meet appropriate standards.”

“We have repeatedly raised warnings about the dangers of mass-produced compounded injectable drugs and voiced our concerns about illegal and uninspected foreign ingredients in these products,” Shabbir Safdar, executive director of the Partnership for Safe Medicines said. “The SAFE Drugs Act will aim to curb illegal mass compounding while protecting the ability of hospital pharmacies and 503B outsourcing facilities to meet patient needs. The reporting and inspection requirements will provide much needed transparency into inappropriately mass marketed compounded drugs and help to improve compliance at outsourcing facilities. Congress must act quickly to pass this bill and provide these important safeguards to patients.”

Background:

“FDA approved” is the global gold standard for drug safety. Yet many Americans are being exposed to mass compounded drugs, which bypass FDA’s approval process and, as the FDA warns, “pose a higher risk” to patients. While compounding serves important individualized medical needs, some entities are exploiting it to illegally manufacture and sell untested, unapproved drugs at scale. These products endanger patients, undermine trust in FDA-approved medicines, and weaken incentives to develop new treatments.

The need for stronger safeguards has grown amid a surge in mass produced, medically unnecessary unapproved versions of popular drugs for obesity, hair loss, erectile dysfunction, and other conditions. Because compounders are not required to report their activities, FDA lacks visibility into how widely these drugs are being made and shipped. FDA has received more than 1,000 adverse event reports linked to compounded GLP-1 drugs, including cases involving dangerous dosing errors and the use of unsafe ingredients sourced from unregulated foreign factories, many of which are located in China.

The SAFE Drugs Act will restore safety and accountability by restricting mass compounding of unapproved drugs, improving transparency into interstate distribution, and strengthening oversight of large-scale facilities through more routine FDA inspections.

Key provisions of the SAFE Drugs Act:

Protects Patients from Unsafe Drugs

Codifies the definition of “essentially a copy” to prevent illegal mass compounding of unapproved versions of FDA-approved drugs.

Enhances Transparency Through Reporting

Requires any compounding pharmacy that ships more than 20 out of state prescriptions of a drug to report that activity to FDA, closing a major blind spot in current oversight.

Strengthens Oversight of Large Scale Facilities

Requires FDA inspection of outsourcing facilities before they begin compounding new products, with reinspections at least every two years.

Promotes compliance with current Good Manufacturing Practices (cGMP) through more frequent engagement between FDA and outsourcing facilities.

Bolsters FDA Resources

Allows FDA to adjust outsourcing facility user fees to support timely, regular inspections.

Full text of the legislation is available here and a one-pager is available here.

###", 1, "2026-04-04T05:28:40Z", "2026-04-04T05:30:10Z"], ["https://houchin.house.gov/media/press-releases/houchin-applauds-house-passage-fy26-ndaa-secures-major-win-advanced-nuclear", "Houchin Applauds House Passage of FY26 NDAA, Secures Major Win for Advanced Nuclear Technology in National Defense", "2025-12-10", "2025", "2025-12", "Republican", "House", "IN", "Erin Houchin", "H001093", "houchin.house.gov", "houchin", "https://houchin.house.gov/media/press-releases", "scraper", "WASHINGTON, D.C. — Congresswoman Erin Houchin (IN-09) celebrated the House passage of the Fiscal Year 2026 National Defense Authorization Act (NDAA), landmark legislation that strengthens America’s national security, supports servicemembers, and advances Republicans’ peace-through-strength agenda.

The NDAA authorizes $900.6 billion in national defense discretionary funding, including a 3.8% raise for all servicemembers, and makes generational investments to ensure the U.S. military remains the strongest fighting force in the world. I am pleased to see President Trump and U.S. Secretary of Transportation Sean Duffy continue their historic deregulation efforts by reversing these overburdensome, unrealistic regulations. The NHTSA’s proposal is a great victory for automakers and consumer choice and will make vehicle ownership more affordable for every American.”

Background:

The National Highway Traffic Safety Administration (NHTSA) oversees the corporate average fuel economy (CAFE) standards program, which regulates how far a vehicle must travel on a gallon of fuel. The NHTSA is required to set CAFE standards to a maximum feasible level.

The Biden Administration’s CAFE standards mandated a 2% increase in fuel efficiency for model years 2027-2031 for passenger cars, and a 2% increase per year for light trucks for model years 2029-2031 to bring the average light-duty vehicle fuel economy up to approximately 50.4 miles per gallon by model year 2031.

The Trump Administration’s “Freedom Means Affordable Cars” proposal resets CAFE standards for model years 2022-2031. NHTSA’s proposal increases the fuel economy standard by 0.5% per year for passenger cars from model years 2023 through 2026, followed by 0.35% in model year 2027, and 0.25% from model year 2029 to 2031. For light trucks, NHTSA is proposing an increase of 0.5% for model year 2023 through 2026, followed by 0.7% in model year 2027, and 0.25% from model year 2029 to 2031. This proposal would achieve a fleet average fuel economy of 34.5 miles per gallon by model year 2031, a far more realistic goal.

Freedom Means Affordable Cars is also projected to save the American people $109 billion over the next five years and save families $1,000 on the average cost of a new vehicle.

More information on the proposal can be found here.

###", 1, "2026-03-30T01:40:41Z", "2026-04-06T20:09:11Z"], ["https://houchin.house.gov/media/press-releases/houchin-highlights-legislative-push-protect-children-online-ec-subcommittee", "Houchin Highlights Legislative Push to Protect Children Online as E&C Subcommittee Holds Hearing", "2025-12-05", "2025", "2025-12", "Republican", "House", "IN", "Erin Houchin", "H001093", "houchin.house.gov", "houchin", "https://houchin.house.gov/media/press-releases", "scraper", "WASHINGTON, D.C. – This week, the House Energy and Commerce Subcommittee on Commerce, Manufacturing, and Trade held a legislative hearing on protecting children and teens online, featuring several bills led or co-led by Congresswoman Erin Houchin (IN-09). Mark Messmer (R-IN) announced the introduction of the Heat Workforce Standards Act of 2025 in the House of Representatives. Rep. Messmer’s legislation repeals sweeping and unworkable Biden Administration heat standards that had threatened to impel unnecessary mandates and excessive federal penalties upon American businesses and institutions.

“As a small business owner myself, I’ve seen how unwarranted, heavy-handed regulations can crush innovation, increase costs, and undermine the productivity of American institutions,” said Rep. Messmer. “The Biden Heat Rule was never about safety, but was rather, unsurprisingly, focused upon expanding federal bureaucratic control over hard working Americans. My Heat Workforce Standards Act empowers employers to maintain safe and realistic workplace standard parameters which allow for both their workers and the business to thrive.”

“Americans deserve safe workplaces—yet the Biden-Harris administration’s heavy-handed approach to heat safety will hurt workers instead of helping them. Needless to say, California, Florida, and Michigan are miles apart when it comes to heat, and heat hazards in construction are very different from the hazards in manufacturing or agriculture. That is why any standard intended to prevent and reduce heat-related injuries must be flexible and keep workers safe in ways that best address their unique environments and challenges. The Biden-Harris proposed heat rule does not have that much-needed flexibility, which is why this bill is a necessary step in protecting workers and preventing federal overreach so we can help workers earn a living and get home safe,”said House Education and Workforce Committee Chairman Tim Walberg.

As a small business owner himself, Rep. Messmer supports creating a better working environment for Hoosiers and all American businesses and institutions by eliminating unwarranted red tape and regulations. The Heat Workforce Standards Act of 2025 is a step in the right direction.

BACKGROUND:

Near the end of the Biden Administration, the Occupational Safety and Health Administration (OSHA) attempted to fast-track a policy known as “The Heat Injury and Illness Prevention in Outdoor and Indoor Work Settings.” In practice, the rule would have forced nearly every American business and institution to follow rigid, one-size-fits-all, federal workplace standards based on predetermined temperature thresholds, regardless of industry, climate, or existing safety protocols.

This rule would create a one-size fits all regulatory approach for most of the American workforce that experience exposure to temperatures of 80 degrees Fahrenheit for more than 15 minutes in any given hour.

State governments already have the authority to establish their own occupational safety and health standards and are required to have their plans be “at least as effective” as Federal OSHA standards.

If it had been implemented, the Biden’s Heat Rule would:

Place redundant and egregious regulation requirements with little variance considered for industry-specific outdoor and indoor heat variables and differences in outdoor climates between all 50 states

Fail to recognize employers who already have heat injury prevention measures in place

Mandate federal intervention and costly fines should small businesses not match the federal criteria

Remove state governments’ ability to create targeted Heat Rules that are specific to their climate and local industries

Original cosponsors include Reps. Glenn Grothman (R-WI), Harriet Hageman (R-WY), Daniel Webster (R-FL), Michael Baumgartner (R-WA), Rob Wittman (R-VA), Mary Miller (R-IL), Brad Finstad (R-MN), Paul Gosar (R-AZ), Andy Harris (R-MD), Virginia Foxx (R-NC), Ben Cline (R-VA), Bob Onder (R-MO), Chip Roy (R-TX), John McGuire (R-VA), Sheri Biggs (R-SC), Julie Fedorchak (R-ND), Adrian Smith (R-NE), David Rouzer (R-NC), Pat Harrigan (R-NC), Brian Jack (R-GA), Joe Wilson (R-SC), Jen Kiggans (R-VA), and Lance Gooden (R-TX).

“The Biden administration’s proposed OSHA heat standard is a sweeping, one-size-fits-all mandate that would burden employers, strain our workforce, and undermine industries that already operate under rigorous safety protocols. The Heat Workforce Standards Act is a necessary check on this regulatory overreach. By preventing this costly and unworkable rule from taking effect, we protect jobs, safeguard American productivity, and ensure that workplace safety standards remain practical, science-based, and responsive to real-world conditions—not driven by Washington bureaucrats,” said Rep. Paul Gosar.

“Frankly, Democrats have never met a burdensome, costly regulation they didn’t like. The Biden-Administration-proposed OSHA Heat Standard is a one-size-fits-all mandate that will impose sweeping, reckless requirements on businesses nationwide - with no regard for regional climate differences or industry-specific job needs. OSHA is responsible for regulating occupational safety and health hazards, and I believe we need to make that distinction clear, so employers aren’t forced to shoulder unnecessary, irrelevant, and costly compliance burdens. I am proud to cosponsor this legislation to prevent this destructive policy from taking hold - it’s bad for business, bad for our economy, and bad for our nation,” said Rep. Bob Onder.

“The Heat Rule is an example of executive overreach — creating costly, inflexible requirements and mounds of paperwork for small business owners across Virginia's First District. I am proud to support the Heat Workforce Standards Act, which overturns this burdensome regulation and ensures similar rulings must have the consent of Congress,” said Rep. Rob Wittman.

The Heat Workforce Standards Act also has the support of numerous organizations, including: Alliance for Chemical Distribution, American Bakers Association, American Building Materials Alliance, American Craft Spirits Association, American Short Line and Regional Railroad Association, American Supply Association, Drycleaning & Laundry Institute, Global Cold Chain Alliance, Heating, Air-conditioning, & Refrigeration Distributors International, Independent Electrical Contractors, Inc., Job Creators Network, Mason Contractors Association of America, National Apartment Association, National Association of Electrical Distributors, National Federation of Independent Business, National Lumber and Building Material Dealers Association, National Ready Mixed Concrete Association, National Restaurant Association, National RV Dealers Association, National Small Business Association, NATSO, Representing America's Travel Centers and Truck Stops, North American Association of Food Equipment Manufacturers, Pool & Hot Tub Alliance, Small Business & Entrepreneurship Council, Steel Manufacturers Association, and Steel Tank Institute/Steel Plate Fabricators Association.

“Small businesses overwhelmingly oppose the Biden Administration’s proposed OSHA Heat Standard as it would add unworkable, new, one-sized-fits-all mandates and dramatically increase the federal government’s regulatory control over their business. Small businesses are already taking steps to ensure their workers do not experience a heat-related injury or illness. Yet, the Biden Administration’s proposed OSHA Heat Standard fails to recognize this fact and instead would cripple small businesses, who work without government intervention to protect their employees’ health and safety, with more mandates and regulatory burdens. Nehls (R-TX), and Rep. Andre Carson (D-IN) today introduced bipartisan legislation to ensure that, during any future government shutdowns, the U.S. National Airspace System and those responsible for its safe, efficient operation are protected from any lapses in federal funding.

The Aviation Funding Solvency Act eliminates the additional strain on the U.S. aviation system that can build during government shutdowns by ensuring that air traffic controllers and other Federal Aviation Administration (FAA) professionals responsible for managing the airspace will continue to get paid. The bill will allow the FAA, during a shutdown, to access the Aviation Insurance Revolving Fund to cover critical services that will keep our aviation system running safely for the traveling public, while ensuring the Revolving Fund has a healthy balance to address potential claims.

The Aviation Insurance Revolving Fund covers war risk insurance claims by airlines when they are activated under the Civil Reserve Air Fleet (CRAF) program. The fund’s balance was originally funded by airline war risk insurance premiums, but that program has been terminated since 2014. Despite being largely unused, interest accumulation has increased the balance of the fund to more than $2.6 billion, which is significantly more than the fund has needed to cover CRAF claims.

Click here to read the bill.

Graves said, “I am grateful for our federal employees, especially our air traffic controllers, who showed up day-in and day-out throughout the shutdown to do their jobs, without pay, to ensure the safety of our aviation system and the nation. But we all saw that the system can be vulnerable when Congress can’t get its job done. This bill guarantees that controllers, who have one of the most high-pressure jobs in the nation, will get paid during any future funding lapses and that air traffic control, aviation safety, and the traveling public will never again be negatively impacted by shutdowns.”

Larsen said, “Thank you to our invaluable aviation safety workforce, who, during the longest shutdown in history, did not waver in their duties to keep the flying public safe – despite not knowing when their next paycheck would come. Our brave men and women who have served this nation should not face delays or challenges in receiving their care.

“To add further insult, this agreement includes what can only be considered as a corrupt, taxpayer funded cash grab for eight Republican Senators, and I cannot in good conscience agree to vote for that precedent.

“Finally, I remain deeply disappointed that the Republican Majority refused to extend the health care tax credits as part of this negotiation that so many small business owners and working families rely on, even as they allow the Trump Administration to direct $40 billion in federal funds to support Argentina’s economy.

“As we move forward, the fight for access to affordable health care continues, and I remain committed to working with my colleagues to find a bipartisan agreement that restores the health care tax credits as soon as possible.”

###", 1, "2026-03-30T01:40:41Z", "2026-04-06T19:52:45Z"], ["https://shreve.house.gov/media/press-releases/congressman-shreve-announces-mobile-office-hours-johnson-and-bartholomew", "Congressman Shreve Announces Mobile Office Hours in Johnson and Bartholomew Counties", "2025-11-05", "2025", "2025-11", "Republican", "House", "IN", "Jefferson Shreve", "S001229", "shreve.house.gov", "shreve", "https://shreve.house.gov/media/press-releases", "scraper", "Greenwood, IN – Congressman Jefferson Shreve (IN-06) announced today that his constituent services team will hold mobile office hours on Thursday, November 6, to assist Hoosiers in Johnson and Bartholomew Counties.

During these events, constituents can meet directly with members of Rep. He launched the bipartisan STOP Scams Caucus, sent a letter to Secretary of State Marco Rubio, introduced targeted legislation to shut down international scam syndicates, and passed provisions establishing a federal task force against scams.

Read the full op-ed here and below:

Billions of US dollars are being lost to foreign scams

“Your toll balance has not been paid. Pay by November 2, 2025 to avoid legal action or additional penalties.”

Scammers are contacting me every day, and I know they’re contacting you, too. Unfortunately, texts like these are far more than an annoying nuisance.

They stem from sophisticated scam operations that are run by foreign criminal networks. These predatory scammers are stealing from our families, our friends, and our neighbors. And they’re getting away with it.

In 2024, the FBI reported $16.6 billion in scam-related losses. That staggering figure represents more than just numbers on a page. It means lost homes, retirement accounts drained overnight, and innocent victims left with little to nothing. And the problem is only getting worse.

In Indiana, I've personally received scam text messages involving fake toll road notices, phony package deliveries, and even criminals impersonating state government officials. So, I began investigating the issue. I expected to find a coordinated federal strategy to combat these scams. Instead, I found a vacuum. Federal agencies pointed me in different directions, and there was no clear path set on how to combat these fraudulent scams.

This is a national crisis hiding in plain sight. Congress has a responsibility to respond, and I'm working to spearhead the effort.

I have a unique opportunity on the House Foreign Affairs Committee to understand these foreign criminal operations and the gaps in our efforts to combat them. Scamming has grown into a multi-billion-dollar industry that could soon rival fentanyl as one of the top dangers that Chinese criminal networks pose to the United States. Scam centers took root after the collapse of Southeast Asia’s gambling industry during COVID. In countries like Burma, Laos, and Cambodia, where corruption and instability have created fertile ground, these scam compounds thrive. Thousands of people, lured by fake job postings, have been trafficked and forced to commit scams under threat of torture.

These criminal operations have become increasingly sophisticated. They weaponize artificial intelligence, exploit stolen personal information, and disguise themselves in ways that make detection harder than ever. Every corner of our country is being targeted.

Toll road fee texts, emails, and phone calls are a common and costly occurrence for trusting Americans. Too often, victims suffer in silence, ashamed to admit they have been deceived. Their losses go unreported. As the true scale of this problem emerged, it became clear that the figure reported by the FBI is a dramatic underrepresentation of the real losses due to this underreporting. Many experts estimate that somewhere between 75%-90% of losses are not reported to the authorities.

It's time for Congress to take action.

We can't stand idly by while Americans are being targeted.

That's why I put together a package of legislation and other Congressional actions to combat foreign scammers. Congress must give federal law enforcement the necessary tools to combat large-scale scam operations and block criminals' access to U.S. telecom infrastructure. My recent Dismantle Foreign Scam Syndicates Act creates a government-wide task force at the federal and state levels to share intelligence and coordinate enforcement against foreign scammers. We must utilize resources at our disposal to combat these criminal operations.

I also launched the bipartisan Stop Scams Caucus with Representatives Gabe Amo (D-RI-01), Zach Nunn (R-IA-03), and Jamie Raskin(D-MD-08). Our coalition spans the political spectrum because we are united in one mission: to shut down the foreign scam pipelines that drain billions of dollars from Americans.

This isn’t just about consumer protection. It’s a matter of national security.

Many of these Transnational criminal groups have ties to the Chinese Communist Party and are using scams to weaken our citizens and erode trust. In coordination with our allies, the United States must confront China’s complicity and dismantle these networks.

Congress has a choice. We can continue treating scams as a peripheral nuisance, or we can recognize them for what they are: an urgent and growing threat to American families, seniors, and our nation’s security. The criminals are organized. Mrvan sent a letter to Secretary of the United States Department of Transportation Sean Duffy regarding the recently announced rescission of federal funding for a CITGO terminal located in East Chicago, Indiana.

Congressman Mrvan stated, “The Trump Administration’s decision to rescind this federal investment jeopardizes millions of dollars in private sector commitments and threatens the loss of good-paying union jobs in Northwest Indiana. This reckless action also undermines efforts to establish a sustainable aviation fuel blending hub in East Chicago, a project that would reduce harmful emissions, strengthen domestic manufacturing, and open new markets for American workers and businesses. I strongly urge Secretary Duffy to provide transparency regarding the Department’s reasoning and to immediately reconsider this harmful decision. The people of Northwest Indiana should not have their economic opportunities and future sustainability sacrificed for shortsighted political purposes.”

The text of the letter is below and a pdf is available here.

Dear Secretary Duffy,

I write today regarding awarded projects under the Federal Aviation Administration’s (FAA) Fueling Aviation’s Sustainable Transition (FAST) Grant Program.

In August 2024, the U.S. Department of Transportation (DOT) announced the FAA awarded approximately $291 million to 36 projects in 22 states through the FAST Grant Program. This investment in advancing the nation’s development of low-emission aviation technologies heavily favored applicants dedicated to producing, transporting, blending, or storing sustainable aviation fuel (SAF). The infrastructure proposed for construction under these awarded projects aimed to put to work our building and construction trades at the onset, then support the capacity for new jobs and develop supply chain partnerships upon completion, thereby increasing the competitiveness and efficiencies within the commercial aviation and aerospace industry.

Recently, and regrettably, it has come to my attention that some awardees under the FAST Grant Program received notification from the FAA that FAST-SAF grant awards are rescinded. This update as to the partnership between the government and awardees is disheartening given the magnitude of increased economic impact these projects would have within their respective regions as well as nationally. One such project is the award for CITGO’s East Chicago Terminal, in Indiana’s First Congressional District, where the project would be integrated into the existing jet fuel distribution hub and where existing pipeline infrastructure allows for the movement of fuel to Chicago O’Hare, Chicago Midway, Rockford and Milwaukee airports. The awarded proposal noted jet fuel end users at commercial and general aviation airports would be positioned to benefit from the project, including over forty airlines utilizing commercial airports within the Chicago region.

As we work to create opportunities for employment and wealth throughout our nation, the disinvestment in America’s aviation supply chains and within the commercial aviation and aerospace industry is counterproductive to the efforts to invest in America, particularly in manufacturing, technology, and infrastructure. I respectfully ask for your insight as to the rescinding of FAST Grant Program awards and as to similar future funding opportunities that DOT may offer.

Thank you for your attention to this request. Should you have any questions, please do not hesitate to contact me.

Sincerely,

Rep. Frank J. The current temporary budget agreement ends September 30.

Under the current proposal, the FAA’s authorization to draw from the Airport and Airway Trust Fund during a shutdown will be permitted only for up to 30 days if no appropriations bill is enacted, rather than for an indefinite period. The Airport and Airway Trust Fund, which funds the U.S. national air transportation system, typically generates enough revenue from the domestic passenger ticket tax, commercial fuel tax, general aviation gasoline tax, and cargo tax to sustain FAA programs during a lapse.

Congressman Cohen made the following statement:

“The Aviation Funding Stability Act is intended to prevent disruptions in aviation safety operations, air traffic control staffing, and certification processes that are vital to the U.S. economy and our national security. At a time when air travel is already strained by staffing shortages, outdated infrastructure, and record flight delays, the last thing we need is another crisis that puts safety and efficiency at risk.

“The aviation system is too critical to be caught up in Washington’s budget battles. This bill would allow the FAA to tap into the Airport and Airway Trust Fund to keep essential operations running, so planes stay in the air, safety inspections continue, and modernization projects don’t grind to a halt. At a time with continued government uncertainty, this measure is a no brainer and just makes sense.”

Congressman Carson made the following statement:

"America’s aviation system is the safest and most efficient in the world. It contributes trillions of dollars to our national economy and supports millions of American jobs. A government shutdown should not interrupt aviation or create unnecessary chaos. This bill ensures that the FAA can keep operating without disruptions, which is critical to protect public safety and the livelihoods of aviation workers who keep our country and economy moving.”

The measure is supported by several organizations such as: Air Line Pilots Association (ALPA), Airlines For America (A4A), Airports Council International-North America (ACI-NA), American Association of Airport Executives (AAAE), Association of Flight Attendants-CWA (AFA), Association of Professional Flight Attendants (APFA), National Air Traffic Controllers Association (NATCA), National Air Transportation Association (NATA), National Federation of Federal Employees (NFFE-IAM), Professional Aviation Safety Specialists, AFL-CIO (PASS), Southwest Airlines Pilots Association (SWAPA), and the Regional Airline Association.

An identical measure was introduced in the 117th Congress by retired Oregon Congressman Peter DeFazio and then-Aviation Subcommittee Chair Rick Larsen in June of 2021.

Endorsing organizations statements:

“We cannot allow politics to disrupt aviation safety and security," said Sara Nelson, president of the Association of Flight Attendants-CWA, representing 55,000 Flight Attendants at 20 airlines. “During the 2019 shutdown, our system was stretched to the breaking point, and further strained by the pandemic. A shutdown today could have catastrophic consequences for our entire economy and most importantly, for our safety and security. We urge Congress to pass the Aviation Funding Stability Act to ensure that our nation's aviation workers are able to continue our vital work without disruption.”

“Now is not the time to put critical FAA functions and programs at risk because of a political stalemate in Washington,” said ACI-NA President and CEO Kevin M. Burke. “The last government shutdown lasted longer than anyone expected and took a tremendous toll on our aviation system. Dedicated air traffic controllers, security officers, and other federal personnel stayed on the job without getting a paycheck. Flight delays and cancellations rippled across the system and our economy, and important airport infrastructure projects were stalled. We appreciate Reps. Cohen and Carson for putting forward this important legislation to keep the FAA and its workers open for business in the event of another government shutdown.”

“APFA endorses the Aviation Funding Stability Act to ensure that critical FAA functions are not interrupted if the government is not funded. Shutdowns are costly to any agency that is already stretched thin, and in aviation we don’t take chances. Our industry is built upon mitigating risk, so if planes are to continue flying during a government shutdown, every FAA employee and air traffic controller must remain on the job with pay to continue their safety-critical roles. Nearly 3,000 lives were lost in the attack and more than 4,500 others have died since from related illnesses – this day irrevocably changed our country and its impact is still felt. As we mark this tragic day, we must also reflect on the lasting damages faced by Arab, Muslim, Middle Eastern, South Asian, and Sikh communities in the aftermath,” said Jayapal.“The murders of Balbir Singh Sodhi, Waqar Hassan, and Adel Karas in the days following the attack were shocking displays of hatred. Xenophobia and racism have no place in this country, and today we recognize the shared trauma that these communities faced as they experienced stigma, discrimination, and losses of liberty.”

“Arab, Muslim, Middle Eastern, South Asian, and Sikh communities have carried the double burden of mourning the horrific 9/11 attacks and subsequently being treated with suspicion and hostility in its aftermath,” said Omar. “They were spied on, harassed, and painted as threats by their own government, all while facing hate and violence in their daily lives. That pain continues today. This resolution is about finally acknowledging those injustices and committing to ending the discriminatory policies that made them possible. No one should ever be targeted by their government because of who they are, how they pray, or where their family comes from.”

“In the years since 9/11, our Arab, Muslim, Middle Eastern, South Asian, and Sikh communities have endured persistent racism, xenophobia, and discrimination. It’s long past time for our government to acknowledge the trauma it has and continues to inflict on our communities through the harmful policies, racial profiling, and unjust targeting of so many of our neighbors,” said Congresswoman Tlaib. “The road to truth and reconciliation is long, but this resolution is the first step towards the justice and healing that our communities deserve.”

“September 11th was a day of unspeakable tragedy. But in the aftermath of this tragedy, too many channeled that pain and anger into hate directed at Arab, Muslim, Middle Eastern, South Asian, and Sikh communities. Twenty-four years later, these communities still face suspicion, violence, and government overreach that betray our nation’s core promises of justice and equality. As we honor the lives lost on that day, we must also confront the discrimination that followed and ensure that no community is ever treated as suspect because of who they are or where they come from,” said Rep. Judy Chu.

“Each year, the anniversary of 9/11 is a chance to reflect, especially for our first responders, their families, and all who witnessed that fateful day,” said Congressman Carson. “We must also heal from the painful aftermath for the Muslim American community, who experienced a rise in hate crimes and discrimination – including hate against Muslim American first responders. This resolution calls for a community-based approach to reduce acts of hate, support Muslim Americans, and help our entire country continue to move forward.”

The resolution puts forward a series of recommendations to support those affected by the hateful profiling and targeting that has occurred during the 20 years since the September 11 attack, including:

Calling for the creation of an independent commission to work with community-based organizations to review government policies, investigate and document their impact, and provide recommendations to dismantle those policies that continue to profile and unfairly target these communities;

Calling for hearings by congressional and civil rights bodies to explore the findings and recommendations of this independent commission in consultation with and centering community-based organizations;

Supporting allocating resources to community-based organizations outside and independent of law enforcement that center the experiences and demands of Arab, Muslim, Middle Eastern, South Asian, and Sikh communities to both support hate crime prevention and the needs of victims of hate and State violence, including language support, mental health, comprehensive support, system navigation, and crisis response and recovery; and create alternatives to law enforcement and transformative justice programs that are culturally and linguistically accessible and focus on vulnerable populations within these communities; and

Calling on the National Institute of Health and the National Science Foundation to work together to study the impact of hate, government targeting, political rhetoric, and profiling on physical and mental health.

Arab, Muslim, Middle Eastern, South Asian, and Sikh communities have long experienced discrimination and violence in the U.S., which intensified after the attacks. Just during the first month after the attack, community organizations documented 945 incidents of bias and hate against Americans perceived to be of Middle Eastern or South Asian descent. This climate of hate also led to bullying and violence in their everyday lives and in their workplaces, businesses, community centers, and houses of worship.

The government also targeted Arab, Muslim, Middle Eastern, South Asian, and Sikh communities with overreaching policing, surveillance, and criminalization policies that resulted in wrongful interrogation, coercion, detention, deportation, arrest, and incarceration. Principles like due process, presumption of innocence, and evidence of wrongdoing were replaced with humiliation, mob mentality, and guilt by association. Border officials and government authorities also cast aside constitutional rights and engaged in discriminatory searches and seizures. Additionally, the Federal Bureau of Investigation and immigration authorities arrested and detained as many as 1,200 Muslims immediately after the September 11 attack, and none of these “special interest” detained people were ultimately indicted for terrorist activity. This hate and government targeting impacted the ability of these communities to exercise their constitutionally protected rights, including to organize, speak, travel, and worship freely.

The resolution is needed now more than ever, as Arab, Muslim, Middle Eastern, South Asian, and Sikh communities continue to experience rising discrimination and violence as a result of the Trump Administration’s immigration policies and in the aftermath of the recent escalation of conflict in the Middle East.

In addition to the co-leads, this resolution is sponsored by Jim Costa (CA-21), Henry C. “Hank” Johnson, Jr. (GA-04), and Lateefah Simon (CA-12).

It is endorsed by AAPI Equity Alliance; American Humanist Association; Arab American Institute; Alliance of South Asians Taking Action (ASATA); Asian American Legal Defense and Education Fund (AALDEF); Asian Americans Advancing Justice | AAJC; Asian Law Alliance; Asian Pacific American Labor Alliance (APALA); Asian Pacific Islanders Civic Action Network of Massachusetts (APIs CAN); AFL-CIO; Chinese for Affirmative Action; Coalition for Civil Freedoms (CCF); Council on American-Islamic Relations (CAIR); Defending Rights & Dissent; Friends Committee on National Legislation; Hindus for Human Rights; Japanese American Citizens League (JACL), Legacies of War; Muslim Civil Coalition; Muslim Advocates; Muslim Justice League; Muslim Public Affairs Council (MPAC); Muslims for Just Futures; National Asian American Pacific Islander Mental Health Association (NAAPIMHA); National Coalition for Asian Pacific American Community Development (National CAPACD); National Korean American Service & Education Consortium (NAKASEC); National Iranian American Council (NIAC); OCA – Asian Pacific American Advocates; Sadhana: Coalition of Progressive Hindus; Shoulder to Shoulder Campaign; Sikh American Legal Defense and Education Fund (SALDEF); South Asian Network; Stop AAPI Hate; Tending Futures; The Sikh Coalition; and United Church of Christ.

###", 1, "2026-03-30T01:40:41Z", "2026-04-06T19:10:29Z"], ["https://shreve.house.gov/media/press-releases/two-shreve-measures-included-passage-ndaa", "Two Shreve Measures Included in Passage of the NDAA", "2025-09-11", "2025", "2025-09", "Republican", "House", "IN", "Jefferson Shreve", "S001229", "shreve.house.gov", "shreve", "https://shreve.house.gov/media/press-releases", "scraper", "Washington, DC — Congressman Jefferson Shreve announced that measures he authored were included in yesterday’s passage of the National Defense Authorization Act (NDAA) for Fiscal Year 2026.

Mr. Shreve voted to pass the NDAA through the U.S. House. I first introduced the PART Act after hearing from numerous constituents and local law enforcement officers about the growing prevalence of catalytic converter thefts. I am proud to introduce this bill to take action on this pressing issue by closing the loopholes in our legal system that allow thieves to steal this essential car part and empowering law enforcement to hold these thieves accountable. I also thank Congresswoman Betty McCollum for her continued work with me on this critical issue affecting Hoosiers and Americans across the country.”

“Catalytic converter theft continues to be a common and costly problem for drivers across the nation, and specifically in the Twin Cities,” said Congresswoman McCollum. “I am pleased to join my Republican colleague, Rep. Baird, in reintroducing the PART Act. By working with auto manufacturers in writing the regulations to properly track catalytic converters, the PART Act gives law enforcement the tools they need to prevent this crime. I look forward to working with my colleagues in the House and Senate to pass this vital legislation.”

Congressman Baird and Congresswoman McCollum were also joined by Representatives Brian Babin (TX-36), Buddy Carter (GA-01), Jim Costa (CA-21), Angie Craig (MN-02), Debbie Dingell (MI-06), Seth Magaziner (RI-02), and Tracey Mann (KS-01) in the introduction of this legislation.

Background:

A catalytic converter is a car part used to reduce the potency of toxic emissions from an internal combustion engine and is a component required for compliance with the Clean Air Act. Catalytic converters are constructed using precious metals such as rhodium, platinum, and palladium, and can be sold to scrap dealers for hundreds of dollars. Replacement of these parts can be very costly for vehicle owners, with many replacements ranging from $500 to $2,300. In some cases, the cost of a catalytic converter theft may even be enough for a total loss to a vehicle.

The theft of catalytic converters has become increasingly prevalent over the past few years, plaguing vehicle owners, scrap yards, and law enforcement officials in communities across the United States. According to the National Insurance Crime Bureau, the number of reported catalytic converter thefts rose from 3,389 in 2019 to over 64,000 in 2022, though the rate declined in 2023 to 21,200 thefts. Law enforcement officers still only have limited tools to curb thefts as current policy leaves many advantageous loopholes for criminals to exploit. A lack of criminal code in regard to the trafficking of these stolen parts means that law enforcement must catch a criminal in the act of removing the part in order to prosecute a case.

The PART Act seeks to reduce catalytic converter thefts by allowing law enforcement officers to link stolen parts to the vehicle from which they originate by requiring new vehicles to have a unique identifying marker stamped onto the converter, creating a grant program through which entities can stamp these markers onto catalytic converters of existing vehicles, improving record keeping standards for purchasers of used catalytic converters, and establishing enforceability of laws around catalytic converter theft by codifying these crimes as a criminal offense.

###", 1, "2026-03-30T01:40:41Z", "2026-04-07T15:07:37Z"], ["https://houchin.house.gov/media/press-releases/rep-houchin-introduces-larry-barrett-veterans-memory-care-act-honor-late", "Rep. Houchin added. “This bill ensures their care decisions and that of their families are respected and the VA acts quickly to meet their needs.”", 1, "2026-03-30T01:40:41Z", "2026-04-06T19:10:29Z
["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at
url

select url, title, date, year, month, party, chamber, state, member_name, bioguide_id, domain, scraper, source, date_source, text, has_text, collected_at, updated_at from releases where "chamber" = :p0 and "state" = :p1 and "year" = :p2 order by date desc limit 101
p0": "House", "p1": "IN", "p2": "2025
http://dpwillis-congress-press-search.hf.space/press/releases.json?chamber=House&state=IN&year=2025&party=Republican
http://dpwillis-congress-press-search.hf.space/press/releases.json?chamber=House&state=IN&year=2025&party=Democrat
2025-09-09,https~3A~2F~2Fhouchin~2Ehouse~2Egov~2Fmedia~2Fpress-releases~2Frep-houchin-introduces-larry-barrett-veterans-memory-care-act-honor-late
http://dpwillis-congress-press-search.hf.space/press/releases.json?chamber=House&state=IN&year=2025&_next=2025-09-09%2Chttps~3A~2F~2Fhouchin~2Ehouse~2Egov~2Fmedia~2Fpress-releases~2Frep-houchin-introduces-larry-barrett-veterans-memory-care-act-honor-late&_sort_desc=date
