And because they couldn\u2019t meet their original deadline, the FAA is operating under a short-term extension that expires on New Years Eve, four short weeks away.\n\nWe need to keep our skies safe and our planes running\u2026 in part so people can see their friends and families, but also because aviation is a key part of our economy. Arizona\u2019s aviation economy supports nearly 19,000 jobs and contributes billions to the state and country.\n\nLook, we have the safest and most efficient aviation system in the world. This Thanksgiving was one of the busiest travel days on-record, and the women and men who staff our airports, airlines and air traffic control towers deserve credit for keeping things running smoothly.\n\nBut one of the issues I hear about most often is aviation workforce shortages, particularly air traffic controllers. And overworked, understaffed air traffic control towers are one of the contributing factors leading to the rise in harrowing near-misses at airports nationwide.\n\nOver the last year, there have been several near-miss incidents at Sky Harbor in Phoenix . . . one of the busiest airports in the world.\n\nAt Phoenix-Mesa Gateway, one of the fastest-growing commercial airports in the country, we just opened a brand new $30 million air traffic control. But staffing shortages have forced the airport to reduce operations at the tower by four hours each day.\n\nThe House\u2019s FAA reauthorization. . . the one the Senate has yet to take action on. . . increases FAA hiring targets for air traffic controllers, sets up workforce development programs to improve recruitment and retention, and sets up pilot program to convert towers staffed by private companies, like Gateway, to be staffed by FAA controllers.\n\nIt\u2019s not just airplane safety. . . our bill addresses passenger safety as well, particularly the safety of passengers with disabilities.\n\nJust last week, a video went viral showing ground personnel carelessly throwing a passenger\u2019s wheelchair down a ramp, where it bumped off, and bounced across the tarmac. Unfortunately, the House majority has decided to abrogate the May agreement, and now seems willing to disregard its responsibility to ensure the uninterrupted operations of the government. Looking ahead to the September work period and looming fiscal deadline, it is imperative that we find a path to reach a constructive outcome.\n\nPer the May agreement, the Senate Appropriations Committee has successfully reported out all 12 appropriations bills on a strong bipartisan basis and is beginning floor consideration. But for years now, few such pathways have existed for people in the Western Hemisphere, whether through the refugee system, permanent immigration process, or temporary work programs. And as the few remaining legal avenues have become more difficult to access in recent years, irregular migration has increased. H.R. 2 would further constrict those remaining pathways.\n\nInstead, we should reduce unauthorized arrivals at the southern border by creating new legal pathways, including legislating additional visa categories to support industries facing historic labor shortages, or expanding refugee pathways and in-country processing so migrants are not forced to make the dangerous journey to the U.S. border.\n\nWe share concerns about the federal government\u2019s preparedness efforts leading up to the lifting of Title 42 and the anticipated increases in arrivals of families and individuals as a result of the policy transition; however, we strongly disagree with proposals to automatically disqualify entire groups of people from applying for asylum in the first place.\n\nRather than dismantle the asylum system, we should pass legislation to significantly expedite screening and adjudications while protecting due process, so that migrants are not released into the United States for years at a time. We should build capacity for the government agencies involved to share information and process applications more quickly. When individuals are detained, we must ensure that conditions are safe, humane and dignified\u2014which includes providing migrants with access to medical care, legal counsel, and communication with family members.\n\nIn addition, Congress must deliver more support to local governments and communities, including through adequate appropriations for the Emergency Food and Shelter Program, which provides funding for the many NGOs and faith-based organizations near border communities that provide refuge to migrants who have nowhere to go upon being released from federal custody.
