Overdoses caused by fentanyl is now the leading cause of death in Americans aged 18 to 45, but we can act to mitigate the continued devastation that the drug is causing in communities across our nation,” Congressman Michael Guest said. “This bill is a strong step forward in our mission to save as many lives as possible from this deadly drug, and we must continue to work with Customs and Border Protection (CBP) to stop the flow of fentanyl into our communities. I’m grateful for Congressman Trone and Senator Scott for their efforts towards this important goal.”

“Far too many Americans have lost loved ones to opioid overdoses, and millions more are currently suffering from substance use disorder. Working together, we must do everything we can to stem the flow of illicit fentanyl into our communities,” said Congressman David Trone. “The END FENTANYL Act will allow us to keep inspection practices at the border up to date to better combat this ever-evolving epidemic and save lives. This is a common-sense, bipartisan effort that we can all get behind.”

The END FENTANYL Act would require CBP to update its manuals at least every three years to identify ways to help prevent drug and human smuggling activity through ports of entry. It also would require the CBP Commissioner to report any changes that are made to the House Committee on Homeland Security and the Senate Homeland Security and Government Affairs Committee.

The Senate companion to the bill, S. 4460, was introduced by Senator Rick Scott (R-FL) and has been approved by the Senate’s Homeland Security and Government Affairs Committee.

“For too long, the crushing heartbreak felt from losing a loved one to a drug overdose, and the opioids that cause them, have plagued American families. This epidemic, fueled by the massive amounts of fentanyl flowing illegally over our southern border into our communities, has only grown worse. Every life taken by an accidental drug poisoning is a preventable tragedy and we must do everything in our power to stop them. We must continue our work to support our brave CBP agents, and all who are on the frontlines of this battle, ensuring they have every tool needed to fight back, keep these dangerous drugs out of our country and save lives. I am thankful for Congressmen Guest and Trone for leading this bipartisan charge in the House, and look forward to working together to get this important legislation passed into law,” Senator Rick Scott said.

As the Vice Ranking Member on Homeland Security, Congressman Guest has focused on combatting the fentanyl epidemic by cutting off its source in Mexico. Earlier this year, Congressman Michael Guest cosponsored another piece of legislation to combat the smuggling of fentanyl into the U.S. The bill would increase the sentence of those found smuggling fentanyl into the U.S. to life in prison.

“It’s time we take a hard stance against the smuggling of this deadly drug. With this legislation, we’re letting drug smugglers know that if they choose to bring fentanyl into American states, communities, and homes, the price they’ll pay will be severe,” Rep. Michael Guest said at the time of introduction.

Background:

Fentanyl is a synthetic opioid used clinically for the treatment of severe pain. It is then smuggled into the United States.

Fentanyl overdoses have become the leading cause of death for adults aged 18-45, according to a report by Families Against Fentanyl that analyzes data released by the CDC.

The amount of fentanyl seized by CBP agents increased by over 200% from FY20 to FY22.

Congressman Michael Guest represents Mississippi's Third Congressional District. President Biden vowed to offer student loan debt relief to working and middle-class families, and he has kept his word. The Biden administration's proposal to reduce student debt will help a lot of Mississippians, as well as many others, who now face the possibility of startingloan repayment. According to data from the Institution of Higher Learning, the median income for a Mississippian with a bachelor's degree was around $43,500 in 2019, while the median income for those with a graduate degree was about $55,500.

According to the United States Census Bureau Quick Facts, Mississippi reflected 22.8% of citizens with a bachelor’s degree, 19.4% in poverty, and a median income of $46,511 as of July 2021. In a speech on the floor of the House of Representatives, Congressman Guest said that Americans have suffered enough under the current economic crisis and outlined many of the concerns that constituents have with the legislation.

“The American people are tired of this economic crisis, and they have been clear: do not raise taxes, do not add to the recession with more wasteful spending, do not weaponize the IRS, and DO NOT vote for this legislation. This Congress must listen to the American people and vote against this bill,” Guest said.

The bill passed the House of Representatives along party lines in a 220-207 vote.

A transcript of Congressman Guest’s speech can be found below:

Thank you, Mr. Speaker.

I rise in strong opposition to this destructive piece of legislation. Every day, I hear from Mississippians who struggle to buy gas and groceries because of the inflation crisis fueled by the Left’s reckless spending.

Now, instead of acknowledging the impact their out-of-control spending policies have had on Americans, my colleagues across the aisle are trying to pass legislation that will increase taxes on Americans, spend hundreds of billions of taxpayer dollars on far-left priorities that will fuel inflation, and pass legislation that will add an army of IRS agents.

It’s time to acknowledge that the American people are suffering because of legislation exactly like this bill.

The American people are tired of this economic crisis, and they have been clear: do not raise taxes, do not add to the recession with more wasteful spending, do not weaponize the IRS, and DO NOT vote for this legislation. This Congress must listen to the American people and vote against this bill.

Background:

The Inflation Reduction Act passed the Senate last week on a party line vote 51-50 with Vice President Kamala Harris casting the tie-breaking vote.

Included in the bill is $80 billion in new funding for the Internal Revenue Service (IRS) that would enable the agency to hire more than 87,000 new IRS agents. The funding included in the bill is six times the IRS’s current annual budget.

Also included in the bill are tax increases on oil and natural gas companies and costly fees applied to new leasing for oil and natural gas expansion, which could raise the cost of energy. While hindering oil and gas expansion, the legislation creates a $250 billion loan program for risky “green energy” projects. This move has been likened to the Obama-era Solyndra scandal.

The bill also increases taxes on Americans across income levels. The Joint Committee on Taxation — a nonpartisan Congressional committee that studies the impact of tax policies — has indicated that the increase in taxes would be felt by every income level, even those making less than $10,000 a year. Low- and middle-income Americans would pay billions of dollars more in taxes next year if the legislation becomes law, according to their study.

Congressman Michael Guest represents Mississippi's Third Congressional District. Res. 1255, his resolution expressing support for U.S. Border Patrol agents and condemning the Biden Administration for politicizing the measures taken by mounted Border Patrol agents to respond to an influx of illegal Haitian immigrants in Del Rio, Texas, in September of 2021. The text of the speech as prepared can be found below.

“Mister Speaker, I rise to oppose the previous question so we can immediately consider H. Res. 1255. This resolution expresses support for U.S. Border Patrol agents and condemns the Biden Administration for politicizing the measures taken by mounted Border Patrol agents to respond to an influx of illegal Haitian immigrants in Del Rio, Texas, in September of 2021.

During that encounter, border agents performed the jobs they were hired to do. However, photos were released that showed agents using long reins to control their horses. Those photos were then used by the Biden Administration to manufacture an attack on law enforcement agents, a common political tactic that we’ve seen implemented by those on the far-left for far too long in movements such as Defund the Police and Defund ICE.

Before any inquiry was made into the events, we saw President Biden and those in his Administration attack these officers to pander to the Progressives within his party. Before the investigation, President Biden made the promise to make those agents “pay.” And even after the allegations were debunked by CBP and by the journalist who took the photos, President Biden and those on the Left who supported those false claims refused to retract their statements and refused to apologize to the agents they publicly attacked.

We were promised a swift investigation, but the investigation took months to complete and, once completed, the allegations of assault were dropped and replaced with punishment for using “offensive language” and other minor infractions. National Border Patrol Council President Brandon Judd summed it up best when he said, “The moment he made that statement [referring to President Biden], the moment he said that those agents would pay, the moment he convicted those agents without any evidence, without any investigation, there could be no doubt in anybody's mind that these investigators were going to come back with some sort of charge against the agents,"

Mister Speaker, I have been to the border. I have spoken to law enforcement agents stationed there. They all say the same thing. They say that this Administration has abandoned them. They feel that President Biden, Vice President Harris, and others in the Biden Administration manufactured a political scandal by targeting the agents who are working hard every day to secure our border and protect our nation. This is the last thing our hard-working law enforcement agents deserve.

The morale of our border agents remains low due to extreme pressure and long hours exacerbated by the President’s border crisis. The last thing they need is their elected officials turning their backs on them or, in cases such as Del Rio, publicly betraying them. They need to know that their elected officials stand with them, not in opposition to them, to secure our border and end this crisis that is bringing drugs into our communities and endangering the lives of law enforcement agents, American citizens, and the migrants themselves.

That’s why this legislation is so important. Congress must continue to express its support for our law enforcement agents and work with them, not against them, to secure our border. The law enforcement community needs to know that this Congress stands with them, even when they are attacked by the people who are elected to support them.

I encourage my colleagues to vote no on ordering the previous question so that we can send a simple message to the men and women who are working overtime to secure our border and our nation - We stand with you and we will not abandon you.”

Congressman Michael Guest represents Mississippi's Third Congressional District. Brown (D-MD-04) and Trent Kelly (R-MS-01) are introducing the House companion legislation.

“Every day, our National Guardsmen and women work to protect and defend our Constitution as well as respond to communities in times of crisis—the least we can do is make sure they receive their earned promotion in a timely manner, so their pay and benefits match the job they’re doing,” said Senator Duckworth. “The current bureaucratic process results in lengthy delays that are unacceptable. Every member of the National Guard deserves their promotions to be recognized on time so they don’t fall behind in their careers, which is why I’m proud to introduce this bipartisan, bicameral bill that would assess and review the process, provide recommendations to improve it and ensure backpay for delayed promotions.”

“Facing wildfires, floods, statewide emergencies, and international crises, Tennessee's National Guard troops are always ready, always there,” said Senator Blackburn. “Complicated red tape has prevented these servicemen and women from receiving the on-time promotions they earned. This bill removes unnecessary obstacles, requires ongoing research to streamline processes, and provides our servicemembers with backpay to support themselves and their families.”

“The steadfast service of our National Guardsmen and women was on full display throughout the COVID-19 pandemic, as they worked tirelessly to provide relief for families. That commitment to protecting and being there for our communities in times of crisis is core to what it means to serve as a citizen soldier,” said Congressman Brown. “Through their service, they’ve earned our deepest respect and deserve timely promotions and benefits for all they do for our country. Ending these unacceptable delays and streamlining this system is the right thing to do. We owe our Guardsmen and women nothing less.”

“Our men and women in the National Guard stand at the ready to protect our great nation in times of war and peace,” said Congressman Kelly. “As member of Congress, it is our duty to make sure they are fully compensated for the outstanding work they do. That begins by ensuring promotions are carried out in a timely process without forcing service members to wade through federal government red tape.”

Currently, National Guard officer and warrant officer promotions are managed through a unique process that begins at the state level before going through an additional step unique to the Guard called the federal recognition (FEDREC) process, managed by National Guard Bureau (NGB), the Army, Air Force and the Department of Defense. This process has suffered from significant delays affecting servicemembers’ careers and pay.

NGB reports that for Army promotions it is taking an average of 240 days for federal recognition to be extended to a promotion once it arrives at NGB. For the Air National Guard, it is taking an average of 180-210 days once a promotion arrives. Since the National Guard primarily does vacancy promotions, affected servicemembers are serving in and performing the duties of positions suited for their next promotion rank but earning the pay of their current rank. It also slows their career progressions compared to their colleagues in the other service components. While service secretaries have the authority to adjust the effective date of rank for delayed promotions, they have seldom used it, complicating servicemembers’ backpay for their delayed promotions.

The National Guard Promotion Improvement Act would:

• Request an outside review of the National Guard FEDREC system. This bill will require DoD enter into a contract with a federally funded research and development corporation to study the National Guard officer and warrant officer promotion system and provide recommendations for improvements.

• Provide consistent Congressional oversight of this longstanding issue. Requires an annual report to Congress on various specific metrics to ensure consistent oversight of the status of delayed promotions. This reporting requirement is reduced in frequency as DoD makes progress in shortening the average delay for federal recognition of promotions.

• Ensure servicemembers receive backpay for delayed promotions. This bill will require the service secretaries to backdate the date of rank for servicemembers with delayed promotions to no later than 60 days after the date NGB receives the promotion ensuring servicemembers receive their proper benefits and progress in their careers. Servicemembers should not be financially punished for promotions that are significantly delayed due to an inefficient process or forced to wait years for pay they have earned performing the duties of their delayed rank.

Along with Duckworth and Blackburn, this bill is cosponsored by U.S. Senators Amy Klobuchar (D-MN) and Elizabeth Warren (D-MA). In the House of Representatives, it’s cosponsored by Representative Kaialiʻi Kahele (D-HI-02) and Steven Palazzo (R-MS-04).

###

Related News

Congressman Kelly Announces Service Academy Appointment

June 6, 2025 | Posted in Press Releases

Kelly Announces Service Academy Appointment

June 3, 2025 | Posted in Press Releases

Kelly Announces Service Academy Appointment

April 28, 2025 | Posted in Press Releases", 1, "2026-04-07T14:16:54Z", "2026-04-07T14:20:40Z"], ["https://benniethompson.house.gov/media/press-releases/congressman-bennie-thompson-announces-us-department-transportation-awards", "Congressman Bennie Thompson Announces U.S. Department of Transportation Awards $970,893 to Mississippi Airports", "2022-05-17", "2022", "2022-05", "Democrat", "House", "MS", "Bennie G. Without exception every man and woman, whether it be those serving in law enforcement or those serving in the community, echoed those remarks.

We know that last month there was 221,000 immigrants who were apprehended across our southwest border. We’ve been told that once Title 42 expires — and it’s set to expire in less than 30 days — that that number will grow exponentially. The Department of Homeland Security has said [that] possibly as many as 18,000 immigrants a day will flood into our communities.

As we met with community leaders, community leaders told us two things: one they said that they felt abandoned — that this administration, that the federal government had abandoned them; and then they gave one very simple plea — please provide help.

To those members we met with today, I want them to know that those pleas do not fall on deaf ears — that myself and my colleagues behind us, we will take those pleas to Washington, DC, and that we will fight on their behalf. I’ve seen that in communities in my district where immigrants are taken to the local bus station, they’re dropped off, and then law enforcement then has to respond to the fact that there are large numbers of immigrants who are there, and they were dropped off without any notice.

The other piece of legislation that I’ve cosponsored along with Representative Kim from California seems to make even more sense and what that legislation would be is we are just asking the administration to provide us a comprehensive southern border strategy.

You know we have a comprehensive strategy as to how we’re going to secure the northern border — the most secure border probably in the entire world — yet we do not have the comprehensive strategy as to how were going to secure the southern border. So, these are two pieces of legislation that we think should receive bipartisan support. They’re not partisan in any manner. They protect our communities and set forth the plan as to how this administration is going to regain control of the southern border.

But, like you said, because these are pieces of legislation that make sense and pieces of legislation that you would think would have support — that may prevent from being able to ever receive a vote in Congress.”

Background:

Experts have warned that the crisis on the border is likely to grow worse following the removal of Title 42, a tool the Trump Administration used to expel illegal immigrants who could pose health risks during the COVID-19 pandemic. Border agents have been relying on Title 42 as their primary border enforcement tool following the Biden Administration's actions to undermine other enforcement provisions.

This morning, the Committee on Homeland Security Republicans released updated border statistics from March showing a huge increase in the amount of drugs and number of humans crossing the border. Experts warn that daily encounters could reach as many as 18,000 per day if Title 42 is removed.

The Early Migration Alert Program (EMAP) Actand the Comprehensive Southern Border Strategy Act would help address the crisis and alleviate the economic and humanitarian impact on American communities, as well as immigrants themselves.

Congressman Michael Guest represents Mississippi's Third Congressional District. She displayed strong leadership and poise throughout the confirmation hearings.

She is one of our nation’s brightest legal minds. She will make an exceptional Supreme Court Justice. President Biden nominated Judge Ketanji Brown Jackson to serve as the 116th Associate Justice of the United States Supreme Court because of her experience and qualifications. Judge Jackson graduated magna cum laude from Harvard University and has served as a federal judge on the United States Court of Appeals for the District of Columbia Circuit since 2021.

Judge Jackson will be the first judge with experience as a federal public defender. She is also the first judge since Thurgood Marshall with significant experience as a criminal defense attorney for defendants with limited resources. The legislation was introduced days after the Biden administration announced its plans to terminate Title 42, which many officials warn will significantly increase the already record-setting number of migrant encounters on the southern border.

“Currently, there is no requirement for ICE or CBP to alert local police officers or social services agencies of a potential influx of migrants into their communities. When migrants are released without warning, the lack of communication can overwhelm law enforcement agents and public services and create desperate situations for migrants who find themselves in an unknown town with no direction. As we prepare for another surge of migrants on the border, an alert system like the one E-MAP would establish is imperative. The Biden administration cannot be allowed to continue dropping off migrants in towns across America at all times of the day and night without notice,” Vice Ranking Member Guest said.

“By rolling back commonsense border security policies, the Biden administration has created the worst border crisis in our nation’s history resulting in more than 2 million migrant encounters so far,” said Ranking Member John Katko. “It’s no secret that the administration has been releasing illegal migrants into towns across the country. Local communities and law enforcement are completely caught off guard and overwhelmed by the release of migrants who are left wandering the streets in a country they have never set foot in before. To make matters worse, most often there is no communication between ICE, CBP and local officials prior to the release of migrants into our communities. I commend Vice Ranking Member Guest for his leadership and I’m proud to cosponsor this commonsense solution to ensure communities aren’t crushed under the strain of the Biden administration’s reckless policies.”

Already this fiscal year, there have been record-breaking monthly encounters that are expected to continue at an overwhelming pace. Last year, encounters at the southern border peaked at a startling 213,539 encounters in July— a 21-year high and 420 percent increase compared to July 2020. During last year’s immigration surge, migrants dropped off at bus stations inundated local communities and put a significant burden on public resources. Current encounters at the border are already outpacing last year’s record-setting monthly numbers.

“Every state is a border state,” Guest continued. “The strain of the border crisis is felt across America in local towns and cities that are often unprepared for an influx of migrants in their communities. We have felt it in my district in Mississippi, and I’ve talked to lawmakers across the country who have seen the same problems. We cannot allow that to continue. This legislation would establish better communication channels between local and federal officials so communities across our nation know who is coming and when they will arrive.”

The E-MAP Act would require ICE and CBP to create an email subscription system to alert State, Local, Tribal, and Territorial municipalities and provide information regarding the impending release of migrants into local communities, including the:

Number of migrants to be released

Number of migrants with known criminal histories

Initial destination of the migrants

Final destinations and where they intend to settle

The legislation would require ICE and CBP to give municipalities at least a 24-hour notice before releasing an alien into the United States.

The E-MAP Act is endorsed by the National Association of Police Organizations (NAPO) and the Major Cities Chiefs Association (MCCA).

“The MCCA appreciates Rep. Guest for introducing the E-MAP Act. Robust federal and local information sharing plays an important role in keeping our communities safe,” President of MCCA and Chief of the Phoenix Police Department Jeri Williams said. “The E-MAP Act will help promote this collaboration by requiring DHS to provide local authorities with advance notice before releasing migrants into their jurisdictions. This will allow local officials, including law enforcement, to conduct planning, ensure the necessary services are available, and address any threats to public safety.”

Joining Congressman Guest as original cosponsors on the bill were Republican Members of the House Committee on Homeland Security, including Ranking Member John Katko (R-NY); Rep. Despite the chaos caused by the Biden Administration’s actions, the President, Vice President, and Biden-appointed DHS officials have refused to develop any actionable plan to address the border crisis. It’s time to hold them accountable to the American people.”

“Border security is imperative for national security, public safety and economic success of communities. As we see the border crisis continue to reach record-high numbers of illegal migrant and illicit drug encounters, we must ensure that our government, regardless of who is leading the administration, is making border security a priority,” said Kim. “The Comprehensive Southern Border Strategy Act will help better allocate resources to secure our border and equip our border patrol and CBP officers on the front lines with the tools they need to gain operational control of every mile of our U.S.-Mexico border. We have a strategy for our Northern border, and it’s past time we have one for our Southern border. I thank I urge my colleagues to support this commonsense bill.”

The legislation introduced by Rep. Kim would require the Department of Homeland Security Secretary to lay out a plan for the border to Congress and inform them of the state of current border security measures, including existing deficiencies in physical border wall structures, the existence of tunnels undermining the border wall, the types of tools being used to combat human trafficking and drug trafficking with an emphasis on the transfer of fentanyl, and other accounts of infrastructure used to secure the border.

The Biden Administration has targeted Executive Orders implemented by the Trump Administration for removal without developing a plan to address the rise in illegal immigration that officials warned would be the result of such actions. Policies targeted for removal include Migrant Projection Protocols (MPP), border wall system construction, and Title 42. The Comprehensive Southern Border Strategy Act was introduced as officials predict a surge in migration due to seasonal trends and the Biden Administration’s potential elimination of Title 42.

February marked the 12th straight month with more than 150,000 migrant encounters by border law enforcement. Before President Biden took office, the last instance of encounters that came close to 150,000 was in May of 2019 when encounters peaked at 144,116 before falling to 52,546 encounters in September.

You can view the full legislation here.

Congressman Michael Guest represents Mississippi's Third Congressional District.
