The decision reverses an earlier federal court opinion that enabled the Biden administration to rescind the immigration tool, which allows immigration officials to return illegal immigrants to their home country and prevent the spread of COVID-19. Hoeven has been working to keep Title 42 in place and has repeatedly called on the Biden administration to address the ongoing illegal immigration crisis at the nation’s southern border. Hoeven was joined by all Republican senators in pressing for DoD to drop the newly proposed rule requiring burdensome greenhouse gas (GHG) emissions reporting. Additionally, Hoeven introduced legislation with 15 other senators to block the proposed regulation and intends to lead a Congressional Review Act (CRA) to rescind the rule should it be finalized.

In a letter to DoD Secretary Lloyd Austin, the senators strongly oppose the rule and outline concerns with the proposal, including: the significant regulatory burden in requiring a company to report not only its own emissions but emissions that occur elsewhere; increased costs resulting in budget inefficiencies at DoD; and the potential use of environmental reports in awarding future contracts.

“DoD’s proposed rule on GHG emissions disclosures is self-defeating. The full text of the letter is availablehere.

Hoeven also authored the Focus on the Mission Act (S.5269) to block the rule and introduced the bill with the following cosponsors: Senators Kevin Cramer (R-ND), Joni Ernst (R-IA), Roger Marshall (R-KS), James Inhofe (R-OK), Cindy Hyde-Smith (R-MS), Jerry Moran (R-KS), Marco Rubio (R-FL), Marsha Blackburn (R-TN), Deb Fischer (R-NE), John Barrasso (R-WY), Rick Scott (R-FL), James Risch (R-ID), Mike Crapo (R-ID), Ted Cruz (R-TX) and James Lankford (R-OK).

BACKGROUND: DoD’s proposal would require those receiving more than $7.5 million in federal contracts to provide a detailed accounting of GHG emissions within one year. The new plan is needed to provide certainty for BNI Coal and Minnkota Power Cooperative’s continued operations. Without its approval, BNI and Minnkota would have to incur significant costs to make and implement contingency plans for developing other portions of the mine, resulting in higher electricity prices across the region. After hearing producers’ concerns at a roundtable discussion he held earlier this year, Hoeven began working with the Farm Service Agency (FSA) to update LIP national payment rates to reflect actual market rates.

The senator raised the issue to Agriculture Secretary Tom Vilsack and FSA Administrator Zach Ducheneaux, pressing them to adjust the program’s rates and ensure it adequately covers losses due to eligible diseases. As a result, FSA updated LIP payment rates for calves weighing less than 250 pounds, which are now valued the same as non-adult cattle weighing between 250 and 399 pounds and increased payment rates for calves under 400 pounds.

Hoeven also introduced bipartisan legislation with Senator Jon Tester last year tobetter align coverage between LFP and ELAP. ERP phase two is intended to aid producers who experienced losses due to qualifying natural disasters in 2020 and 2021, but were not included in the program’s first phase. The program is funded through the agriculture disaster assistance that Hoeven secured in September 2021.

Eligible crops include both traditional insurable commodities and specialty crops, with assistance expected to be based on the difference in certain farm revenue between a typical year and the disaster year. Producers should contact their local Farm Service Agency (FSA) office for additional information when program signup opens later this year. The senator has received the award every year he has been in the Senate.

“The tax, spending and regulatory policies of the Biden administration are taking this nation in the wrong direction, leading to higher prices across the economy, undermining our energy security and bringing us to the brink of recession,” said Hoeven. “North Dakota has demonstrated time and again that, through lower taxes and greater regulatory certainty, we can build a strong economy that stimulates investment and creates good job opportunities, while producing the energy and food our country needs. The federal government needs to take this same approach, and we will continue pushing to do just that.”

Strengthening America’s Energy Security

Hoeven is working to pass legislation he introduced that would take immediate action to increase U.S. energy production. Among other priorities, his bill prohibits any presidential moratoria on new energy leases and requires the administration to hold oil and natural gas lease sales in each state with land available for leasing. The legislation also prohibits drawdowns of the Strategic Petroleum Reserve (SPR) until the Secretary of the Interior issues a plan to increase oil and gas production on federal lands and waters.

Providing Regulatory Relief

Last month, Hoeven helped introduce legislation, sponsored by Senator Shelley Moore Capito (R-W.Va.), to comprehensively reform federal permitting and project reviews. Importantly, the bill helps protect against federal overreach by codifying Trump-era policies like:

Modernizing and streamlining the National Environmental Policy Act (NEPA) review and permitting process.

The Navigable Waters Protection Rule’s definition of “waters of the United States” (WOTUS) under the Clean Water Act, ensuring private property rights are protected.

Rules to prevent states from unreasonably blocking energy projects and those designed to streamline permitting for critical energy projects.

Ensuring Strong Farm Policy

Hoeven recently hosted Senator John Boozman, Ranking Member of the Senate Agriculture Committee, in North Dakota for a discussion with local producers and commodity groups to discuss the following priorities for the next farm bill:

Maintaining strong crop insurance, the primary risk management tool for many producers.

Improving the farm safety net, including the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) programs.

Strengthening livestock disaster programs, including the Livestock Indemnity Program (LIP), the Livestock Forage Program (LFP) and the Emergency Livestock Assistance Program (ELAP).

Cutting red-tape and ensuring programs are farmer-friendly.", 1, "2026-03-30T01:40:41Z", "2026-04-06T18:38:01Z"], ["https://www.hoeven.senate.gov/news/news-releases/hoeven-awards-congressional-gold-medal-to-wwii-merchant-mariner-pat-effertz", "Hoeven Awards Congressional Gold Medal to WWII Merchant Mariner Pat Effertz", "2022-11-01", "2022", "2022-11", "Republican", "Senate", "ND", "John Hoeven", "H001061", "www.hoeven.senate.gov", "hoeven", "https://www.hoeven.senate.gov/news/news-releases", "scraper", "Hoeven Awards Congressional Gold Medal to WWII Merchant Mariner Pat Effertz

VELVA, N.D. – At a ceremony at the American Legion today, Senator John Hoeven honored Pat Effertz, a World War II veteran from Velva, by presenting him with the Congressional Gold Medal for his service as a U.S. Merchant Mariner. To this end, Hoeven:

Reviewed the limitations of the existing air traffic control tower and discussed efforts to construct a replacement.

As a member of the Senate Transportation Appropriations Committee, Hoeven oversees funding for the Federal Aviation Administration (FAA) and is working to advance a new tower for Minot.

Outlined his work to ensure FAA Contract Towers, like Minot’s, are adequately staffed.

Hoeven helped introduce the Continuity for Operators with Necessary Training Required for ATC Contract Towers (CONTRACT) Act.

This legislation encourages retired FAA air traffic controllers to work at Federal Contract Towers, which will help address the labor shortage in this vital field.

These efforts build on Hoeven’s previous work to secure a new state-of-the-art terminal for the Minot International Airport, which the senator worked to fund through the Airport Improvement Program (AIP).

“Federal Contract Towers play a critical role supporting our nation’s air transportation system, with more than 250 facilities participating in the FAA’s contract tower program across the country,” said Hoeven. “In order for the air traffic control tower in Minot to continue serving this region, it needs both updated infrastructure and adequate staff. The new facility is being developed on 140 acres west of Casselton and will support research and development projects to advance the next generation of precision agriculture, including autonomous technologies. Grand Farm, led by Emerging Prairie, collaborates with a wide range of private sector partners and public institutions like North Dakota State University (NDSU) and the U.S. Department of Agriculture’s (USDA) Agricultural Research Service (ARS).

In August, Hoeven announced the cooperative agreement between Emerging Prairie, NDSU and ARS to enhance the precision agriculture research being undertaken by Grand Farm, supported by $1 million in funding that the senator secured as Ranking Member of the Senate Agriculture Appropriations Committee.

“Grand Farm is a perfect example of the qualities that have empowered North Dakota to grow as a technology leader. We build innovative partnerships that tackle some of the biggest challenges facing our nation and the world, while securing new opportunities for growth and prosperity here at home,” said Hoeven. “Through advancements in precision agriculture, our farmers and ranchers will be able to reduce their input costs and improve their yields. Doing so means more certainty, a better competitive edge and an enhanced ability to continue providing the food, fuel and fiber we rely on every day. That’s what Grand Farm is all about, and it’s why we continue working to advance important initiatives like this across our state.”

The new facility aligns with Hoeven’s ongoing work to strengthen North Dakota’s dynamic technology sector, including by leveraging the state’s existing leadership in agriculture, energy and unmanned aerial systems (UAS). To this end, Hoeven has worked to:

Secure federal support for the Grand Farm initiative. In addition to providing $1 million for the Emerging Prairie-NDSU-ARS partnership, Hoeven:

Invited Grand Farm Director Brian Carroll to testify at a hearing of the Senate Agriculture Appropriations Committee on opportunities to diversify farm income and strengthen rural economies.

Brought USDA Secretary Sonny Perdue to the unveiling of Grand Farm to see firsthand North Dakota’s leadership in advancing precision agriculture.

Grow North Dakota’s UAS industry and link it with new missions that the senator worked to bring to the state, including:

The Test Resource Management Center’s (TRMC) Sky Range program, which he helped establish at Grand Sky to use modified Global Hawks for hypersonic missile testing.

The Space Development Agency’s (SDA) low-Earth orbit (LEO) satellite mission in Grand Forks, which includes a project to demonstrate laser communications between satellites and MQ-9 Reapers.

Expand access to high-speed broadband, including in rural areas, to ensure data-intensive technologies like precision agriculture can be implemented. Specifically, Hoeven:

Secured nearly $3 billion across fiscal years (FY) 2018-2022 for the ReConnect Program, a rural broadband loan and grant pilot program.

Cosponsored and worked to pass legislation to improve federal broadband mapping and ensure broadband access in rural areas.

-###-", 1, "2026-03-30T01:40:41Z", "2026-04-06T18:34:28Z"], ["https://www.hoeven.senate.gov/news/news-releases/hoeven-statement-on-passing-of-former-nd-house-majority-leader-earl-strinden", "Hoeven Statement on Passing of Former ND House Majority Leader Earl Strinden", "2022-10-19", "2022", "2022-10", "Republican", "Senate", "ND", "John Hoeven", "H001061", "www.hoeven.senate.gov", "hoeven", "https://www.hoeven.senate.gov/news/news-releases", "scraper", "Hoeven Statement on Passing of Former ND House Majority Leader Earl Strinden

GRAND FORKS, N.D. – Senator John Hoeven issued the following statement on the passing of former North Dakota House Majority Leader Earl Strinden in honor of his longtime service to the state and the Grand Forks community. Hoeven spoke with Larry Kudlow yesterday about the impact of OPEC+ decisions on U.S. consumers and how the Biden administration needs to take the handcuffs off U.S. energy producers to make the U.S. energy independent once again. Clickhere to watch the interview.

“Increasing U.S. oil production is needed to lower energy prices for U.S. consumers and counter OPEC’s decision to cut oil production. We’re in a supply crisis and consumers are paying for it because the Biden administration’s policies are stifling U.S. oil production. The Biden administration needs to take the handcuffs off our domestic energy producers. By unleashing more American energy, we can lower prices and help provide hardworking families and businesses relief from record inflation caused by the Biden administration’s policies. The U.S. can and should be energy independent once again.”

In 2019, the U.S. produced 13 million barrels per day of oil, including 1.5 million barrels per day from North Dakota. Today, under the Biden administration, U.S. production is down to 11.8 million barrels per day and North Dakota production is just about 1 million barrels per day. Hoeven highlighted how President Biden’s policies subject the U.S. to the whims of OPEC and Russia. Instead of unleashing domestic energy production, the Biden administration has been releasing oil from the Strategic Petroleum Reserve (SPR), and proposed buying OPEC oil to refill the SPR to keep oil prices high. The NRO wants UND students to intern with the agency, and it’s looking for research and development partners to advance new ISR technologies, which fall squarely in North Dakota’s expertise.”

Earlier in the day, Hoeven and Test Resource Management Center (TRMC) Director George Rumford helped unveil Stratolaunch’s Talon-A, a new hypersonic vehicle that will be part of theSky Range programat Grand Sky. Currently, hypersonic missile development requires a new vehicle for each test, which increases costs and limits the number of tests held. The Talon-A is a re-usable unmanned aircraft that can carry various testing payloads inside the vehicle, helping improve the efficiency, flexibility and effectiveness of the Sky Range program.

Establishing Sky Range in North Dakota

In August, Hoeven and Rumford marked the arrival of all 20 Global Hawk Block 30 aircraft at Grand Sky for the TRMC’s Sky Range program. The transfer was possible due to an agreement that Hoeven secured with Air Force Chief of Staff Gen. Charles Brown. As a member of the Senate Defense Appropriations Committee, Hoeven:

Secured language supporting the Sky Range program and pressing the Air Force to make the Block 30 fleet available to Sky Range.

Hosted TRMC Director Rumford in North Dakota last year to see firsthand the opportunities that Grand Sky offers the agency and the Sky Range program.

Helped secure a contract for Northrop Grumman to also convert four Global Hawk Block 20s at Grand Sky into Range Hawks for use under the Sky Range program.

Currently, the Department of Defense (DoD) uses an aging fleet of ships deployed across a Pacific Ocean corridor to test hypersonic missiles, which is expensive, takes weeks to set up and signals the testing schedule to America’s adversaries. Sky Range would replace the ships with modified Global Hawks that could deploy quickly and increase testing capacity through the creation of additional testing corridors in the Pacific and elsewhere.

Standing up SDA’s LEO Mission

Last year, Hoeven, working with the SDA Director and Senator Kevin Cramer, secured Air Force approval to stand-up SDA’s new LEO satellite mission at Grand Forks. As a member of the Senate Defense Appropriations Committee, Hoeven then worked to secure $18 million in Fiscal Year 2022 funding to establish SDA’s space networking centers. Over time, the mission could include not only operating SDA satellites, but also linking them with UAS, which would complement Grand Forks’ role in Air Force intelligence, surveillance and reconnaissance (ISR) missions.

Prior to this, Hoeven hosted SDA Director Derek Tournear in North Dakota to outline efforts to establish the new center and announce the new laser communications project, which SDA is pursuing in conjunction with General Atomics. The senator called on the administration to empower greater domestic energy production, utilizing all of the nation’s abundant energy resources, including coal, oil and natural gas.

“North Dakotans are paying 60 percent more for gasoline since January 2021, and diesel remains nearly $5.00 per gallon,” said Hoeven. “Our friends and allies in Europe are facing an even worse energy supply crisis, and unless the Biden administration changes its approach, American families and businesses will continue to face these inflationary pressures. Fortunately, the solution is clear – more energy supply means consumers pay less.

“Recent analysis by The Wall Street Journal shows that the Biden administration leased only 130,000 acres for new oil and gas production in its first 19 months. For comparison, President Reagan leased 47.6 million acres during the same time period. We need to take the handcuffs off U.S. producers if we are going to produce more energy here at home, and nobody produces energy better, more cost-effectively, more dependably and with better environmental stewardship than America. New energy leases are needed to grow oil production and supply for the long-term, otherwise production will continue to fall and that means higher energy costs for consumers.

“The Biden administration’s policies are undermining our energy security, and because the cost of energy is built in to our entire economy, inflation has been driven to record highs. Despite these challenges, President Biden and Congressional Democrats doubled down by passing their partisan tax and spend bill that will make it more expensive to produce energy in the United States.

“Instead of higher taxes and fees, more mandates, and less energy development, we need to take the handcuffs off our domestic energy producers to lower energy costs and help reduce the burden of inflation, which harms every American, but particularly those low income Americans, who are struggling with the higher cost of everything from putting food on the table, to gas at the pump, to anything and everything they buy.”

-###-", 1, "2026-03-30T01:40:41Z", "2026-04-06T18:29:59Z"], ["https://www.hoeven.senate.gov/news/news-releases/nd-delegation-dod-announces-funding-to-prevent-road-washouts-near-minot-air-force-base", "ND Delegation: DoD Announces Funding to Prevent Road Washouts Near Minot Air Force Base", "2022-09-22", "2022", "2022-09", "Republican", "Senate", "ND", "John Hoeven", "H001061", "www.hoeven.senate.gov", "hoeven", "https://www.hoeven.senate.gov/news/news-releases", "scraper", "ND Delegation: DoD Announces Funding to Prevent Road Washouts Near Minot Air Force Base

WASHINGTON – Senators John Hoeven and Kevin Cramer and Congressman Kelly Armstrong today announced that the Office of Local Defense Community Cooperation within the U.S. Department of Defense (DoD) has awarded $2.9 million to the North Dakota Department of Transportation (NDDOT). The senator invited Boozman to the state to help ensure the unique needs and priorities of the region’s agriculture industry are addressed.

“Our farmers and ranchers do a tremendous job producing the highest quality, lowest cost food supply in the world, but the work they do and the challenges they face vary widely across our country,”said Senator Hoeven. “It’s essential that we continue to provide a safety net that can adequately meet our producers’ needs, no matter where they live and work. This is a special opportunity for North Dakota’s ag producers, farm groups and agri-businesses to provide direct input on the next farm bill. Our states may be leading producers of vastly different commodities, but our producers still face similar challenges such as disasters, regulatory hurdles and policy decisions that directly impact their families and communities. That is why it is important for us to get out of Washington and learn from stakeholders across all regions about the opportunities and challenges they face day to day. At a time when the American Trucking Association estimates a nationwide trucker shortage of 80,000 drivers, this legislation would remove burdensome government regulations, which are impacting the agricultural industry, school districts and trucking companies in rural America.

“At a time when we already have a shortage of drivers and continued supply chain constraints, the FMCSA’s new training requirements impose higher costs and discourage new drivers from entering the workforce,” said Hoeven. “Our legislation provides important regulatory relief and flexibility by allowing exemptions for agriculture, small businesses and state and local governments. This legislation eases the burden on small trucking companies, agricultural producers, school districts and local units of government. It also gives power back to the states so they can decide their own rules of the road.”

Earlier this year, a final rule went into effect creating a new requirement for Entry-Level Driver Training (ELDT), adding a burdensome requirement for drivers to obtain their Commercial Driver’s License (CDL). This requirement is costly and time consuming, as ELDT training classes range from $450 to $8,500, depending on the trainer, and can take anywhere from three days to 20 days to complete.

The TRUCKS Act would exempt employees of agriculture-related industries, school districts and local units of governments (including county, municipal and tribal), from the new ELDT requirements to obtain their CDL. For agriculture-related industries, this legislation would allow states to waive all ELDT requirements for Class A CDLs. Currently, states can waive ELDT requirements for Class B CDLs, but they cannot waive them for Class A CDLs or most endorsements.

In addition to Hoeven and Rounds, the legislation is cosponsored by Senators Kevin Cramer (R-N.D.) and Roger Marshall (R-Kan.).
