One statutory provision applies to the State Department and the other applies to the Department of Defense. The U.S. government considers torture, extrajudicial killing, enforced disappearance, and rape under color of law as gross human rights violations when implementing the Leahy Law. The ban on U.S. assistance to these units applies until such time as the unit has faced effective remediation by bringing the perpetrators to justice.

The members continue, “as long-time friends and allies of Israel, we have supported, and continue to support, security assistance to Israel for the purposes of legitimate self-defense. Israel continues to face serious threats from Hamas, Hezbollah, and other terrorist groups. As it defends against these threats, Israel must ensure it is using U.S. security assistance and funding in compliance with U.S. law – whether in the West Bank, Gaza, Lebanon, or elsewhere.”

Numerous credible reports of gross violations of human rights by Israeli security forces have rightly placed U.S. enforcement of the Leahy Law in sharp focus. Israeli and international human rights organizations have released credible reports of Israeli security units subjecting Palestinians in Israeli detention facilities to torture, ill-treatment, prolonged detention without charges or trial, and rape under color of law. Extensive investigations by reputable media outlets have also documented multiple instances of civilians carrying white flags being shot and killed by the Israel Defense Forces in Gaza.

“The failure of the United States to consistently apply our own laws has contributed to a culture of impunity in the Israel Defense Forces (IDF) that actively endangers the lives of US citizens. Since the death of Omar Assad and the failure of the State Department to pursue accountability, multiple Palestinian-Americans have been killed by the IDF in the West Bank,” note the members, detailing several cases including that of renowned Palestinian-American journalist Shireen Abu Akleh.

According to public reporting, the U.S. has failed to enforce the Leahy Law by allowing units to remain eligible for U.S. assistance even in instances when the State Department concedes that there has been a gross violation of human rights and that the unit has not yet undergone effective remediation.

“When it functions properly, the Leahy Law serves two crucial purposes: it prevents U.S. complicity in gross violations of human rights, and it deters violations by incentivizing foreign governments to hold perpetrators accountable. However, the Leahy Law can only serve these purposes when it is enforced. That same year, Democrats also passed a law which allows illegal immigrants to obtain driver’s licenses. As such, many have expressed concerns that ineligible people could become registered to vote in Minnesota.

The Minnesota Department of Public Safety (DPS), the agency that works in tandem with the Secretary of State to automatically register voters, confirmed last month that roughly 1,000 automatic voter registration applicant files were inactivated after being flagged for lacking documentation which prove they are eligible to vote.

Additionally, Breitbart recently reported that a legal resident, noncitizen in Minnesota said they received a primary ballot in the mail earlier this year despite the fact that they never registered to vote or requested the ballot.

“Only American citizens should be voting in American elections,” said Congressman Emmer in a statement to Alpha News. “This isn’t controversial—it’s common sense. We will continue to demand answers from the Walz Administration until we are sure that only eligible citizens are casting ballots in our elections.”

As such, Majority Whip Emmer and Congressman Bryan Steil, R-Wis., the chairman of the Committee on House Administration, sent a letter Tuesday demanding answers from both DPS and the Office of the Secretary of State (OSS). Emmer and Steil were joined by three of Emmer’s Minnesota congressional colleagues: Republican Reps. Pete Stauber, Michelle Fischbach, and Brad Finstad.

“Minnesota began [automatic voter registration] in April 2024 and now registers voters when they renew a state-issued identification, such as a driver’s license, which is now available for noncitizens,” wrote the group. “The combination of [automatic voter registration] and Driver’s License for All could be the fatal combination that led to the report of this and other noncitizens receiving a primary ballot in the mail.”

Referencing the roughly 1,000 records that were inactivated in Minnesota, the letter said “any instance of ineligible voters is a disservice to Minnesotans and must be investigated fully. Additionally, this is just one source that points to the indication that noncitizens have access to federal elections, in violation of federal law.”

In turn, DPS Commissioner Bob Jacobson and Minnesota Secretary of State Steve Simon were asked a series of questions. Among those questions, the lawmakers sought information on investigations into the inactivated people, whether those inactivated people had voted in previous elections, and what steps are being taken by the agencies to ensure ineligible voters are not registered to vote.

“When Governor Walz gave driver’s licenses to illegals combined with automatic voter registration, it created an alarming, higher than ever potential for fraud and voting by noncitizens,” said Congressman Stauber. “Secretary Simon and Commissioner Jacobson must act to protect the integrity of our elections from the Governor’s poor decisions. I am grateful to join Chairman Steil and Minnesota Republicans in providing oversight and look forward to receiving assurances that only every legal vote will count in the upcoming election.”

“I have spent significant time this Congress taking steps to ensure that noncitizens are not voting in federal elections and that States have the tools to clean their voter rolls,” Congressman Steil added. “As we rapidly approach Election Day, Americans deserve confidence that Minnesota has the right procedures in place to prevent noncitizen voting. This troubling circumstance does not inspire that confidence.”

The Secretary of State’s Office has previously insisted that adequate safeguards are in place to ensure that noncitizens do not vote in U.S. elections.

“To be clear—non-citizens are not eligible to vote in Minnesota. The Voter Registration Application requires applicants to certify they are U.S. Citizens,” a spokesperson previously told Alpha News. “Additionally, the State Voter Registration System has several safeguards to check citizenship status through data provided by other state and federal agencies. It is a felony to register to vote or vote while ineligible. I am proud to see my bill pass the House, and I hope the United States Senate will take action soon.”

Chairman Bruce Westerman (AR-04) said the following: “Congressman Stauber has always been a champion for Minnesota’s communities and local economies. His legislation that passed out of the House facilitated a critical land exchange that will help a small business in his district and support outdoor recreation opportunities for all who live near and recreate on and around Lake Winnibigoshish.”

Background:

Lake Winnibigoshish, also known as Lake Winnie, is located in the Chippewa National Forest and is home to Bowen Lodge. Bowen Lodge is a fishing lodge currently run by Bill and Gail Heig, who have served as incredible stewards of Lake Winnie and provided fishing and recreation opportunities to the local community.

Currently, Bowen Lodge has a 20-year agreement with the United States Forest Service (USFS) to lease acreage along the shoreline of Lake Winnie, where the Heigs operate their marina. Under their stewardship, Lake Winnie has remained accessible to the citizens of Itasca County.

Stauber’s bill will facilitate a land exchange between Bowen Lodge and the USFS, providing Bowen Lodge permanent access to the lakeshore and marina, along with greater certainty for the greater Itasca County community. But under your leadership at the SEC, it appears that you expect political allegiance not just from the political appointees, but also from the civil servants you hired, isn’t that correct?

Gensler: That is not correct, sir.

Emmer: Well sir, that’s yet another deliberate distortion of the truth. The House has obtained emails between you and your now Director of Trading and Markets. He interviewed with you and then sent you a follow-up email reassuring you, sir, that he aligned with your political views. So, that to me seems like you expect political allegiance from the people that you hire as civil servants at the SEC.

The way you hire and the culture you require encourages your staff to have loyalty to you, above the law, and above the mission of the SEC.

Which brings us to the Debt Box case in Utah where your attorneys, who no doubt heard your anti-crypto rhetoric – which is not based in law – went out and deliberately lied to a court in order to effectuate the commands from their Chair to prosecute crypto companies.

Chair Gensler, do you know of any other time in history where the SEC has been sanctioned by a court for material misrepresentation?

Gensler: First, if I might say when we hire folks…

Emmer: Reclaiming my time, sir. Reclaiming my time again. The Debt Box case should absolutely be embarrassing to you sir. And just to be clear, the SEC had to pay – with taxpayer dollars – nearly $2 million in legal fees for this material misrepresentation. For this lie. You are aware of that I am sure.

Is the Debt Box case the reason why the SEC’s Head of Crypto Asset and Cyber Unit resigned in June, sir?

Gensler: No, they went to take another job.

Emmer: Ok. So, no one in a senior-level position here in Washington, D.C. has been held responsible for this complete abuse of taxpayer dollars? The SEC broke the law, your attorneys lied to the court, and no one in your leadership here in D.C. has been held accountable… That tracks. Seems like business as usual here in Washington.

Ok, switching gears very quickly. It’s been recently reported that Vice President Harris has finally said she’d craft clear rules of the road for the digital asset space if she becomes President. Well, it’s very interesting that you view your performance that way because we have a litany of court cases, extraordinary confusion in the marketplace, and millions of Americans pining for clarity from you. You’ve abused the agency’s enforcement tools. And you’ve even baited companies eager to comply with you only to hit them with enforcement actions. You’ve retaliated against businesses and people who have come before this committee to talk about the next generation of American finance.

And perhaps somehow worst of all you’ve made up the term “crypto asset security.” This term is nowhere to be found in statute. You made it up. You never provided any interpretive guidance on how “crypto asset security” might be defined within the walls of your SEC. Yet, you made the broad proclamation that you believe a majority of tokens are “crypto asset securities.” You did this and you deliberately used this made-up term as the basis for your entire enforcement crusade over the past three years.

Only for your lawyers to retract it, in a footnote to a court, just last week.

Your inconsistencies on this issue, sir, have set this country back. The bill’s introduction comes amid of a flurry of concerns among Minnesotans regarding the cruel and dangerous conditions that uncovered animals are subject to, and the risk this poses to our public health.

“The Animal Welfare Act (AWA) provides protections against animal cruelty on a national level, but current law is limited to warm-blooded species,” said Congresswoman McCollum. “We should not leave cold-blooded animal species out in the cold without these basic protections! Animals including octopuses and tortoises, and the humans that interact with them at live animal exhibits, are vulnerable to unsafe and unsanitary conditions. My office has received complaints from dozens of Minnesotans reporting unsafe environments at such interactive facilities, including one in Roseville, but most of the species that are being exploited there are not currently protected under the AWA. Under my legislation, federal inspectors that oversee animal exhibitors, breeders, and research facilities will have greater power to ensure that all animals and the public are kept safe, and that the public is not at risk of contracting diseases or experiencing bodily harm. Enough is enough – we must act.”

CARE Act to Expand Enforcement Authority for USDA’s Animal & Plant Health Inspection Service

The Animal Welfare Act (AWA), enacted in 1966, offers protections to animals that are used or intended for use in research, testing, experimentation, or exhibition, or bred and sold as pets. The AWA requires routine annual inspections of all licensed facilities that hold or use AWA-covered animals by the USDA’s Animal and Plant Health Inspection Service (APHIS), who enforce USDA regulations and protect animal welfare across the country.

However, the AWA currently only covers certain warm-blooded animal species. Due to the exclusion within the law of all cold-blooded animals (e.g., cephalopods, fish, reptiles, and amphibians), USDA’s APHIS Animal Care inspectors lack the authority to regulate facilities for the use, display, or breeding of cold-blooded animals like octopuses, sharks, alligators, or salamanders. That leaves the federal government without a vital tool to protect these animals from adverse treatment or improper care, with some cases resulting in severe injury or death.

Currently, bad-faith exhibitors across the United States can avoid scrutiny from APHIS and exploit all cold-blooded, and many warm-blooded animals for profit. The conditions of these facilities are frequently appalling, with inhumane living conditions for the animals. The lack of oversight of many animal species also poses a threat to members of the public who interact with animals that have not been vaccinated, or that are visibly ill. Well documented examples exist across breeders and suppliers for the pet trade, chains of interactive aquariums, roadside zoos, and other exhibitors, who not only keep their animals in dirty, inadequate enclosures, but also allow young children to interact with those animals. These facilities have been uncovered all over the United States, with locations including Roseville, Minnesota; Folsom, California; Denver, Colorado; Arlington, Texas; and Woodbridge, New Jersey. Some locations have even been forced to close by state-level agencies. The federal government is unable to use the AWA to address the treatment of many of the animals at these facilities, and the risk to the public, because there are no enforceable care standards for cold-blooded species under federal law.

The Cold-blooded Animal Research and Exhibition Act (H.R. 9571) would amend the definition of “animal” under the Animal Welfare Act to expand its protections to many species not currently covered. It will have a broad, positive impact on the conditions of both cold-blooded and warm-blooded animals in exhibition, research, and pet breeding facilities.

The legislation is supported by the Animal Welfare Institute, Humane Society Legislative Fund, and Humane Society of the United States.", 1, "2026-03-30T01:40:41Z", "2026-04-07T21:43:57Z"], ["https://craig.house.gov/media/press-releases/us-rep-angie-craig-passes-bipartisan-bill-protect-american-farmland-foreign", "U.S. Rep. These substantial costs could severely impact firefighter readiness and department recruitment and retention initiatives for volunteer fire departments, which do not receive the same funding as larger departments.

Minnesota fire departments have already seen a 25% decrease in the volunteer firefighting force over the last forty years. OSHA’s proposed rule would essentially require volunteer firefighter departments to implement and comply with these new standards.

The delegation’s letter urges Acting Secretary Su to reconsider the rule and seeks clarification on whether OSHA will provide exceptions for paid-on-call and volunteer fire departments should the rule go into effect.

###", 1, "2026-03-30T01:40:41Z", "2026-04-06T18:32:29Z"], ["https://craig.house.gov/media/press-releases/us-rep-angie-craig-leads-call-expand-domestic-renewable-fuels-production", "U.S. Rep. Fischbach (MN-07). "This facility has been working to overcome staffing challenges for over a year, increasing wages to attract candidates, offering bonuses, and bringing in temporary workers to fill gaps. The shortage of qualified workers available to hire led to a situation where closure became the only option to make sure residents can continue getting high quality care.

"This is a problem that will be made worse when Biden's federally mandated nursing staff ratio goes into effect. His administration has chosen an arbitrary quota for facilities to meet that does not guarantee quality of care, will harm rural facilities like this one, and will do nothing to actually solve the staffing shortage. We need to be focused on recruitment, retention, and building the nursing pipeline, not tying the hands of our nursing and assisted living homes. I want to thank the Arlington facility for all the work they have done to keep their doors open as long as they could and for all they are doing to help these residents find new homes."

Background: The Centers of Medicare and Medicaid Services (CMS) has issued a new rule requiring minimum staffing standards for long-term care facilities. The reality is, not a single nursing home in Minnesota’s District 7 district will be eligible to apply for a hardship exemption due to the narrow eligibility requirements.
