Without action, the recipients of a unique cycle of Transitional Living Program (TLP) and Maternity Group Home (MGH) grants ending in April 2018 face a gap in funding eligibility which will result in programs downgrading, discontinuing, or even closing permanently.\r\n\r\n\tTLP and MGH grants are critical to helping runaway and homeless youth find employment, learn life skills, provide parental care and guidance, acquire and maintain affordable housing, and ultimately return to their communities. Without these grants, communities nationwide will lose an important resource for responding to and preventing homelessness.\r\n\r\n\tThese programs last 21 months, and participants must meet progress milestones along the way. Participants develop critical skills that will help them reenter and thrive in their community, breaking the devastating cycle that leads youth to chronic adult homelessness. The programs operate on 5-year grant cycles, and have been consistently funded for decades because of their strong performance and positive, measurable results.\r\n\r\n\tUnfortunately, programs with TLP and MGH grants ending in 2018 are facing an extended gap in eligibility before they can re-apply for a subsequent grant. Due to off-cycle appropriations in 2013, grants were issued in April of 2013 and will expire in April 2018. Recently, the programs on this schedule received notification from the Family Youth Service Bureau that they are ineligible for a new grant until the end of fiscal year 2018 at the earliest, resulting in a five or more month gap in funding.\r\n\r\n\tA gap of this length is fiscally unsustainable, causing reductions in services. Some programs may even be discontinued or closed permanently, leading to an increase in inappropriate emergency shelter use and the overall youth homeless population. I'm Congressman John Yarmuth from Louisville, Kentucky, and the Ranking Democrat on the House Budget Committee.\r\n\r\n\tThis past week, we learned that the Senates latest iteration of Trumpcare, Graham-Cassidy they call it, would likely take health coverage away from approximately 32 million people  a staggering ten percent of the American public.\r\n\r\n\tLets be clear: we already knew that the bill, if it becomes law, would eliminate protections for people with preexisting conditions, end Medicaid as we know it, cause premiums to skyrocket, limit choice, condemn millions of working families to financial ruin, and lead to the deaths of thousands of Americans.\r\n\r\n\tSo, how is it possible that none of these devastating details seem to be having an effect on the President and Republican Senators, who continue to support this dangerous bill?\r\n\r\n\tBecause this was never about health care for them. If this were a debate on lowering costs and improving the quality of health care for working families, wed be having a very different conversation right now.\r\n\r\n\tIf Republicans in Congress are so desperate to take action on health care, Democrats would be more than happy to work with them on any proposal, provided it meets just one single condition: it has to make things better for the American people, not worse.\r\n\r\n\tGraham-Cassidy does not come close to meeting that condition. Instead, theyre racing to drive up families costs, and destroy their coverage with this legislation. That, to quote President Trump, is mean.\r\n\r\n\tIf Republicans want to work on a bill that further contains costs for the American people or improves heath care outcomes  or both  Democrats would work with them. All that matters to us is better outcomes for Americans.\r\n\r\n\tLet me repeat that. All we are interested in is improving the lives of the American people, and the bill Mitch McConnell could hold a vote on next week  with no debate and only a sham hearing  will unquestionably cause untold suffering in every community in America.\r\n\r\n\tThe bill will bring hardship to families nationwide, not just taking us back to where we were eight years ago but making things significantly worse  allowing states to remove price protections and gut vital health services for women like maternity care. It will strip away mental health care and the critical protections that make insurance meaningful.\r\n\r\n\tIf youre one of the 134 million Americans under the age of 65 living with a preexisting condition such as asthma, diabetes or cancer  thats one in three of us  this bill lets your state price you out of treatment that could save your life.\r\n\r\n\tIf you are in your 50s or early 60s, this bill would open up the door to a crushing age tax that causes your premiums to skyrocket.\r\n\r\n\tIf youre disabled and rely on Medicaid to survive, the bill sets caps that threaten to end the care you need.\r\n\r\n\tBut if youre a politician desperate to say you fulfilled an ill-thought campaign promise, Graham-Cassidy is the bill for you.\r\n\r\n\tPresident Trump was onto something when he called the House bill mean. But he stopped too soon. The Senate bill is monstrous. Cruel. Even deadly.\r\n\r\n\tRepublicans have until September 30 to pass a bill in the Senate without Democrats under budget reconciliation rules. It may seem like a trick for them to try to pass a health care bill as a budget bill to avoid working with Democrats. But, the truth is, this never was a health care bill. Thats why Graham-Cassidy is opposed by doctors, hospitals, patients, senior citizens, people with disabilities, and even insurance companies.\r\n\r\n\tThe good news is if Republicans want to propose a health care bill that improves care for the American people, they dont have to rush or use procedure to avoid Democrats. Were ready to work with you. Democrats are already at the table, and were saving your seats.\r\n\r\n\tSo please, for the American people, I urge my friends in the Senate to reject the disastrous Graham-Cassidy bill, and lets get to work on a real proposal to improve Americas health. I am writing to request an update on the status of this request.\r\n\r\n\tAs you know, Section 1115 of the Social Security Act gives you the authority to approve waivers that further the objectives of the Medicaid program. These include strengthening or increasing coverage for low-income individuals in the state; improving health outcomes for low-income individuals in the state; strengthening providers and provider networks available to serve Medicaid and low-income populations in the state; or otherwise increasing the efficiency and quality of care provided to Medicaid beneficiaries or other low-income populations in the state.[1]\r\n\r\n\tNot only does Governor Bevins waiver request explicitly not further Medicaids objectives, it harms them significantly. Under the Governors own estimates, his plan would rob 17,000 Kentuckians of their coverage immediately, and a total of 85,000 Kentuckians would lose coverage after five years.\r\n\r\n\tThat alone requires CMS to reject Governor Bevins waiver request, but his plan also violates many other provisions that have been explicitly denied by CMS in past waiver proposals. These include charging premiums for individuals living below the poverty line, a work requirement  which CMS has never approved  and excluding individuals from coverage for six months for non-payment of monthly premiums, among other provisions. Because Kentucky is heavily rural and the poorest of all the states asking for a Medicaid waiver, each of these provisions will bear disproportionate personal and economic pain on our residents. Further, requiring Kentuckians to be employed in order to receive needed health care will have a particularly severe impact in coal regions of our state, which are struggling with high unemployment rates and poor job prospects. Kentucky also faces a deadly opioid epidemic that would be exacerbated by this wavier by making it more difficult for people with substance use and behavioral health disorders to keep their coverage.\r\n\r\n\tDespite his flagrantly unviable request, Governor Bevin is holding our Commonwealths Medicaid recipients for ransom, pledging to end Kentuckys Medicaid expansion and terminate coverage for 440,000 Kentuckians if his waiver is not approved. He has created a no-win situation for the people of Kentucky. At a minimum, tens of thousands of Kentuckians will lose life-saving health coverage because of his actions. To be clear, Governor Bevin has chosen to request this waiver, this is not something that he is being forced to do. This was a decision he made out of political expediency, not to improve the health of Kentuckians.\r\n\r\n\tI understand that Governor Bevin has put HHS in a difficult situation, and I urge you to push back by making clear to the Governor that the health and well-being of our citizens are not chips to bargain with. I wouldnt want to, nor would I know how to, justify giving nearly $1 trillion in tax cuts to corporations and the wealthy, paid for by threatening the health and well-being of millions and millions of American families.\r\n\r\n\tWhen the CBO released its report last week showing that 24 million hard-working Americans will be left without health coverage by 2026 if we pass this bill, that premiums will rise 15-20 percent next year, that people will pay thousands of dollars more in deductibles and out-of-pocket costs, and that older Americans will be priced out of the market by an age tax - I thought for sure it was dead on arrival. That there was no way my Republican colleagues would walk this plank. But here they are  and they are trying to take millions of American families with them.\r\n\r\n\t14 million Americans will lose health coverage next year if this bill is approved. 21 million people will lose coverage in the next three years alone  wiping out all of the coverage gains from the ACA in just three years.\r\n\r\n\tFor pretty much everyone else in the individual market, deductibles and other costs will be higher. And for lower-income individuals, out-of-pocket costs will be much higher.\r\n\r\n\tInsurance companies will again be able to sell plans that offer much less financial protection. And we will return to the days where millions of people in this country will live in fear that they are always one serious illness or accident away from bankruptcy.\r\n\r\n\tThis bill will result in the largest transfer of wealth from struggling families to the well-off in our nations history -- giving $1 trillion in tax breaks to millionaires, billionaires, and corporations. It is Robin Hood in reverse, but this is far worse because access to life-saving care is being stolen.\r\n\r\n\tI dont say that casually. I have met people, constituents of mine, whose lives have been saved because of the Affordable Care Act.\r\n\r\n\tThis from one of my constituents:\r\n\r\n\tMy name is Kevin Schweitzer. I am 62 years old and I'm a lifelong resident of Louisville, Kentucky.\r\n\r\n\tI worked hard, took risks and built a successful small business that I sold at age 59. My wife and I were excited about our prospects as we headed into early retirement. As a retiree too young for Medicare, I purchased health insurance on the open market. Less than a year later I was diagnosed with Lymphoma. I have undergone multiple scans and 2 cycles of chemo. I am winning the battle so far, but since this disease is in my blood I will be fighting it for the rest of my life.\r\n\r\n\tA cancer diagnosis is a life changing event that not only attacks the body, but the mental stress is just as tough to deal with. Thanks to Obamacare, I've been able to rest easier knowing that my illness wouldn't bankrupt my family and that I'll be able to provide for my wife even after I'm gone.  \r\n\r\n\tI also heard from a young woman named Sarah Adkins. She suffers from chronic kidney disease. Sarah was able to get health insurance because of the ACA. On Jan. 9, 2011, it saved her life. One of her kidneys shut down and almost went septic. If she didnt have coverage, she would have waited or not gone to the hospital at all. The doctor told her if she had arrived at the ER an hour later, she likely would have died.\r\n\r\n\tMr. /Ms. Speaker: the health of my constituents Kevin Schweitzer and Sarah Adkins is at stake in this debate.\r\n\r\n\tThey, and the hundreds of others constituents Ive heard from who have serious and chronic health conditions, will need high-quality, affordable health coverage for the rest of their lives. Under this bill, they will get less coverage, it will cost more, and eventually they will be priced out of the market  leaving them with nowhere to turn for the care they need. And thats not all. Because of the last minute changes to this bill, insurers will be able to sell stripped-down coverage to weed-out people with pre-existing conditions. From there, they use explosives to blast the tops off the mountains and push rock and dirt out, ultimately filling the surrounding streams and waterways with debris, blast materials, and other dangerous elements and minerals that end up in the drinking water of the Urias family and countless others throughout coal country. This is what is left.\r\n\r\n\tAs weve noted during our fight for funding to help the families of Flint, Michigan dealing with water contamination: this should not happen here in America in the 21st century.\r\n\r\n\tYet, families in coal country have been dealing with this for 40 years, so you can imagine how many peoples health has been jeopardized by this practice.\r\n\r\n\tThe Stream Protection Rule that the House is about to block would serve as one of the only safety measures that would protect these families from poisoned drinking water, higher rates of cancer, lung disease, respiratory illness, cardiovascular disease, birth defects and the countless negative health effects that plague this region.\r\n\r\n\tIf my colleagues on the other side of aisle want to block the safeguards of the Stream Protection Rule, they should at least consider supporting my legislation, the Appalachian Communities Health Emergency Act, or ACHE Act.
