Let me begin by thanking Larry Doby, Jr. for being here today and thanking all of my colleagues for leading this effort to ensure that Larry Doby\u2019s story continues to be told.\n\n\u201cGrowing up in South Carolina, Larry Doby \u2014 got to get the record right \u2014 was an inspiration for all of us. A native of Camden, South Carolina, Larry attended my high school, Mather Academy. He moved to New Jersey when he was 15 years old. I got to believe that all of the fundamentals were in place by the time he left Camden.\n\n\u201cI played baseball in high school and college, and We had so much pride in knowing that one of us had made it, even before a World Series championship in 1948.\n\n\u201cSo, I\u2019m pleased that we are gathered here today to celebrate this pioneer and recognize how his contributions paved the way for many more to follow in his footsteps.\n\n\u201cStanding outside of the Camden Museum and Archives is a statue modeled after Larry and Bernard Baruch. As the first African American player in the American League, he faced his share of harassment by fans and players alike. While traveling with the team, he had to stay in separate hotels and eat at separate restaurants. Even some of his teammates were slow to welcome him.\n\n\u201cBut that did not deter Larry. He was well rooted in those first 15 years. He reconciled all that and he endured and continued to put his best foot forward, becoming an incredible baseball player and the second African American team manager.\n\n\u201cIt\u2019s fitting that this statue I just spoke of in Camden is called \u2018Reconciliation,\u2019 because Larry Doby showed us the path to reconciliation through the sacrifices he made in his life.\n\n\u201cLarry followed Jackie Robinson to the majors by three months, and, being second rather than first, did not receive the same attention and fanfare. But this much is true: When the time came for Larry Doby to step up to the plate and do something memorable, he knocked it out of the park and became the first African American to hit a home run in a World Series game. To that end, earlier this year I reintroduced my legislation to close the Charleston Loophole, and today I am pleased to join Rep. Escobar in reintroducing the Disarm Hate Act. The Disarm Hate Act is a critical step we must take to end gun violence in Florida and across our country and spark change from tragedy.\u201d\n\n\u201cOregon is a leader in gun safety and already classifies hate crimes as a firearm-prohibiting offense. It\u2019s time to bring Oregon\u2019s gun safety model to Congress. It is unacceptable that people convicted of targeted hate crimes can continue to access guns, which we know increases the lethality of these attacks. Hate-motivated offenders have committed some of the deadliest mass shootings in U.S. history and even when they do not fire guns, they consistently use them to threaten, intimidate, and humiliate their victims. Frost for introducing the Disarm Hate Act to respond to the growing tide of violent hate crimes and to help prevent these tragedies before they happen,\u201d said Nick Wilson, Senior Director of Gun Violence Prevention, Center for American Progress.\n\nThe Disarm Hate Act is endorsed by National Violence Domestic Hotline, Amnesty International USA, Everytown, Brady, The United Methodist Church, The Violence Policy Center, March for Our Lives, WOLA, ADL, AFT, Giffords, Human Rights Campaign, and Sandy Hook Promise.\n\nAll original co-leads represent states and districts that have been impacted by hate-motivated mass shootings.\n\nIn June 2015, a white supremacist murdered nine worshippers during a bible study at the Emanuel African Methodist Episcopal Church in Charleston, South Carolina.\n\nIn June 2016, a gunman attacked a gay nightclub in Orlando, Florida, leaving 49 people dead and 53 others injured.\n\nIn October 2018, 11 worshippers were killed and seven others injured during at attack at the Tree of Life synagogue in Pittsburgh, Pennsylvania.\n\nIn August 2019, a man killed 23 victims and wounded 23 others in a shooting in a Walmart in El Paso, Texas, admitting to targeting Mexicans.\n\nIn March 2021, a gunman killed eight victims on a shooting rampage through three spas in Atlanta, Georgia, six of whom were Asian American women.\n\nIn February 2022, a gunman with a history of expressing support for Nazis and Proud Boys groups opened fire at a Black Lives Matter demonstration in Portland, Oregon, killing 1 and injuring 5 others.\n\nIn May 2022, a self-described supporter of white supremacy killed 10 people in a supermarket in a predominately Black neighborhood in Buffalo, New York.\n\nIn May 2022, a Nevada man carried firearms into a Taiwanese Presbyterian Church, shooting and killing one congregant and injuring five others with gunfire in an attempt to kill all 44 parishioners. The man allegedly targeted the church because of the congregants\u2019 national origin and religion.\n\nIn August 2023, an individual tore down the pride flag in a Southern California store while yelling homophobic slurs. When the store owner confronted the individual, he shot and killed her. Since then, two of these states, South Dakota and North Carolina, have decided to move forward, which will expand coverage to more than 300,000 uninsured Americans living in poverty. Bill Restoration Act would:\n\n\u2022 Extend access to the VA Loan Guaranty Program to the surviving spouse and certain direct descendants of Black World War II veterans who are alive at the time of the bill\u2019s enactment;\n\n\u2022 Extend access to the Post-911 GI Bill educational assistance benefits to the surviving spouse and certain direct descendants of Black World War II veterans alive at the time of the bill\u2019s enactment;\n\n\u2022 Require a Government Accountability Office (GAO) report outlining the number of individuals who received the educational and housing benefits;\n\n\u2022 Establish a Blue-Ribbon Panel of independent experts to study inequities in the distribution of benefits and assistance administered to female and minority members of the Armed Forces and provide recommendations on additional assistance to repair those inequities.\n\nIt is important that we not run from our history, but instead embrace the lessons of our past. The bill is named after Sgt. Isaac Woodard, Jr. and Sgt. Joseph H. Maddox, two relatively unknown Black World War II veterans who faced life-altering injustices due to their race. Those who misuse the term \u201ccritical race theory\u201d may disavow the teaching of their stories, but their experiences are \u201ccritical race facts\u201d that must be shared.\n\nSgt. Isaac Woodard, Jr.\n\nIn February of 1946, decorated World War II veteran Sgt. Isaac Woodard, Jr. was traveling home on a Greyhound bus to Winnsboro, South Carolina when a local police chief forcibly removed him from the bus and blinded him with his blackjack nightstick. Still in his uniform after being honorably discharged, Woodard was thrown in jail rather than given medical treatment. The police chief was ultimately charged but acquitted of the crime by an all-white jury. President Truman was so moved by Sgt. Woodard\u2019s horrific abuse that he signed an Executive Order integrating the armed services.\n\nSgt. Joseph Maddox\n\nAfter facing injury and receiving a medical discharge, World War II veteran Sgt. Joseph Maddox was accepted to a master\u2019s degree program at Harvard University. He was denied tuition assistance that he was rightfully due under the G.I. Bill by his local Veterans Affairs office to \u201cavoid setting a precedent.\u201d After seeking assistance from the NAACP, the VA in Washington, D.C. ultimately promised to get Sgt. Maddox the educational benefits he deserved.\n\nBackground\n\nBlack veterans sacrificed for this country because they believed in its promise of justice and equality for all. Yet, while the original G.I. Bill led to decades of prosperity for post-World War II America, this prosperity was not extended to the Black servicemembers upon coming home by mostly white state and local Veterans Administrations.\n\nIn 1947, only 2 of more than 3,200 home loans administered by the VA in Mississippi cities went to Black borrowers. Similarly, in New York and New Jersey suburbs, less than 1% of the mortgages insured by the G.I. Bill went to Black borrowers.\n\nThe impact of these disparities in education and homeownership has only grown with time. Homeownership is a helpful tool for wealth accumulation in the United States. According to a report from the Consumer Federation of America, homeownership between white Americans and Black Americans stand at 74.50% and 44.10% respectively as of 2020. This contrasts with homeownership rates in 1960 between whites and Blacks, 65% and 38% respectively.
