Now Fish & Wildlife is moving to list the Chicken under the Act, which would create new requirements\u2014no longer voluntary\u2014for Oklahomans and other states. Today, I will report to Congress on what they have been telling me about the economic, human, and natural resources surrounding their work, and what producers believe to be the state of agriculture.\n\nA farmer or rancher\u2019s economic health depends on things like cash and assets on hand, protections against the government taxing the farm at transfer or death, and well-crafted Farm Bill programs like crop insurance.\n\nYou don\u2019t have to look far to know that producers are facing the highest input prices in 40 years. Fertilizer is four to five times higher than it was this time last year if you can even get it. Equipment is back-ordered for 6-8 months. Parts are at least double the cost. On our trip, Republican Leader Thompson and I hosted a roundtable with Kansas commodity groups, and all of them told me that if we cannot get input prices and inflation under control, today\u2019s farm and tomorrow\u2019s crop will be in a much worse condition this time next year.\n\nThe day-to-day trials of operating a successful farm, ranch, or agribusiness are challenging enough without worrying about these skyrocketing prices. Now, President Biden\u2019s budget proposal threatens the stepped-up basis and imposes capital gains taxes on farms or ranches that have been held in the family for 90 years or more. This new farm killer tax would impose hundreds of thousands of dollars in new capital gains taxes on hardworking Americans and jeopardize family-owned businesses.\n\nThe one saving grace for most farmers is that the 2018 Farm Bill protected and strengthened their opportunity to utilize crop insurance programs, even when conditions are dire. Largely, farmers want to keep crop insurance in place in the 2023 Farm Bill. One Kansas farmer even told us that Congress needs to \u201cuse a scalpel, not a sledgehammer, as we refine crop insurance.\u201d\n\nAgriculture\u2019s human resources include labor on the farm and employees at the local Farm Service Agency office. On the farm, folks are hurting workers. We visited one of the first feed yards in the state, and the family owners haven't seen a labor shortage with looming retirements this bad since before the feed yard\u2019s inception in 1951. Another co-op owner told us that their workforce is down 10% with more than 70 open positions.\n\nAt the local USDA offices, where Kansans go if they need help from the government, the staff is also short. Traditionally, there has been a fully staffed USDA office in every county in America, but President Biden\u2019s policies have kept employees at home and turned those offices mostly all-virtual. I met with farmers who are at a complete loss trying to navigate convoluted government websites instead of talking face-to-face with USDA employees.\n\nThere\u2019s a workforce shortage in every industry, and agriculture is no exception. From the farm to government services for the farm, agriculture has been experiencing record employee turnover due to unnecessary vaccine mandates, enhanced unemployment benefits, and more.\n\nAnd in terms of natural resources \u2013 we all know America\u2019s farmers and ranchers are the original conservationists. America has vast amounts of natural resources available to its stewards. The biggest threat to agriculture\u2019s natural resources isn\u2019t availability or the weather, but federal government overreach.\n\nLate last year, President Biden withdrew the Navigable Waters Protection Rule, which sought to undo the harm caused by the \u2018Waters of the United States rule from 2015, through which the federal government aimed to control nearly all bodies of water, regardless of their size or connection to larger waterways. Because of this mess, farmers and ranchers have had to conduct their business under three different definitions of what amounts to \u201cwater\u201d in just six years.\n\nPresident Biden has also halted drilling on federal lands and halted construction on the Keystone XL Pipeline, exacerbating the price and shortage of American-made fuel. Estes.\n\nWatch the remarks here.\n\nDownload the remarks here.\n\nFull Remarks:\n\nMadam Speaker, this week, we look back over a year of failures; from the economy and crime to foreign policy and national security \u2013 there is not one area where this year of total Democrat control shouldn\u2019t receive an F.\n\nIt\u2019s hard to believe that it was only a year ago this Thursday, that President Biden swore to uphold the Constitution just outside the building from where we stand today.\n\nDespite assuring American people he sought to unify the country, Biden\u2019s first hours in office were marked by divisive and controversial executive orders.\n\nBiden\u2019s incompetent economic policies destroyed our chance at a strong economic recovery, and harmed hardworking families and small businesses.\n\nA year later, Americans are paying about 50% more each time they fill up their tank. That\u2019s after President Biden canceled the Keystone XL Pipeline, halted new oil and gas leasing on federal land, and proposed burdensome taxes and regulations on small energy producers. These policies all matter \u2013 they impact real people.\n\nThat\u2019s why tonight I wanted to share some insight and experiences from folks in Kansas after a year of President Biden holding office.\n\nNick, a new father in Derby, has certainly noticed the increase in the price of fuel. He just had a baby last year and started a new job. Paying more at the pump means he has less for his newborn\u2019s needs, and as every new parent knows \u2013 diapers aren\u2019t cheap.\n\nBut that\u2019s not the only thing Kansans are paying more for.\n\nThe Biden Administration has directly caused rising prices by flooding the economy with their big-government spending \u2013 the prices of many other everyday goods like beef, bacon, eggs, chicken, and coffee.\n\nThat\u2019s a lot for any American, but it\u2019s especially noticeable for Nancy, a grandmother on a fixed income. She\u2019s shared that each time she goes to the grocery store, she notices her grocery bill keeps going up.\n\nThat\u2019s not to mention bare shelves and out-of-stock items that many Kansans have experienced when they go shopping.\n\nBeyond the economy, we\u2019ve witnessed the failures to keep our country safe from illicit drugs flowing through our country at the southern border.\n\nExecutive orders have halted the production of a barrier at our southern border, and open border policies have allowed drugs and trafficking to become commonplace. Every state is now a border state, as fentanyl makes its way to communities in Kansas and across the country.\n\nCBP reports that more pounds of fentanyl were seized at the southern border than in the previous two years combined.\n\nIn a recent survey, a majority of Kansans from my district told me that the issues of most importance to them are the economy, rising prices, immigration, and our federal deficit.\n\nIt\u2019s time for Congress and the president to start addressing these core concerns.
