Res. 755, a resolution impeaching Donald John Trump, President of the United States, for high crimes and misdemeanors:\r\n\r\n\tForty-five years ago, as a young staffer for Senator Marlow Cook, I wrote the speech that would make him the first Senate Republican to call for the resignation of a corrupt president. As Republicans, we took no joy in going against a president of our own party, but we felt a duty greater than partisan loyalty  to our country, the Constitution, and the people who had entrusted us to, among other things, provide accountability of the executive.\r\n\r\n\tOn Wednesday, December 18, 2019, I will vote to impeach President Donald Trump, and I will do so for the very same reasons.\r\n\r\n\tAs with President Nixon and Watergate, evidence of President Trump's attempt to extort Ukraine's president for political gain is overwhelming, and his refusal to abide by constitutionally mandated congressional oversight flies in the face of our nation's founding as a republic rather than a dictatorship. Far from an isolated incident, these crimes are an exclamation point on his continued abuse of the presidency, which, left unchecked, would shatter the foundation of our constitutional system, and thus American democracy.\r\n\r\n\tIt saddens me that not a single Republican in Congress seems ready to demonstrate the courage of Senator Cook and dozens of their predecessors who put patriotism above partisanship nearly half a century ago. But even if they believe that the integrity of their party is no longer worth fighting for, by voting to impeach a lawless president, we are sending a signal that the integrity of our country still is.\r\n\r\n\tI well remember a conversation I had with David Obey, who served in the House for more than 40 years. We were discussing the dangers of the Trump administration, and he said, You know, John, democracy does not guarantee a happy ending. Earlier this year, Congressman John Yarmuth (KY-3) was successful in including a provision to repeal the Survivor Benefit Plan-Dependency and Indemnity Compensation (SBP-DIC) offset in the House version of NDAA. Our nation's Gold Star Families have sacrificed enough.\r\n\r\n\tYarmuth's amendment corrects a provision in current law that unfairly required surviving spouses of deceased military members to forfeit part or all of their Department of Defense Survivor Benefit Plan (SBP) annuity when they receive Dependency and Indemnity Compensation (DIC) from the Department of Veterans Affairs. There are more than 60,000 surviving families negatively impacted by the SBP-DIC offset, which reduces surviving spouses' benefits by an average of $924 per month, or $11,000 annually.\r\n\r\n\tRepeal of the offset will be phased in over three years. Consideration of the NDAA Conference Report now moves on to the Senate, where it is expected to pass. The two pieces of legislation repealing this offset have a record number of bipartisan cosponsors. H.R. 553, The Military Surviving Spouses Equity Act currently has 372 cosponsors, and the companion legislation S. 622 has 75 cosponsors.\r\n\r\n\tOur nation made promises to the surviving spouses of fallen service members, and it is among our highest moral responsibilities to see those promises honored. For far too long, Congress has failed to do what's right and keep our word to our heroes and their families.
