If there was one thing that people in this politically polarized country agreed about, it was that something ought to be done to stop unwanted robocalls and phone scams that trick our Caller IDs and I'm pleased to say we did it.
As Chairman of the House Energy and Commerce Committee's Subcommittee on Communications and Technology, I worked for much of this year with my colleagues in the House and Senate as well as outside stakeholders to find a realistic solution to this problem and move it through Congress, so I'm very pleased to see it signed into law, Congressman Doyle added. Once the FCC implements this new law, Americans should get fewer annoying robocalls and they will know whether the phone number shown on their Caller ID is really the phone number of the person calling.
S. 151, the Telephone Robocall Abuse Criminal Enforcement and Deterrence (TRACED) Act, now:
Requires carriers to offer call-authentication technology to consumers and small businessesin rural and urban Americaat no additional charge;
Allows phone carriers to opt consumers into robocall blocking services with no additional charge;
Gives the Federal Communications Commission (FCC) the ability to step up enforcement actions against unlawful robocalls with a longer statute of limitations and increased fines in certain cases;
Pushes the Department of Justice to bring more criminal prosecutions against criminal robocallers;
Requires the FCC to work to stop one-ring scams;
Helps the FCC and responsible carriers trace back and cut off suspect phone companies that are responsible for sending vast numbers of unlawful robocalls; and
Protects patients, doctors, and hospitals from unlawful robocalls.
The TRACED Act includes many provisions of H.R. 3375, the Stopping Bad Robocalls Act, which Congressman Doyle, the Chairman of the Communications and Technology Subcommittee, introduced with Committee Chairman Frank Pallone (D-NJ), Ranking Member Greg Walden (R-OR), and Subcommittee Ranking Member Bob Latta (R-OH).
ClickHEREfor the text of the new law.
ClickHEREfor a section-by-section summary.
###", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"], ["https://lamb.house.gov/media/press-releases/lamb-issues-2019-year-end-progress-report", "LAMB ISSUES 2019 YEAR END PROGRESS REPORT", "2019-12-31", "2019", "2019-12", "Democrat", "House", "PA", "Conor Lamb", "L000588", "lamb.house.gov", null, null, "legacy", "(WASHINGTON, DC) Today, Representative Conor Lamb (PA-17) issued a report highlighting the work of his office in 2019 for the constituents of Pennsylvania's 17th Congressional District.
In 2019, Lamb worked in a bipartisan manner to deliver results on local priorities, introducing 10 bills and co-leading nine bipartisan bills six of which passed the House of Representatives. We quickly landed in Montgomery as one of our founders has a long history in the area.
Over the past few years, our business has grown from a Kickstarter idea to a growing small business selling thousands of bicycles per year to locations all over the world. However, last year when the section 301 tariffs increased on imported bicycles and components, our growing business was put in jeopardy. So what did we do? First, we started to build out our own assembly and paint operation at our Montgomery facility for custom runs for major apparel and hotel brands.
Next, understanding that to continue growing our business we had to keep our high-volume bicycle orders in our Montgomery facility, we reached out to U.S. Congressman Fred Keller's office for help.
Fred and his staff promptly visited our Montgomery operation and met with our team to discuss the challenges of our young and growing business. Shortly thereafter, he, along with U.S. Senator Pat Toomey, each wrote letters in support of Priority Bicycles' exclusion requests to the Office of the U.S. Trade Representative to urge them to provide Priority Bicycles with a tariff exemption. They noted that manually-powered bicycles are not the products that the 301 tariffs were designed to target, as these items are not strategic to China's growth, and that crippling our business would cost U.S. jobs instead of protecting them.
With their help, Priority Bicycles has now received the first of two requested tariff exemptions. Because of this, we are now able to make additional hires and begin to get our company back on a path to growth.
When others in the industry ask why we are growing, we are clearly able to credit the pro-business benefits of northcentral Pennsylvania, the strong support shown by Congressman Fred Keller and his office, and of course the special pool of talent unique to Lycoming County. This bipartisan legislation would list seven Mexican drug cartels as foreign terrorist organizations (FTOs), as defined by section 219 of the Immigration and Nationality Act. The Gulf Cartel, the Jalisco New Generation Cartel, the Beltran Leyva Cartel, the Juarez Cartel, the Los Zetas Cartel, the Sinaloa Cartel, and the Tijuana Cartel have been described by the Drug Enforcement Administration as the most prominent in Mexico. This designation will allow the United States to direct the resources necessary to dismantle them, ending their reigns of terror, and helpto end the flow of drugs coming across our southern border, which fuels the addiction epidemic in our communities.
Mexican drug cartels control the territory along our Southwest Border, spreading drugs and crime, across Mexico and into the United States. These criminal organizations are a menace to society, and we need to do everything in our power to continue to fight them. That is why I am introducing this legislation, to officially designate these criminals as foreign terrorist organizations, said Rep. Fitzpatrick. These criminals bring illegal narcotics, commit atrocious acts of violence, and smuggle humans across our border. They harm lives every day, and it is time we call them what they are: terrorists. I thank my friend Congressman Brindisi for joining me in introducing this hard-hitting and bipartisan legislation, and I will continue to work to see this bill become law.
Illegal drugs are terrorizing our communities and it is time we called these drug cartels what they are: terrorists, Rep. Brindisi said. So many families have been torn apart by drugs and these cartels are committing heinous criminal acts. Identifying these traffickers as terrorists will give our law enforcement more tools to crack down on bad actors at our southern border and around the world. Securing our border and stemming the flow of illegal drugs is paramount to our national security and the health of our nation. I am excited to work with my friend Congressman Fitzpatrick to do just that.
The seven cartels listed above meet the criteria for being engaged in terrorist activity by committing hijacking, sabotage, detention, murder, and assaulting innocent people. Once the Department of State labels a group as an FTO, known members are banned from entering the United States, and it also becomes illegal for Americans to intentionally support these groups. Financial institutions are also prohibited from conducting any business with the organizations, members or associates. Under current laws, these cartels are listed as drug trafficking organizations (DTOs), despite the fact that they are involved in a wide range of criminal operations, exceeding the illegal drug trade. These crimes include fraud, weapons trafficking, bribery, money laundering, extortion, counterfeiting, and smuggling. While several cartels have been labeled as Transnational Criminal Organizations (TCOs), the TCO and DTO designations do not give law enforcement the appropriate tools to challenge the cartels, as opposed to official FTOs such as the Islamic State of Iraq and Syria, Hezbollah, and Al Qaeda.
###", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"], ["https://keller.house.gov/media/in-the-news/keller-votes-against-articles-impeachment", "Keller votes against articles of impeachment", "2019-12-20", "2019", "2019-12", "Republican", "House", "PA", "Fred Keller", "K000395", "keller.house.gov", null, null, "legacy", "Washington Congressman Fred Keller (R-PA), in voting against both articles of impeachment Wednesday night, said the articles are not supported by facts, evidence or reason.
He released the following statement:
I was proud to stand up for the Constitution and the rule of law by voting to oppose both articles of impeachment.
Today's vote to impeach the President is the culmination of years of unwarranted investigations, baseless accusations, and a blind partisan disdain for President Trump that has caused House Democrats to abandon all respect for the Constitution and due process.
Democrats have not proven one single fact or come up with one single piece of evidence proving President Trump committed an impeachable offense. I applaud my colleagues on the Foreign Affairs committee for marking up the Global Child Thrive Act today and passing it unanimously, said Congressman Fitzpatrick. I encourage House leadership to bring this legislation to the floor and pass it with the same urgency that we did in Committee. It is of the utmost importance that we help other countries help their children. As we all know, focusing on children is focusing on our future.
The approval of this important legislation in the House Foreign Affairs Committee marks an important step forward. Our most cherished treasure, young children across the world deserve the opportunity for dignity and success. Despite progress we have made in reducing child mortality and improving quality of life for children across the world, serious challenges remain in ensuring children in developing countries are able to reach their potential. This legislation guarantees that when the U.S. invests abroad, kids and their families will not be forgotten, said Congressman Castro. Our bill directs relevant federal departments and agencies to incorporate early childhood development into their work and builds on existing interagency collaboration. There is no more cost-effective, worthwhile cause than early childhood development, and I applaud my HFAC colleagues for reinforcing our resolve.
BACKGROUND: The Assistance for Orphans and Other Vulnerable Children in Developing Countries Act of 2005 created the U.S. Government Special Advisor on Children in Adversity, who is tasked with coordinating all U.S. assistance to orphans and other vulnerable children among U.S. departments and agencies, among other responsibilities. The Global Child Thrive Act builds upon that foundation by strengthening the implementation of policies that advance early childhood development internationally.
The bill expands the number of agencies over which the Special Advisor has explicit authority to coordinate early childhood development policies. It also directs the U.S. Agency for International Development to engage relevant executive agencies to incorporate early childhood development into current programming over the next five years. The conferenced NDAA incorporated key provisions taken from the Armed Forces Digital Advantage Act. It recognizes the importance of individuals with aptitude and experience in digital expertise and software development to the armed services and requires the Secretary of Defense to devise an implementation plan to recruit and develop digital engineering specialists. The bill also requires the Defense Secretary to create a digital engineering capability for the development and deployment of acquisition programs and software support. The bill also requires a demonstration of digital engineering capabilities and policy guidance to promote the use of said capabilities. Recruiting and retaining technical talent at the Department of Defense is a crucial national security priority as we prepare for the threats of tomorrow, said Houlahan. Despite imminently life-threatening dangers, he intentionally made five forays headlong into a hail of gunfire, killing several enemy insurgents while evacuating two dozen Afghan soldiers and recovering the bodies of four Americans, including three of his team members.

A hero by any stretch of the definition, Sgt. Meyer became the first living Marine in more than four decades to receive a Medal of Honor – America's highest and most prestigious personal military decoration awarded for extraordinary acts of valor.

But his heroism came at a great personal cost – the war came home with him.

Anxious, quick to anger and unable to get the war out of his head, Sgt. He is far from alone.

The U.S. Department of Veterans Affairs estimates between 11 and 20 percent of Operation Iraqi Freedom and Enduring Freedom Veterans have PTSD in a given year; 12 percent of Gulf War Veterans; and, 15 percent of Vietnam Veterans suffer with PTSD annually. Sadly, only 40 percent of our heroes will find relief with current treatments.

Left untreated, PTSD can be debilitating, leading to a decline in quality of life and causing significant medical, mental health, interpersonal, and social impairment. More threatening though, PTSD has a strong link to suicide risk, with the lack of effective treatment now seen as a major contributing factor in the grisly number of Veteran suicides that have soared to roughly 20 per day.

Unacceptable.

Because we have a moral duty to do everything we can to ease the suffering of Veterans and their families who have risked everything to protect our Freedoms and American way of life, I have created landmark legislation that would provide our hometown heroes with unrestricted access to a promising treatment.

Recipients like Sgt. This commission would have been bipartisan/bicameral and include relevant members of the Executive Branch. The Congressman has also been an advocate for ending governing by crisis. The new United States- Mexico- Canada Agreement, negotiated by President Trump and his team is a big win for Pennsylvania and the people of Lancaster and York Counties. This trade agreement is an improvement over NAFTA in virtually every way. The deal will add more than 176,000 new jobs, over $68 billion in new economic activity, and create new opportunities for Americans in every sector of our economy." Smucker said.

"This agreement is tremendously important for PA-11, specifically due to the new dairy and poultry market access in Canada. During the meetings I hosted with Trade Ambassador Lighthizer, Larry Kudlow and Peter Navarro, the President's top trade negotiators, I shared that Lancaster County is one of the top dairy-producing counties in the nation and the over 1,700 dairy farm operations in Lancaster represent a quarter of the dairy farms across Pennsylvania. Lancaster County is also one of the most productive in the nation for broilers, poultry, and eggs. The Trump administration listened to our concerns and under the USMCA Canada would eliminate their price control systems which effectively locked-out America's dairy industry."

"At a time when many of our exporting businesses are facing uncertainty, the USMCA will expand access to critical markets in both Mexico and Canada. Both of these neighboring countries purchase more U.S.- made goods than our next to 10 trading partners combined. The USMCA will further foster this continental relationship, ensuring a future of long-term growth for American businesses. The strength of this agreement will also give President Trump and his administration more leverage in trade negotiations with China."

Additionally, the bill brings our North American trade agreement into the 21st century by including provisions on digital trade, and intellectual property for the first time. Wild was a leader throughout the renegotiation process, helping to secure transformational changes from the original draft of the trade agreement to prioritize American workers.

For the past 6 months, I have worked to secure a North American trade agreement that puts our workers, our businesses, and our families first, Wild said. When I led 27 of my colleagues in a letter to U.S. Trade Representative Lighthizer, I made renegotiation of provisions that would have locked in high drug costs and harmed our workers my priority and demanded these issues be taken seriously. Now, the American people have won. This deal can't be added to the pile of bills collecting dust on the Senate Majority Leader's desk it deserves to be taken up and passed swiftly by the Senate.

In June, Wild, a member of the New Democrat Coalition and the House Committee on Education and Laborled 27 freshman House Democrats in a letter sent to U.S. Trade Representative Lighthizerin which the lawmakers called for negotiations to be re-opened so changes could be made to strengthen labor standards and environmental terms and protect consumers from excessive increases in drug prices. Throughout the negotiation process, Wild met with United States Trade Representative Robert Lighthizer, with Mexican Ambassador Barcena, and Counsel General to Prime Minister Trudeau, Phyllis Yaffe, as well as dozens of labor and business leaders.

After months of active negotiations between Wild and these key leaders, the monopoly provisions for big pharmaceutical companies were removed from the USMCA and a new provision was added to allow cheaper generics to come to market and encourage competition to drive down drug costs. Additionally, provisions were added to the agreement to reduce the incentive of companies outsourcing American jobs to Mexico. With these improvements secured by Wild, the ALF-CIO and United Steelworkers have endorsed the USMCA.

Specifically, Wild helped secure improvements to the USMCA which:

Lowers Prescription Drug Costs by removing a provision with big giveaways to pharmaceutical companies and changing the rules to promote fair competition and patients' access to affordable medicines.
Protects American Workers by strengthening labor standards to make them enforceable by creating new mechanisms to monitor labor rule compliance in Mexico. These provisions establish a new enforcement mechanism that will lead to penalties on imports produced at a facility where workers' right to organize has been thwarted.
Enforces Labor Standards by fixing loopholes that allowed countries to avoid being held accountable and introducing new rules to make enforcement more effective and fair.
Protects the Environment by reinstating high-standard rules that had been watered down by the administration's original trade agreement proposal and creating new mechanisms to monitor environmental rule compliance in Mexico.

###", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"], ["http://www.casey.senate.gov/newsroom/releases/casey-statement-on-fifth-circuit-court-decision-on-the-affordable-care-act", "Casey Statement on Fifth Circuit Court Decision on the Affordable Care Act", "2019-12-18", "2019", "2019-12", "Democrat", "House", "PA", "Bob Casey", "C001070", "www.casey.senate.gov", null, null, "legacy", "Washington, D.C. - Today, U.S. Senator Bob Casey (D-PA) is releasing the following statement following the decision from the Fifth Circuit U.S. Court of Appeals in the case of Texas v. Trump:

"This is the fourth impeachment proceeding against a president of the United States, and the most serious.

The president committed numerous crimes. He conditioned two official acts, hundreds of millions of dollars in military aid and an Oval Office meeting, on getting help for his campaign in return. When his bribery scheme was publicly exposed, he did everything possible to obstruct the investigation.

Congress voted to grant hundreds of millions of dollars in military aid to our ally Ukraine because it is both morally right and in our national interest to stand with them in their fight to preserve their independence against Russian aggression. I was one of the members of Congress who advocated and voted for this military aid. It was never intended to become a bargaining chip for the President to use to get foreign help for his re-election campaign.

The factual evidence is clear and convincing. It was reinforced by the testimonies of every single fact witness, all of whom are career, nonpartisan public servants or Trump appointees.

So, the matter before us, ultimately, is not a question of fact, for the evidence is undisputed. Nor is it a question of law, as the Constitution is clear. The heart of the matter is this: will members of this House have the courage to choose fidelity to the Constitution over loyalty to political party?

The Constitution has endured for more than two centuries, not just because of the brilliance of our founders, but because of the commitment of generations of Americans to uphold it. House Democrats intend to keep it.

"This impeachment process, holding the president accountable, is only possible because the House majority changed, but the root cause of it all is the president's own unconstitutional, reckless behavior. He withheld $391 million in congressionally approved, tax-funded military aid from a free country, Ukraine, that is trying to defend itself from a dictatorship, Russia, and he did this for political gain. His action appears to have cost Ukrainian lives. He obstructed investigation and oversight by Congress, which is a co-equal, independent branch of government under the Constitution. Most Republicans, meanwhile, are adamant that Trump did nothing inappropriate at all.
For me, it was very clear after hearing overwhelming evidence from witness after witness after witness of what our president tried to do with American resources, really holding another country hostage for political gain, I think Congress has no choice but to go forward with this vote, said Rep. Vicente Gonzalez, D-Texas.
In a July 25 phone conversation with Ukrainian President Volodymyr Zelenskiy, Trump asked that Ukraine work with his personal attorney and the attorney general on two investigations targeting his political opponents. One involved claims of Ukrainian involvement in the hack of Democratic National Committee emails in 2016, and the other involved former Vice President Joe Biden's efforts to force Ukraine to fire its prosecutor general, which Trump alleged was intended to protect Biden's son from a corruption investigation.
Citing testimony at impeachment hearingsby current and former officials, Democrats assert the call was part of a monthslong campaign by the Trump administration to pressure Zelenskiy to publicly announce the investigations in exchange for military aid or a White House meeting with the president. Republicans stress none of those witnesses directly heard President Trump condition the aid on the investigations.
What [House Intelligence Committee Chairman Adam] Schiff, [House Judiciary Committee Chairman Jerry] Nadler and the speaker have done is put forth a narrative based on innuendo, hearsay, and really no proof, said Rep. Fred Keller, R-Penn.
Democrats havefiled two articles of impeachmentfor abuse of power and obstruction of Congress. Lawmakers agree the rough transcript of President Trump's phone call with Zelenskiy, released by the White House in September, is the most important piece of evidence, but they appear to be interpreting what was said very differently.
You can't mix official business with political, said Rep. Kurt Schrader, D-Ore. You can't ask a foreign government to interfere in elections. It's illegal.
Schrader noted Trump first broached the idea of Zelenskiy doing a favor by investigating Democrats immediately after the Ukrainian president mentioned the need for U.S.-made anti-tank missiles. However, he acknowledged not every agrees with his reading.
The transcript is the overwhelming piece of material that influences my vote, he said. I don't know how you can interpret it differently, but a lot of friends of mine, a lot of family have done so.
A lot of his Republican colleagues havetoo. They insist Trump's concerns about corruption were genuine and he was acting in the best interests of the country.
I didn't see anything that was even close to impeachable. I saw a president that was trying to be a fiduciary for taxpayers, said Rep. Jodey Arrington, R-Texas.
Republicans also point to public statements by Zelenskiy denying he felt pressured by President Trump, and they emphasize the military aid was eventually released in September without the investigations being announced after Congress began inquiring about it.
The Ukrainian government states there was no pressure, no ask, nothing was given in return, said Rep. Dan Meuser, R-Penn. That's why this is such a partisan vote.
However, Democrats remain dubious of Trump's motives. They say he never mentioned corruption as an issue to Zelenskiy and only brought up specific investigations of his political opponents based on conspiracy theories and misinformation.
Though Republicans have spoken broadly of alleged Ukrainian efforts to influence the 2016 election, Trump's comments to Zelenskiy explicitly referenced his inaccurate understanding that the DNC server that was hacked by Russians was somehow connected to Ukraine. His allegations against Biden also overlooked the fact that many allies were also seeking the removal of the prosecutor.
This was something where, yes, there are situations all the time where presidents try to get countries to do certain things, withhold aid to do that, said Rep. Dave Loebsack, D-Iowa. But it's never the case there's a withholding of aid so the country can do the president a personal political favor. That is unacceptable.
Though Republicans argue voters should decide Trump's fate in the 2020 election, Democrats warn he may continue seeking foreign assistance to win that race. Rep. Veronica Escobar, D-Texas, observed that when questioned about what he wanted from Zelenskiy on the White House lawn, Trump told reporters he wanted Ukraine and China to open investigations of Biden.
If we don't put him in check, of course he's going to keep doing it, Escobar said. He's going to keep on doing it until there's nothing left of our democracy.
Rep. Joe Morelle, D-N.Y., said he wasreluctant to support impeachment, but the two things the founders of the nation were most concerned about was foreign interference in elections and overreach by the executive.
At the end of the day, I think it's unavoidable that there was a scheme that was created by the president, carried out not only by him but by his lieutenants like Mr. Giuliani, Morelle said, referring to Trump's personal attorney Rudy Giuliani, in an attempt to use the national security and the national interest of the American government to advance his own agenda.
Republicans reject Democrats' protestationsthat they were hesitant to proceed with impeachment, citing comments made by some lawmakers as early as spring 2017 urging Trump's removal from office.
It was clear from the get-go the objective was impeachment. All they needed was a crime, said Rep. Russ Fulcher, R-Idaho, adding, Objectively, after looking at it as deeply as I can, there's not a crime there.
Unlike many in the GOP who echoed President Trump's claims that the call was perfect, Rep. Paul Mitchell, R-Mich., said aspects of the conversation with Zelenskiy were troubling, but he believes they do not rise to the level of an impeachable offense.
He shouldn't have referenced Biden in any way, shape, or form in the conversation, Mitchell said. That's the only direct piece of evidence besides presumptions, assumptions, I don't like what he said.' If we start impeaching presidents if we don't like what they say, we should have started a while ago. We should have started with LBJ.
Senate Republicans watching this all play out say the House has failed to compile sufficient evidence to make a case against Trump, and they expect that will make iteasy for them to dispatch the trialquickly when it comes before them in January.
It's just light on facts and heavy on emotion, said Sen. Tim Scott, R-S.C. Among the numerous positive provisions included in the NDAA are two that I led in the Senate. Fred Keller, R
12th District
Today's vote to impeach the President is the culmination of years of unwarranted investigations, baseless accusations, and a blind partisan disdain for President Trump that has caused House Democrats to abandon all respect for the Constitution and due process, Keller said in a statement shortly after the vote.
Democrats have not proven one single fact or come up with one single piece of evidence proving President Trump committed an impeachable offense," said Keller, whose district includes Perry, Juniata and several other counties. Rather, by spending years engaged in this impeachment farce, Democrats have played directly into the hands of those who wish to sow political discord in this country.
Rep. These vague terms attempt to mask the fact that months of congressional investigations have produced one simple and undeniable fact: President Trump did not commit an impeachable offense.

"Not only are these articles vague, they are easily dispelled. President Zelensky's confirmation of ‘no pressure' and ‘no quid pro quo' immediately negates the validity of any charge of Presidential ‘abuse of power.' The President has inherent Constitutional executive authorities and privileges. If House Democrats classify the utilization of those authorities as an ‘obstruction of Congress,' every President since Jimmy Carter – and every President moving forward – would and will be impeached.

"Democrat leadership failed to exhaust all Constitutional avenues to settle a dispute between the legislative and executive branches. Fearing it would slow down the neck-breaking pace of their impeachment proceedings, Speaker Pelosi actually said, ‘we cannot be at the mercy of the courts.' If you refuse to engage with the Judicial branch, you forfeit your right to assert ‘obstruction of Congress.'

"This entire year has been a period of opportunity lost. Rather than working to improve the lives of the American public, this Democrat-led Congress has focused its full time and attention on passing partisan legislation and driving political outcomes. I look forward to the new year of 2020 and enacting legislation to benefit seniors, veterans, farmers, and families. As the Senate will hold a fair trial to evaluate this case – without presumption – I am 100 percent confident the President will not be removed from office. In spite of the Democrats' desperate tactics to win the White House by removing the President, the people will ultimately decide who will be elected in 2020."", 1, "2026-03-30T01:40:41Z", "2026-06-27T23:45:33Z"], ["https://perry.house.gov/news/documentsingle.aspx?DocumentID=402402", "Perry Rejects Partisan Impeachment Push", "2019-12-18", "2019", "2019-12", "Republican", "House", "PA", "Scott Perry", "P000605", "perry.house.gov", null, null, "legacy", "Perry Rejects Partisan Impeachment Push

      Washington,
      December 18, 2019

Congressman Scott Perry offered the following statement after voting to reject the Articles of Impeachment against President Donald J. The Subcommittee held 12 hearings, three markups, and passed 11 bills this year.
This year, we've worked to put consumers first and strengthen our economy by passing legislation through the House to restore a free and open internet and combat scam and spam robocalls, Pallone and Doyle said. We also passed bipartisan bills to connect the unconnected by improving our nation's broadband maps, secure our telecommunications networks by rooting out suspect equipment, and update our media laws so consumers know exactly what video services they're paying for. It was a productive year in the Subcommittee, but our work is far from over, and we look forward to another successful year in 2020.
Restoring a free and open internet to spark innovation and protect small businesses:
Passed through the Subcommittee and Full Committee H.R. 1644, the Save the Internet Act, which was thenpassed by the Houseon April 10by a vote of 232-190. The legislation reverses the disastrous repeal by Trump's Federal Communications Commission (FCC) in late 2017 of critical net neutrality protections. It enacts the three legacy net neutrality principles no blocking, no throttling, and no paid prioritization and empowers the FCC to prohibit unjust, unreasonable and discriminatory practices by internet service providers.
Working to stop the onslaught of annoying robocalls:
Passed through the Subcommittee and Full Committee H.R. 3375, the bipartisan Stopping Bad Robocalls Act, which was thenpassed by the Houseon July 24 by a vote of 429-3. Earlier this month, the House passed S. 151, the Pallone-Thune TRACED Act, which was a bipartisan, bicameral agreement, by a vote of 417-3. The bill ensures every call Americans get will be verified, that consumers can block calls they don't want, and more. It awaits a vote in the Senate and then will head to the President's desk for his signature.
Reauthorizing media laws to protect consumers:
Passed through the Subcommittee and Full Committee H.R. 5035, the bipartisan Television Viewer Protection Act of 2019. The bill permanently reauthorizes the good faith provisions of the Satellite Television Extension and Localism Act Reauthorization (STELAR) Act and requires cable and satellite TV companies to disclose how much they will charge for their video services, including any extra fees. The legislation passed the House by voice vote last week and was included in the fiscal year 2020 appropriations package that passed the House today.

Securing America's wireless future:
Passed through the Subcommittee and Full Committee six bills to ensure our nation's continued dominance in wireless communication, including H.R. 4998, the Secure and Trusted Communications Networks Act, abillto secure our telecommunications supply chain. The bills ensure that the government will work more efficiently to promote wireless innovation and better serve all Americans, as well as guarantee our networks are secure from foreign adversaries that may wish to do us harm. H.R. 4998 passed the House by voice vote yesterday.
Improving America's broadband maps to improve telecommunications services:
Passed through the Subcommittee and Full Committee two bipartisan bills to ensure the reliability of our nation's broadband maps. Accurately mapping the availability of broadband internet service is essential to promote the deployment of high-speed service to Americans living in unserved and underserved areas. The House passed both bills by voice vote yesterday.
Proposed sweeping investments in broadband internet and Next Generation 9-1-1:
Put forth a comprehensive infrastructure package that expands access to broadband internet through the introduction of the LIFT America Act. The Full Committee held a legislative hearing on the bill, which seeks to expand access for communities nationwide and bring broadband to 98 percent of the country by investing $40 billion for the deployment of secure and resilient high-speed broadband internet service. The LIFT America Act also provides another $5 billion in federal funding for low-interest financing of broadband infrastructure deployment. The bill would also make 9-1-1 service more accessible, effective, and resilient, and enable Americans to send text messages, images, or videos to 9-1-1 in times of emergency by investing $12 billion in grants for the implementation of Next Generation 9-1-1 services.
Exercising much-needed oversight of the Federal Communications Commission:
Held two oversight hearings of the FCC in May and in December. We pressed the FCC Commissioners about critical issues affecting consumers, some of which Committee members had previously raised in letters to the Commission, such as the allocation of spectrum, diversity in media ownership, wireless network resiliency, the Lifeline program, the unauthorized disclosure of consumers' real-time location data, the T-Mobile-Sprint merger, and more.
Exploring whether consumers are adequately protected online:
Over the last few years, bad actors, both foreign and domestic, have increasingly abused the Internet to peddle extremism, disinformation, and hatred that divides our nation. Impeachment is a constitutional nuclear option of last resort. Historical precedent demands that this only occurs in the most extreme of circumstances, and should happen only after a formal law enforcement investigation where independent, non-partisan factual findings of criminal activity are presented to Congress.
As a former FBI Supervisory Special Agent and Special Assistant U.S. Attorney, any legitimate investigation must be completely nonpartisan, must be 360 degrees in its scope, must leave no stone unturned, must not prejudge the outcome, must follow the facts wherever they lead and must report those facts with unimpeachable integrity.
None of those elements have occurred here. This rushed impeachment inquiry was poisoned from the very start when House leadership made the irresponsible decision to place this investigation in the hands of Chairman Schiff's Intelligence Committee rather than referring the matter to law enforcement to conduct the fact-finding. In addition to dangerously politicizing an incredibly important national security committee, which will take years to recover from, this irresponsible decision broke with long-standing historical precedent in our nation regarding impeachment inquiries on multiple fronts. As a result, we were left with partisan politicians from both parties arguing over presumptions and perceptions rather than having an indisputable evidentiary record and bipartisan agreement on the facts.
In March of this year, Speaker Pelosi told the Washington Post, Impeachment is so divisive to the country that unless there's something so compelling and overwhelming and bipartisan, I don't think we should go down that path, because it divides the country. Chairman Nadler himself has stated, There must never be a narrowly voted impeachment or an impeachment substantially supported by one of our major political parties and largely opposed by the other. Such an impeachment would lack legitimacy, would produce divisiveness and bitterness in our politics for years to come. And will call into question the very legitimacy of our political institutions.
Let me be clear: President Trump's call with President Zelensky showed poor judgement. Law enforcement matters must always remain separate and distinct from political matters. Decisions on whether to open a law enforcement investigation, whether to close a law enforcement investigation and what investigative steps to take in conducting an ongoing law enforcement investigation, are decisions that should be made by law enforcement and law enforcement alone. This is necessary both for the substantive integrity of an investigation as well as maintaining the public's trust and confidence in the results of an investigation.
This impeachment inquiry has violated every investigative principle, has violated Speaker Pelosi and Chairman Nadler's own impeachment standard, has been entirely partisan, and has been wholly divisive. From the very start it was never designed by House leadership to be a genuine fact-finding mission. By pursuing an entirely partisan path with an artificial timeline and a predetermined outcome, and with the issue at hand being as serious as the overturning of the results of an election, House leadership has set a very dangerous precedent for our nation, and one which I will not support.
It is incumbent upon all of us in our community, regardless of how you have viewed this entire situation, to do our part to heal our nation from this very divisive environment. Our nation cannot sustain the divisive tone that we are currently experiencing. We must talk to each other and treat each other with respect, we must try to see the world through other people's eyes, and we must never forget that there is far more that unites us as Americans. Each and every one of us must do our part to lower the volume and to bridge the gap. Each and every one of us has a responsibility to hold ourselves to this high standard. The finding was that most median speeds did not qualify as broadband under the FCC's guidelines. In July of this year, Senator Casey hosted a roundtable discussion with miners and their families affected by Black Lung disease. During the discussion, Senator Casey introduced the Black Lung Benefits Improvement Act (S. 2205) that would ensure that miners can access essential health and disability benefits.
###", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"], ["https://cartwright.house.gov/media-center/press-releases/rep-cartwright-prevails-in-fight-to-increase-federal-funding-for", "Rep. Cartwright to offset the costs of improving stormwater infrastructure in Northeastern Pennsylvania.
This increased funding doubles the money available for sediment removal grants and programs to control polluted stormwater runoff in the Chesapeake Bay watershed region, which includes parts of Pennsylvania's Eighth Congressional District. It will help cities and municipalities in Northeastern Pennsylvania meet a federal mandate to restore the Chesapeake Bay while requiring fewer local funds. This will help reduce stormwater fees paid by residents on their sewer bills.
As a member of the Appropriations Committee, Rep. Cartwright fought successfully for these funds to be included in the fiscal year 2020 Interior, Environment and Related Agencies budget bill, which passed the House in June. He then worked to guarantee that the funds remained in the final spending deal as his House colleagues negotiated with the U.S. Senate.
Northeastern Pennsylvanians work hard to make a living and provide for their families. The Federal Government needs to help pay for major projects like this, said Rep. Cartwright. These new resources will help bring down stormwater fees over time and reduce the burden on working people. I was proud to fight hard for this funding so that Eighth District residents can keep more of their hard-earned savings.
Specifically, Rep. Cartwright doubled the total money available for grants that can go to communities in Northeastern Pennsylvania, from $12 million in fiscal year 2019 to $24 million for fiscal year 2020.
This federal money will help clean up our region's waterways so our kids have safe, clean water to drink.
