The congresswomans language was in fact a direct response to the multiple-day delay in restoring power at the Rehabilitation Center in Hollywood Hills, which resulted in the deaths of 14 residents, the majority of whom were senior citizens. \nSpecifically, the language says:\nNot later than 180 days after the date of enactment of this Act, the Administrator of the Federal Emergency Management Agency shall provide guidance and training on an annual basis to State, Tribal, and local governments, first responders, and utility companies on (1) the need to prioritize assistance to hospitals, nursing homes, and other long-term care facilities to ensure that such health care facilities remain functioning or return to functioning as soon as practicable during power outages caused by natural hazards, including severe weather events; and (2) how hospitals, nursing homes and other long-term care facilities should adequately prepare for power outages during a major disaster or emergency.\nThis is another effort by Congresswoman Woman to protect seniors and others who rely on nursing homes for care. Independent media organizations have been shuttered, and dozens of journalists, bloggers, and citizens have been jailed for their speech. The Egyptian government has been engaged in a wide-ranging effort to crack down against public discourse, civil society activity, and independent media using a variety of methods and tools, including the use of legislation ostensibly designed to promote public safety or regulation, but practically used to stifle dissent. In particular, the NGO law ratified by President al-Sisi in May 2017 threatens to devastate the ability of independent organizations to operate within Egypt and calls into question the Egyptian Governments own commitments to freedom of expression and freedom of assembly. The government routinely pressures journalists and private citizens to suppress criticism of the government, and has used criminal prosecution, gag orders, arbitrary detention, and serious physical abuse in police custody to target free speech. The criminalization of legitimate NGO activity complicates the effectiveness of the foreign assistance package that the United States provides to Egypt annually. The usage of these funds, and their compliance with U.S. law under the Brownback Amendment, relies on the ability of implementing partners on the ground to function freely. Recently, the Egyptian government has participated in the disturbing global trend of government authorities targeting directly, as well as fostering an environment of discrimination and violence against, members of the LGBT community. The most recent wave of anti-LGBT persecution has been ongoing since September, when authorities in Cairo arrested seven people who had been photographed at a concert raising a rainbow flag. These arrests marked the beginning of a widespread crackdown on LGBT Egyptians with reports of 65 people being arrested. Most have been charged with sentences ranging from 6 months to 12 years in prison. Reports that the Egyptian Parliament will consider legislation that would criminalize same sex relations are further cause for concern. While the Egyptian government has demonstrated an interest in achieving greater parity for Coptic Christians, Copts continue to be the frequent target of systemic discrimination as well as violence carried out by non-state actors, including fellow Egyptians. Despite statements of support, the government has not taken sufficient steps to protect Copts from violence and ensure equal treatment under the law. Finally, the Egyptian government has repeatedly stated its intent to find a satisfactory resolution in the case against 43 NGO workers, including 19 Americans, who were unjustly convicted under the Morsi government in 2013. This issue has been an irritant in U.S.-Egyptian relations for too long and has set a troubling precedent with regard to Egypts treatment of democracy, human rights, and governance efforts, including programs funded by U.S. tax dollars. Yet, as a result of the Presidents actions and rhetoric, our most important partners in Europe and Asia have cause to question the U.S. commitment to our shared security. It is no surprise that confidence in U.S. leadership hasfallen sharplyamong our closest allies.\r\n\r\nIn addition, the document says the U.S. will 'offer encouragement to those struggling for human dignity in their societies.' This restates a core American principle, promoted under both Republican and Democratic administrations. The total request of $44 billion includes $1.24 billion in funding to support elementary schools, high schools, and colleges and universities that enroll displaced students.\u201cWhen disaster strikes anywhere in our nation, Congress has a duty to act swiftly to help those families affected,\u201d said Murphy. \u201cI have been working with members of both parties to ensure that Florida and Puerto Rico receive the federal funding they need to recover and rebuild in the aftermath of hurricanes Irma and Maria. In particular, I\u2019ve led the bipartisan effort to ensure schools in Florida who enroll students from Puerto Rico have sufficient resources to provide a great education to both their new and current students. Although I am concerned that the overall request of $44 billion is insufficient and I do not support OMB\u2019s proposed offsets, I am pleased that the request includes this critical funding for students and families in central Florida.\u201d On Oct. 5, 2017, Murphy authored a letter to the House Appropriations Committee and OMB urging them to allocate funding to elementary schools, high schools, and colleges that enroll displaced students. The letter was signed by 30 Members of Congress, including both Democrats and Republicans, representing Florida, New York, New Jersey, Connecticut, Pennsylvania, and Massachusetts. Each of these states has a large Puerto Rican population and will be a likely destination for island families moving to the mainland in the wake of Hurricane Maria. Since the letter, Murphy has worked closely with OMB, her colleagues on the Appropriations Committee, and school districts in Florida in support of her bipartisan effort. According to the latest estimates, 156,000 U.S. citizens from Puerto Rico have relocated to Florida in the last two months, and many of these families have school-age children.  In Orange County alone, the public schools have already enrolled over 2,450 displaced students since Hurricane Maria. The next step is for Congress to consider OMB\u2019s request, and Congress can\u2014and likely will\u2014provide funding beyond that requested by OMB.  This will be the third emergency appropriations bill that Congress approves, having already approved two bills in September and October.
