The failure to match borrowers with repayment options best suited for their financial situation, during both initial repayment and repayment following rehabilitation of defaulted loans, contributes to delinquencies and defaults and can cause long-term financial harm to borrowers.\n\u00a0\nAs Congress works to reauthorize the Higher Education Act, we are committed to advancing policies that protect borrowers. We will seek to enact proposals that simplify access to income-driven repayment plans, including automatically enrolling distressed borrowers in plans with lower payments. We will also aim to make seamless the transition to affordable payments after default and gather more detailed data on how borrowers at risk of re-default are performing in repayment.\n\u00a0\nIn the meantime, however, we ask the Department to expedite issuance of updated sub-regulatory guidance for private collection agencies (PCAs) and loan servicers on how to best assist defaulted loan borrowers. In addition to the $1,710 that debt collectors receive for each rehabilitated loan, debt collectors also receive a commission equal to approximately 20 percent of each monthly payment borrowers make while they are in rehabilitation. This payment structure does not take into account whether borrowers default after they rehabilitate their loans. Moreover, collectors are paid significantly less for defaulted borrowers who choose to consolidate their loans instead of choosing to rehabilitate their debt. Misaligned incentives may explain why many borrowers who cure their defaulted loans are not provided with sufficient support to transition successfully to repayment and why some borrowers are unaware of their option to get out of default through loan consolidation. We are concerned that the current contracts create unintended consequences, and we recommend that the Department reevaluate its contracts to promote the long-term success of borrowers.\n\u00a0\nWe also ask the Department to develop a process for obtaining consent from borrowers in income-driven repayment plans to automatically recertify their income and family size information each year. The Department\u2019s October 2015 report on the student loan system noted that a process for automatically determining borrowers\u2019 monthly payments while they are enrolled in income-driven repayment plans \u201ccan and should be developed.\u201d Giving borrowers the option to automatically certify eligibility for income-driven repayment plans would make it much easier for them to continue making affordable payments. For low-income borrowers with rehabilitated loans, an automatic-recertification process would go a long way toward preventing re-default. The Congressional App Challenge, established in 2013, is a national contest designed to promote STEM education by encouraging coders to create a concept or source code for an online or mobile application. Adams (NC-12) is excited to announce that the 12th District of North Carolina is participating in the Congressional App Challenge (CAC), an app competition for U.S. high school students.\nThe Challenge submission period is from August 5, 2016 through November 2, 2016. The competition is open to all students who meet the eligibility requirements, regardless of coding experience. We strongly encourage students of all skill levels to participate, to learn how to create their own apps. Winners will be selected by panels of judges, drawn from the local community, and honored by their Member of Congress. Their apps will be featured on a display in the U.S. Capitol building and on the CAC website.\nThe CAC was created because Congress recognized that STEM and computer-based skills are essential for economic growth and innovation, and that the U.S. has been falling behind on these fronts. By some estimates, the U.S. may be short by many as a million programmers by 2020. These are high-paying, in-demand jobs. To maintain American competitiveness, it\u2019s crucial that the United States invests in our youth now, and helps them acquire these valuable skills. The CAC encourages students to pursue those skills and recognizes them for their efforts.\nRecognizing racial, gender, and other disparities faced in the tech sector, the CAC also focuses on inclusivity and making the Challenge as accessible as possible to people from all backgrounds. Deliberate efforts will be made to include students from all backgrounds, including those traditionally underrepresented in tech.\nThe Internet Education Foundation will be serving as the operational \u201csponsor\u201d of the CAC.
