However, despite its size, assets, and reach, VHA struggles to meet the clinical demand of a growing and changing veteran population and faces significant financial challenges that require an overhaul of its service delivery. VHA is also unable to nimbly engage with the private sector\u2014particularly early-stage businesses\u2014due to bureaucratic hurdles, which further limits VHA\u2019s ability to participate meaningfully in a quickly evolving technological healthcare landscape.\n\n\u201cWe\u2019ve seen it work before \u2014 thanks to increased innovation at the Department of Defense, through the Defense Advanced Research Projects Agency, we have the internet and GPS,\u201d continued Congressman McGarvey. \u201cImagine what we could accomplish if our nation\u2019s largest integrated health system had the same authorities to design, test, and deploy health solutions that meet the unique and ever changing needs of veterans\u2014that\u2019s where the INNOVATE Act comes in. We need more innovative approaches within the organization, which is why I\u2019m proud to co-lead the INNOVATE Act to give the VA the necessary tools to deliver modern, effective care for our veterans,\u201d said Congressman Mike Levin. \u201cBy cutting red tape, driving innovation, and supporting veteran entrepreneurs, this bill would ensure our nation\u2019s heroes who have access to the best health care solutions available.\u201d\n\nThe INNOVATE Act provides VHA with new contracting tools and capabilities that will increase capacity for collaboration with the broader healthcare industry and prioritizes collaborations with veteran owned small businesses.\n\nKey components of the INNOVATE Act include:\n\nOffice of Innovation: The bill codifies the existing VHA Office of Innovation with a Chief Innovation Officer who reports to the Under Secretary for Health.\n\nSpecial Hiring Authority (SHA): SHA would enable the Office of Innovation to quickly and competitively hire the most qualified clinical and technical subject matter experts to provide innovative care and build cutting-edge solutions.\n\nAdvanced Market Commitment (AMC): AMCs guarantee the manufacturer a market for new products that meet a target product profile at a pre-agreed price. In the context of VA healthcare, this means VA could drive the market toward unique veteran-centric solutions rather than relying solely on off-the-shelf products that require costly modification to meet the specific needs of veterans. It also means VA could get an optimized price and early access to a technology that it co-developed or facilitated with external partners.\n\nOther Transaction Authority (OTA): OTA enables easier collaboration with external innovators through the research, prototype, and production of new technology, rather than the current months-to-years long process it takes VA to partner with external stakeholders. OTA already exists in other federal agencies like the Department of Defense and is an important step in empowering VHA to become an innovation hub that can co-develop research-backed technologies with small businesses \u2013 including an emphasis on veteran-owned businesses \u2013 and safely apply them to veteran healthcare.\n\nInnovation Fund: Through a dedicated Innovation Fund, VHA can invest in technologies, addressing healthcare market failures with solutions that have not yet been developed, or optimized for veteran healthcare. Rather than have funding provided by Congress, the Innovation Fund would be supported through pilots sponsored by industry where solutions are enhanced through VA clinical subject matter expertise, veteran feedback, synthetic data sets, simulation testing environments, real clinical environments, and advanced medical device manufacturing. The fund would be further supported by earnings through equity, intellectual property (IP) rights, and fee-for-service mechanisms within the department. The Innovation Fund will be self-sustaining and no money appropriated for veteran care would be used for the fund.\n\nVeteran Entrepreneurship: The INNOVATE Act would increase opportunities for Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran Owned Small Businesses (SDVOSB) to work with VA. We write to ask how the Department of Veterans Affairs is responding to these revelations and other emerging research on service-connected brain damage.\n\nBefore the June 30 article, a similar 2023 New York Times investigation, as well as research published by the Department of Defense (DoD) Uniformed Services Universities Brain Tissue Repository, pointed to the possibility that repeated exposure to blast waves generated by firing heavy weapons such as cannons, mortars, shoulder-fired rockets, and even large-caliber machine guns may cause irreparable microscopic damage to the brain. Vast numbers of military veterans have been affected to a devastating degree.\n\nCongress recently ordered the Pentagon to start assessing the blast threat posed by firing weapons and to develop protocols to protect troops. But the work is still in progress and questions remain about what level of blast can cause injury and how repeated exposure may amplify the risk. The Army and the Marine Corps both say that they now have programs to track and limit daily exposure for troops. But Marines in the field say they have not seen new safety programs, and troops throughout the military are still training with weapons that DoD is concerned may pose a risk.\n\nWhile these investigations, interviews, and research suggest that service members are being irreparably harmed by their own weapons, both in training and in combat, the damage is nearly impossible to document, because no brain scan or blood test now in use can detect those minute injuries in a living brain. As things now stand, the microscopic damage from blast exposure can only be definitively documented by examining thin slices of brain tissue under a microscope once someone has died. Tissue samples taken from hundreds of deceased veterans who were exposed to blasts during their military careers show a unique and consistent pattern of microscopic scarring.\n\nWith no way to assess and diagnose this type of brain damage, and with the symptoms mirroring existing mental and behavioral health disorders, many of these service members and veterans are diagnosed with P.T.S.D. and treated with psychotropic medications that are not effective in treating these injuries. Securing and zealously defending the economic, social, and human rights of the youngest among us is critical to ensuring justice today and success tomorrow. Unfortunately, compared to our peer nations, the U.S. performs poorly in terms of child poverty and other indicators of child well-being. The well-being of children is one glaring instance. Currently, American social policy affecting children ranges anywhere from the Internal Revenue Service with the Child Tax Credit to the Department of Health and Human Services with the Children\u2019s Health Insurance Program. The lapse of the expanded Child Tax Credit and other COVID-19-era funds has increased the child poverty rate from 5.2 percent to 12.4 percent, the largest increase recorded in the data. These effects are especially heightened for Black, Hispanic, and Native American children. You never think it\u2019s going to happen in your community; that no one could do this. But this is why we truly did not think it was possible. Not in Louisville. Not now.\n\n\u201cBut on April 10th, 2023, a lone gunman with an assault rifle walked into the Old National Bank on Main Street and opened fire on his colleagues. Spring\u2019s ritual beauty was shattered by the unfamiliar booms from an AR-15, the acrid smell of smoke, sirens, and screams.\n\n\u201cFive people were killed. Josh Barrick. Deana Eckert. Jim Tutt. Juliana Farmer. And my friend, Tommy Elliott. These five innocent lives were taken from us far too soon.\n\n\u201cJosh was a loving husband and young father; Juliana Farmer was expecting another grandchild; Deana Eckert was known for her compassion and generosity; Jim Tutt was a caring community leader; and Tommy Elliott, a longtime friend who loved life, people, jokes, and stories \u2014 all will be missed.\n\n\u201cEight others were wounded, including LMPD Officer Nick Wilt, who was shot with an AR-15 round in the head as he selflessly ran toward the gunman. It was his fourth shift as a police officer. Miraculously, he survived.\n\n\u201cAnd on the same day in a separate shooting blocks away at Jefferson Community & Technical College, Chea\u2019von Moore lost his life at just 24 years old, another young woman was caught in the crossfire between classes but survived. My thoughts are with them, their family, and their loved ones today as well.\n\n\u201cIt's been one year of living our lives without Tommy, Josh, Juliana, Jim, Deana, and Chea\u2019von. They\u2019ve been missed at birthdays, graduations, holidays\u2026 But we will never forget them. Students will be able to enroll in and complete degrees and certifications in high-need childcare and education programs.\n\n$1,000,000 for Complete Streets Improvements on West Kentucky Street\n\nThis project will make streetscape improvements to a blighted and busy downtown intersection.
