(August 14, 2026) – Today, Representatives Morgan McGarvey (KY-03) and Pramila Jayapal (WA-07) led 69 Congressional Democrats in a letter to the Department of Homeland Security (DHS) calling on the Trump administration to withdraw its new rule allowing asylum officers to reject an affirmative asylum seeker’s case without an interview and refer him or her directly to immigration court for deportation proceedings.

The rule comes as ICE ramps up arrests of individuals at airports, including those with legal status or pending applications.

Last month Sarafinah Bukirwa, one of McGarvey’s constituents with a valid visa and active asylum application, was detained by ICE at Louisville’s Muhammad Ali International Airport.

“USCIS’s failure to adjudicate such applications in a timely manner is now being weaponized by ICE, which, in collaboration with the Transportation Security Administration (TSA), is arresting individuals as they attempt to fly domestically,” the Members wrote.

McGarvey and Jayapal argued eliminating these interviews – a standard practice since 1990 – will deny those arrested under the new DHS rule from receiving full and fair consideration of their case, especially for asylum seekers who’ve faced persecution and violence and for survivors of gender-based violence.

The Members also rejected the administration’s claim that the rule would help address the asylum backlog, arguing it simply moves cases a USCIS officer could have decided into immigration courts, which already have 2.3 million pending asylum cases and keeps asylum seekers waiting in ICE detention even longer.

Instead, they called for increasing the number of asylum officers and resources for USCIS to process applications faster.

“Given the fact that Congress has given the administration $240 billion for immigration enforcement, moves like this call into question the Department’s ability to deploy those additional resources responsibly,” the Members continued.

Read the full letter here.

###", 1, "2026-08-15T05:23:20Z", "2026-08-15T05:24:50Z"], ["https://mcgarvey.house.gov/media/press-releases/congressman-mcgarvey-sends-letter-to-epa-administrator-opposing-exemptions-for-kentucky-chemical-plants-in-neighborhoods-already-facing-elevated-air-pollution-higher-risks-of-cancer", "Congressman McGarvey Sends Letter to EPA Administrator Opposing Exemptions for Kentucky Chemical Plants in Neighborhoods Already Facing Elevated Air Pollution, Higher Risks of Cancer", "2026-08-10", "2026", "2026-08", "Democrat", "House", "KY", "Morgan McGarvey", "M001220", "mcgarvey.house.gov", "mcgarvey", "https://mcgarvey.house.gov/media/press-releases", "scraper", "WASHINGTON, D.C. McGarvey has been working with family and advocates of Bukirwa since she was detained on July 22 and has called for her immediate removal and prompt medical care.

Read the full letter to ICE below:

Dear Mr. Venturella,

On July 22nd at the Louisville Muhammad Ali Airport, Sarafinah Bukirwa (“Ms. Bukirwa”), a resident of Kentucky’s 3rd Congressional District, was taken into custody by Immigration and Customs Enforcement at Muhammad Ali International Airport in Louisville, Kentucky and transported to the Grayson County Jail.

This detention is particularly troubling because Ms. Bukirwa entered the United States legally, has a valid work authorization, and a pending asylum claim. Furthermore, based on the information reviewed by my team, as well as the information made available to Ms. Bukirwa’s attorney, there are no criminal charges pending or resolved against Ms. Bukirwa.

Ms. Bukirwa is the executive director of Sarafinah Sickle Cell Society (SASCELL), an organization that works to provide lifesaving medical care, awareness programs, and support services for those with sickle cell disease throughout the world. She was on her way to address a conference in California when ICE agents grabbed her and took her to Grayson County.

Of immediate concern, Ms. Bukirwa herself has sickle cell disease and had all her necessary medication and doctor’s instructions regarding her condition at the time of her arrest.

Our office has received reports that, upon arrival at the Grayson County Jail, Ms. Bukirwa was denied medication for her sickle cell disease. We have also been told Ms. Bukirwa was hit by officers, and was stripped of her hijab and all clothes in the presence of male officers.

As such, I am requesting the following information and materials no later than 5:00 PM on

August 5th, 2026:

All body-worn-camera footage recorded during Ms. Bukirwa’s arrival, removal from the transport vehicle, entry into the Grayson County Detention Center, and intake or booking process.

All fixed-camera, handheld-camera, surveillance, audio, or other recordings depicting Ms. Bukirwa’s arrival, intake, booking, searches, medical screening, housing assignment, movement through the facility, or first night in custody.

All video and audio recordings from the housing unit, cell, holding area, medical unit, intake area, booking area, hallway, sally port, or other location in which Ms. Bukirwa was held during her first 48 hours in custody.

The complete intake and booking file, including property inventories, search records, classification assessments, housing determinations, photographs, fingerprints, screening forms, acknowledgment forms, and orientation materials.

The names, titles, employers, and identification numbers of all ICE, DHS, Grayson County, contractor, correctional, and medical personnel who participated in or were present for Ms. Bukirwa’s intake.

Copies of all logs documenting welfare checks, cell checks, rounds, meals, medication distribution, medical encounters, requests for assistance, and movements involving Ms. Bukirwa.

All incident reports and grievances filed with DHS (including the Ombudsman and OIG and any other relevant subagencies who have jurisdiction over these issues) regarding any officers involved in Mrs. Bukirwa’s intake process.

Any and all incident reports that DHS (including any subagencies who have jurisdiction over these issues) has received regarding Grayson County staff and medical facilities since March 2025.

For any requested record that ICE contends is held by the Grayson County Detention Center, a contractor, another DHS component, or another governmental entity, please:

identify the custodian and location of the record;

state whether ICE has the contractual, legal, or practical ability to obtain it;

immediately direct the custodian to preserve it; and

provide my office with the name and contact information of the appropriate official from whom the record may be obtained.

This is an urgent congressional inquiry involving the liberty, health, and safety of a constituent with a serious medical condition.

Sincerely,

Morgan McGarvey

Member of Congress

###

Congressman Morgan McGarvey represents Kentucky’s Third Congressional District, including Louisville and Jefferson County. The legislation would establish an independent commission to promote the interests of children and marginalized youth and ensure that their interests are protected and advanced in federal policy. Companion legislation was introduced by . Senator Edward J. Markey (D-Mass.) in the Senate.

The Child Safety and Well-Being Act comes in advance of National Children’s Week, while the Trump administration’s drastic cuts in the so-called One Big Beautiful Bill devastate health care coverage and nutrition assistance for children across the country. Recent data shows that 1.5 million children have lost Medicaid or CHIP health coverage since January 2025.

“In Kentucky, one in five kids still lives in poverty, and the latest cuts to programs like Medicaid and SNAP will push that number higher,” said Congressman McGarvey. “The federal government is failing our kids when it comes to the basics, and they’ve all but ignored the new issues our kids are dealing with. Young people are growing up in a world that’s changing faster than our policies can keep up, and that’s why this bill is so important. It forces us to confront those issues with every decision we make in Congress and ask ourselves how we can make the next generation’s lives better.”

“Children are around twenty-five percent of the population, but they are one hundred percent of our future,” said Senator Markey. “Children’s voices must be represented when we make decisions that will impact their lives. As the Trump administration strips health care, education, nutrition assistance, and protections from children all over the country, we must create pathways for American families to fight back and make their voices heard in Washington.”

“Our children shape our future,” said Congresswoman DeLauro, co-chair of the Congressional Babies Caucus. “It is up to us to ensure they are protected and never treated like an afterthought by our policymaking. They are the heart of our nation and our most valuable resource. We should treat them as such. I am proud to join my colleagues in reintroducing the Child Safety and Well-Being Act, legislation that would establish a Children’s Commission to examine federal policy and its impacts on our children so that lawmakers can make informed choices when legislating. We must ensure our children can grow into successful adults, in environments that help them thrive.”

“Children will live with the consequences of today’s decisions longer than the rest of us, and yet they’re usually left out of the rooms where these decisions are made. That results in adult-centric policies on everything from education to health care to gun violence, rather than addressing the needs of children. That’s why I’m proud to co-lead the Child Safety and Well-Being Act to create an independent commission dedicated to prioritizing the well-being of our children in the policymaking process. It’s our job as the adults in the room to look out for the children who can’t look out for themselves,” said Congresswoman Jacobs.

“Every child deserves a chance to grow up in a healthy, safe, and supported environment,” said Congresswoman Rashida Tlaib, co-chair of the Congressional Mamas’ Caucus. “This legislation ensures that federal policy takes into consideration our children’s well-being. McGarvey proposed diverting the funding to the Department of Veterans Affairs for veterans homelessness assistance programs. Today, Congressman Morgan McGarvey, railed against the bill on the House floor before casting his nay vote.

DOWNLOAD LANDSCAPE VIDEO HERE

TRANSCRIPT:

Mr. Speaker

We gotta stop saying this about $70 billion for ICE. This is about $240 billion for ICE. Republicans gave ICE $170 billion last July, and in less than one year they want to give them $70 billion more. That’s more for ICE this year than Russia spent on its military — and they’re currently at war.

$240 billion for honest to god stormtroopers — masked, armed agents kidnapping people off the street, murdering U.S. citizens, separating families, and detaining children.

We shouldn’t give them another dollar. We cannot give them another $70 billion. But if you’re willing to spend it, imagine the good we could do with that kind of money.

We could make people’s lives better. A free school breakfast and lunch for every kid in America.

Free child care for every American family with a kid under five.

We could bring back the healthcare tax credits that Republicans killed because “too expensive” for three more years.

Since feeding kids and fixing health care aren’t your thing, maybe we can agree on our veterans.

You guys say you care about our veterans. Let’s do something about it.

For $70 billion, we could end veteran homelessness forever, probably seven times over. In fact, I offered an amendment to this bill that does just that. Actually, with $70 billion, we could end homelessness in America.

And that’s just one example. There’s so much good we could do with this money. Just about anything would be better than giving it to ICE.

Vote no, I yield back.

###

Congressman Morgan McGarvey represents Kentucky’s Third Congressional District, including Louisville and Jefferson County. It is not “in the interest of justice” to walk away from this case; it is a miscarriage of justice. The Department of Justice must stop interfering with and undermining Louisville’s efforts to deliver justice for Miss Taylor’s family and atone for her death as a community.

On March 13, 2020, Breonna Taylor, a 26-year-old Louisville EMT who aspired to become a neonatal nurse, was shot and killed in her home by officers of the Louisville Metro Police Department executing a no-knock warrant. The warrant affidavit that led to the search was prepared by Detective Joshua Jaynes and approved by Sergeant Kyle Meany. The Department of Justice has alleged the officers knew they lacked probable cause to search Ms. Taylor’s apartment and intentionally drafted and swore to an affidavit that contained false statements and material omissions.

I understand prosecutors have faced several setbacks in their efforts to bring felony civil rights charges against Meany and Jaynes pursuant to 18 U.S.C. § 242. I am not a jurist, and I will not use this letter to comment on the wisdom, or lack thereof, of the court’s decision in this case to impose the strictest causation and mens rea standards possible to the chain of events that led to Miss Taylor’s death. I must, however, condemn your department’s decision to use those setbacks as an excuse to withdraw entirely from the case. Regardless of the court’s willingness to entertain the argument that Jaynes and Meany’s alleged crimes directly resulted in the fatal shots being fired, this fact remains true: Breonna Taylor is dead, and your department’s decision to walk away from this case means there will be no accountability for how the fatal raid began or for the officers involved.

The DOJ’s decision to walk away from this case and their argument that it is somehow “in the interest of justice” is insulting given the Trump administration’s persistent undermining of police and justice reform efforts here in Louisville and its utter abandonment of any kind of civil rights enforcement nationwide. One of the president’s very first actions after taking office was to begin the process of invalidating Louisville’s consent decree, from which he eventually withdrew the federal government a few months later. Your department’s Civil Rights Division, the very federal agency charged with protecting and securing justice for Miss Taylor and victims like her, recommended that Brett Hankison, an officer who fired ten blind shots through Taylor’s windows and doors, serve only one day in prison following his conviction by a federal jury. This pattern is not unique to Louisville. In Minneapolis and Memphis and so many more American cities, your Department of Justice has made clear that it is not interested in protecting the rights and freedoms of Black people, especially victims of police violence.

Louisville has spent six years working towards justice for Breonna and her family. We will continue that work, regardless of federal interference or your efforts to stop us.

###

Congressman Morgan McGarvey represents Kentucky’s Third Congressional District, including Louisville and Jefferson County. The type of service offered are unique to fit the goals and needs of each veteran.

Under current law, veterans who use GI Bill education benefits before accessing the VR&E program can be prevented from accessing their VR&E benefits for years due to VA rules. Veterans who use VR&E first are not subject to the same penalty, creating an unfair disparity that disproportionately affects veterans with disabilities.

The Ensuring Benefits for Disabled Veterans Act ensures that veterans who would like to access the VR&E program are not penalized based on the order in which they use their earned education benefits.

“Veterans shouldn’t have to navigate a maze of red tape just to get the benefits they’ve already earned,” said Rep. McGarvey. “The Ensuring Benefits for Disabled Veterans Act helps streamline that process, so our nation’s heroes can spend less time on paperwork and more time focusing on their future. I’m grateful to Rep. Peters for tackling this problem with a commonsense solution that will make the system work better for the veterans it's meant to serve.”

“San Diego is not only home to a vast military community, but to more than 240,000 veterans who proudly served our country—and it’s crucial they have the resources they need to thrive after their service ends,” said Rep. Peters. “No one, especially disabled veterans, should lose access to education and job-training benefits because of a technicality in the law. Our bipartisan, bicameral bill fixes this unfair disparity and ensures veterans can fully access their hard-earned benefits after serving our nation.”

“Our servicemembers sacrifice so much to keep the air we breathe free,” said Rep. Rutherford. “That’s why I am proud to join Rep. Peters in introducing the Veterans’ Access to Resources Act to get rid of unnecessary roadblocks preventing veterans from receiving the benefits they earned.”

“Our veterans served this country with grit and class, and now it is our turn to return the favor and provide commonsense access to the benefits they have rightly earned and deserve,” said Senator King, a member of the Senate Veterans’ Affairs Committee. “The Ensuring Benefits for Disabled Veterans Act will help veterans access their benefits more efficiently – ensuring all veterans with disabilities can pursue their education without becoming tangled in red tape. This simple fix will make it easier for veterans to access benefits they have earned, making sure they can learn the skills they need to transition to the next phase in their life, beyond the military.”

"AMVETS strongly supports the Ensuring Benefits for Disabled Veterans Act, which repeals an outdated limitation that prevents veterans from accessing both the VA’s Veteran Readiness and Employment (VR&E) program and educational assistance benefits. Disabled veterans should never be forced to choose between rehabilitation and education when both are critical to achieving meaningful, long-term employment,” said American Veterans (AMVETS) National Executive Director Joe Chenelly.

“Veterans’ paths to meaningful employment are not one-size-fits-all. By removing unnecessary barriers between VA education benefits and the Veteran Readiness and Employment program, this legislation would modernize VA policy and put veterans’ long-term success first. The VFW applauds Rep. Peters for advancing a commonsense fix that better reflects today’s transition realities,” said VFW National Legislative Service Associate Director Joe Grassi.

"The Ensuring Benefits for Disabled Veterans Act is a meaningful fix that puts veterans first. For too long, the outdated 48-month rule has penalized disabled veterans who rely on both the GI Bill and the Veteran Readiness and Employment program to pursue education and employment related training or rehabilitation. Repealing this rule ensures fairness, reduces unnecessary red tape, and empowers veterans to get the resources they need to succeed. IAVA is proud to stand with our partners in support of this legislation, and we urge Congress to move quickly to pass it,” said Dr. Kyleanne Hunter, CEO, Iraq and Afghanistan Veterans of America (IAVA).

Full bill text can be found here.

Background

The VR&E program provides education, training, and rehabilitation services to veterans with service-connected disabilities to help them prepare for employment or independent living. While VR&E already has its own statutory limits and safeguards, outdated rules governing multiple education programs have created unnecessary barriers for veterans who need these services most.

The Ensuring Benefits for Disabled Veterans Act amends Title 38 of the U.S. Code to remove VR&E from the combined benefit limitation, while preserving VR&E’s existing 48-month cap and the VA’s authority to grant extensions when medically or vocationally necessary.

Since coming to Congress, Rep. Peters has worked across the aisle to achieve the best possible outcomes for veterans and their families in San Diego – a city with one of the largest populations of veterans in the nation. He’s led several bills which have become law, including the Veteran HOUSE Act, the Veteran PEER Act, and the Sergeant Daniel Somers Veterans Network of Support Act, to ensure veterans have the housing, mental health care, and community support they need long after their service ends.

###", 1, "2026-04-04T05:28:40Z", "2026-04-04T05:30:10Z"], ["https://mcgarvey.house.gov/media/press-releases/congressman-morgan-mcgarvey-rails-against-dhs-funding-bill-on-house-floor", "Congressman Morgan McGarvey Rails Against DHS Funding Bill on House Floor", "2026-02-03", "2026", "2026-02", "Democrat", "House", "KY", "Morgan McGarvey", "M001220", "mcgarvey.house.gov", "mcgarvey", "https://mcgarvey.house.gov/media/press-releases", "scraper", "“I don’t want to stand at this podium in two weeks with a longer list of names, Mr. Speaker.”

WASHINGTON, D.C. Kennedy Jr. to save lives by restoring the previous childhood immunization schedule.

The letter comes on the heels of the Secretary Kennedy-led Centers for Disease Control and Prevention (CDC) announcing they will gut the childhood immunization schedule by reducing the number of universally recommended vaccines without substantive input from relevant scientific and medical experts.

In the letter, McGarvey and his colleagues wrote, “As Members of Congress, we are outraged at the Centers for Disease Control and Prevention’s (CDC) decision to endanger children and families by undermining the established science driven and expertly considered U.S. childhood immunization schedule. As Secretary of Health and Human Services (HHS), your duty to this country is to enhance the well-being of all Americans, and yet this decision will put Americans at unnecessary risk of illness and cost lives.”

“Your agency’s decision to overhaul decades of evidence-based science is arbitrary and driven by ideology. This announcement completely bypasses the recommendations made by the previously esteemed Advisory Committee on Immunization Practices (ACIP), a panel that you have replaced with your own hand-picked members, most of whom have long track records of anti-vaccine activism,” the letter states.

“We demand that you reinstate the previous childhood immunization schedule, restore sanctity to the ACIP, and protect the health and wellbeing of children,” the letter concludes.

To view the full letter, click here.

###", 1, "2026-04-04T05:28:40Z", "2026-04-04T05:30:10Z
["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at
url

select url, title, date, year, month, party, chamber, state, member_name, bioguide_id, domain, scraper, source, date_source, text, has_text, collected_at, updated_at from releases where "party" = :p0 and "state" = :p1 and "year" = :p2 order by date desc limit 101
p0": "Democrat", "p1": "KY", "p2": "2026
http://dpwillis-congress-press-search.hf.space/press/releases.json?party=Democrat&state=KY&year=2026&chamber=House
