This is bad for science, bad for public health, and bad for America’s role as the undisputed leader in scientific research. I am leading my Congressional colleagues in demanding an investigation of the Wild Horse and Burro Sale Program to ensure wild horses and burros received the protections they are guaranteed by federal law."

“It’s long past time to fix the ongoing failures in how America’s wild horses are managed. For years, across both Republican and Democrat administrations, we’ve seen alarming reports of hostility toward these animals and serious questions about how the Bureau of Land Management is carrying out its responsibilities. This cannot be a partisan issue. It’s a stewardship issue. I’m proud to join this bipartisan effort to demand accountability, protect our wild horses, and push for real solutions that address the problem head-on.” said Congressman Juan Ciscomani

“Our laws demand that we protect wild horses, not send them to slaughter. Congress has always worked in a bipartisan manner to protect these animals, and we need accountability and oversight at the Bureau of Land Management immediately. We hope this request will force the Administration to do the right thing,” said Congressman Mark Pocan.

“Wild horses are a national treasure. Year after year, Congress has barred the Bureau of Land Management from slaughtering them. Yet now there is a concerning report that Trump’s agency is recklessly selling wild horses to buyers who slaughter them. I am calling on GAO to investigate,” said Senator Cory Booker.

“The GAO investigation is a critical step toward uncovering and eliminating abuses within the Sale Authority Program, abuses documented through AWHC’s longstanding investigation and recently brought to national attention by The New York Times. No federal program should allow America’s treasured and legally protected wild horses and burros to be funneled into the slaughter pipeline”, said Patricia Miller, Chair, Board of Directors & Executive Director, American Wild Horse Conservation. “We are deeply grateful to Representative Dina Titus and her fellow Congressional Wild Horse Caucus co-chairs, Representatives Ciscomani, Cohen, and Pocan, for leading this essential oversight effort and advancing the agency accountability and lasting reform necessary to ensure these animals receive the protections promised to them under federal law.”

The letter states: “This request is particularly urgent in light of recent reporting by The New York Times detailing how changes in the BLM’s management of wild horses and burros could exploit a legal loophole to facilitate their movement into the slaughter pipeline. The reporting raises renewed concerns about whether BLM's Sale Program is being used to circumvent longstanding congressional protections intended to prevent federally protected wild horses and burros from being sold or otherwise funneled into slaughter.

“A comprehensive GAO review would provide Congress with an independent assessment of whether BLM's current practices adequately protect federally managed wild horses and burros, comply with congressional directives, and appropriately safeguard taxpayer resources. It would also build upon GAO's prior examination of BLM's wild horse management and sales practices, allowing Congress to determine whether safeguards remain effective nearly two decades later.

“Most importantly, this review would help Congress determine whether the Sale Program is functioning as a legitimate placement mechanism or has become a pathway through which federally protected wild horses and burros can predictably enter the slaughter pipeline after title transfers. The recent reporting in The New York Times, together with BLM's expanded reliance on removals and sales, makes an independent examination especially timely.

“GAO's findings would provide Congress with the factual basis necessary to strengthen safeguards, improve reporting requirements, ensure compliance with appropriations restrictions and the Wild Free-Roaming Horses and Burros Act, and consider additional statutory changes where necessary.”

The letter asks the GAO to address the following issues:

Implementation of Sale Authority

How has BLM implemented its Sale Authority, including "sales without limitation," since enactment of the 2004 amendments to the Wild Free-Roaming Horses and Burros Act?

How many horses and burros have been sold annually under Sale Authority since 2004, and what trends have emerged over time?

How has BLM's reliance on sales changed following implementation of "The Path Forward" and the substantial increase in congressional funding for removals?

To what extent do current group and individual sales operate differently from the historical "sales without limitation" that Congress sought to restrict through appropriations language?

Purchaser Screening and Internal Controls

What policies, procedures, and internal controls govern purchaser screening, approval, monitoring, and post-sale oversight?

How does BLM identify and manage high-risk or repeat purchasers?

Does BLM maintain records of individuals or entities that have purchased large numbers of horses or burros over time, including purchases made through related individuals or entities?

What mechanisms exist to identify purchasers with connections to livestock auctions, kill buyers, brokers, slaughter facilities, or other high-risk entities?

How frequently has BLM investigated allegations that sold animals entered slaughter channels, and what enforcement actions, including repossessions, purchaser suspensions, or debarments, have resulted?

Post-Sale Outcomes and Enforcement

What information does BLM collect regarding the disposition of horses and burros after title transfers?

To what extent can BLM determine whether sold animals ultimately enter commercial slaughter channels?

Under what circumstances does BLM have authority to repossess or otherwise recover an animal after a sale?

What criteria does BLM use to determine whether to intervene when a sold horse or burro is subsequently identified at an auction, kill pen, or other slaughter-related facility?

How many horses and burros has BLM repossessed following a sale during the past ten years, and what circumstances led to those actions?

How many purchasers have been suspended, debarred, or otherwise restricted during the same period?

Does BLM distinguish between adoption and sale outcomes when reporting placement success to Congress and the public?

Compliance with Congressional Direction

Is BLM administering the Sale Program in a manner consistent with annual appropriations language prohibiting the destruction of healthy wild horses and burros or their sale for processing into commercial products?

Are BLM's current sales practices consistent with the purpose and intent of congressional restrictions on "sales without limitation"?

Does BLM have adequate safeguards to prevent sales that it knows, or reasonably should know, are likely to result in animals entering the slaughter pipeline?

To what extent could current Sale Authority practices undermine congressional prohibitions by transferring animals to purchasers who subsequently resell them for slaughter?

Are current policies and oversight mechanisms sufficient to ensure that federally protected animals are not predictably diverted into slaughter?

Program Management and Congressional Oversight

What relationship exists between BLM's removal targets, off-range holding population, adoption rates, and reliance on sales?

Has BLM evaluated whether its current removal and sale strategies create incentives to prioritize rapid disposal over durable placement outcomes?

What statutory, regulatory, administrative, or reporting changes would strengthen congressional oversight and accountability?

###", 1, "2026-09-19T09:11:33Z", "2026-09-19T09:12:45Z"], ["https://cohen.house.gov/media-center/press-releases/congressman-cohen-announces-805047-nih-grants-st-jude-and-uthsc", "Congressman Cohen Announces $805,047 in NIH Grants to St. Jude and UTHSC", "2026-09-18", "2026", "2026-09", "Democrat", "House", "TN", "Steve Cohen", "C001068", "cohen.house.gov", "cohen", "https://cohen.house.gov/media-center/press-releases", "scraper", "WASHINGTON – Congressman Steve Cohen (TN-9) today announced that St. Jude Children’s Research Hospital will receive two grants and the University of Memphis will receive one grant from the National Institutes of Health. Dr. Martin Luther King Jr. came to Memphis to stand with those workers and tragically lost his life there. This history reminds us that progress has never simply been given to Memphis. We have fought for it.

“Now, with the gerrymandered redistricting effort that took away the vote of black voters and the large-scale ICE raid that was carried out this past weekend, we must fight harder.

“So yes, today we celebrate the history, the music, the culture, and the BBQ, but most importantly we celebrate the people — the generations of Memphians who refused to accept that things had to stay the way they were. Fortwendel from the National Institute on Allergy and Infectious Diseases. Aspergillus fumigatus are a species of fungi which are the most prevalent invasive mold infections in immunocompromised individuals. The World Health Organization and Centers for Disease Control list it as a pathogen of grave concern. Therefore, new treatments are urgently needed. This project focuses on the mechanisms of how these fungi cause damage, with the goal of identifying new targets for antifungal drugs. A second grant, for $645,060, is for breast cancer research to develop new classes of drugs which evade drug resistance under the direction of Dr. Wei Li from the National Cancer Institute. A third grant, for $624,442, is for research on epigenetic regulation of heart function in health and aging under the direction of Dr. Zhongjie Sun from the National Institute on Aging. Epigenetic changes to the DNA are those generated by environmental factors (such as proximity to chemical processing plants or exposure to toxins from environmental pollutants) or behavioral factors, such as from smoking. This work may offer new preventative and therapeutic approaches for aging-associated kidney dysfunction and hypertension. And a fourth grant, for $498,595, is for studying neonatal cerebral vascular injury by prolonged asphyxia under the direction of Dr. Helena Parfenova of the Department of Physiology from the National Institute of Neurological Disorders and Stroke. The neonatal brain is particularly vulnerable to disruptions in its blood supply. Cerebral dysfunction caused by excessive production of certain inflammatory markers during asphyxia (the severe lack of oxygen reaching the body’s tissues and organs) frequently produces lifelong complications. This project aims to identify new approaches to enhance vascular protection to reduce complications from asphyxia.

Congressman Cohen made the following statement:

“I am always pleased to see this kind of major investment in medical research at our medical school. These deadly encounters are the result of stepped-up law enforcement. I continue to be concerned, as I told former Homeland Security Secretary Kristi Noem at an oversight hearing, that we don’t know where ICE agents are being recruited from, who they are, or what kind of training they receive in firearms or policing. They showed us in Minneapolis, in the killings of Renee Good and Alex Pretti, that they don’t use deadly force as a last resort and, in both cases, the public has not been given the kind of information that would result in accountability for the officers involved.

“These killings are tragic, and we must do better. In Tennessee, individuals don’t need a permit to carry a firearm. That makes guns more common and law enforcement more difficult. All of this leads to a dangerous situation ripe for the use of deadly force.

“One thing is clearly needed: an independent review of these incidents. A thorough, credible investigation is needed to understand exactly what happened, why, and to ensure accountability. We need to make it necessary to assure the public that proper procedures were in place and followed, and reduce the likelihood of these horrible incidents. My Deadly Force Independent Review Act, introduced in February, would require law federal enforcement agencies establish procedures to immediately, independently and impartially review every use of deadly force and conform to a uniform standard set by organizations evaluating best practices. The letter has 30 additional Congressional co-signers.

“I have been appalled at this Administration tearing down environmental protections,” said Congressman Cohen. “This proposed coal ash rule puts communities near any of the 450 coal ash sites across the country at risk – including Boxtown in Tennessee’s Ninth Congressional District and Kingston, Tennessee, which in 2008 experienced the largest coal ash spill and one of the largest environmental disasters in our country’s history. We need the existing rules in place to ensure that groundwater remains safe and the soil in yards and playgrounds has not been contaminated with toxic chemicals from coal ash.”

The letter reads in part:

“We write regarding the U.S. Environmental Protection Agency’s (“EPA”) recent regulatory proposal to significantly weaken federal safeguards governing coal combustion residuals (CCR), commonly known as coal ash. We are deeply concerned about the real-world consequences this proposal would have for communities across the country – many of which have already been harmed by coal ash pollution, and urge the Agency to reconsider this approach and prioritize public health over short-term industry interests.

“The current proposal would dismantle key elements of the nation’s only enforceable federal framework for managing coal ash. These protections were put in place to address well-documented risks to drinking water, land, and air. Weakening them now risks exposing communities—particularly working class communities and others already facing disproportionate environmental burdens—to a wide range of dangerous contaminants such as arsenic, cobalt, lead, lithium, mercury, and thallium. Exposure to these metals is widely known to substantially impair cognitive function and are toxic to a wide array of physiological processes.

“Coal ash remains one of the largest sources of industrial waste in the United States, and its legacy of contamination is well established. Based on industry’s own data, we know that over 90 percent of all coal ash sites are leaking contaminants into groundwater and there is widespread industry non-compliance. Existing CCR standards created baseline requirements for monitoring, closure, and cleanup of unsafe and leaking disposal sites after years of inadequate oversight. Rolling back those standards would not only undo that progress, but also erode public confidence in the federal government’s ability to prioritize and enforce basic environmental protections.

“We are especially troubled that the proposal would allow facilities to sidestep cleanup responsibilities and delay action at sites with known contamination. Changes to requirements for unlined and leaking impoundments, combined with reduced federal oversight, would place increased risk on nearby communities and shift responsibility to state agencies that may not have sufficient resources or authority to respond effectively.

“Beyond these concerns, the proposal raises serious legal issues. It is inconsistent with the EPA’s obligations under the Resource Conservation and Recovery Act to ensure the safe management of solid waste, safeguard groundwater for future generations, and protect human health and the environment. Moving away from long-standing safeguards not only puts communities at risk, but also creates legal uncertainty that could delay meaningful protections even further.

“We urge the Agency to withdraw this proposal and instead focus on nationwide enforcement of the existing coal ash standards. EPA should prioritize taking necessary enforcement action, as the federal government—and the EPA in particular—has a responsibility to enforce the existing protections to ensure clean water and a safe environment for all. As you know, EPA was established by President Nixon to protect human health and the environment. We hope you will act in full consideration of that mission in mind.

“We appreciate your attention to this matter and look forward to continued engagement to ensure coal ash is managed safely and responsibly.”

See the letter here.

# # #", 1, "2026-06-27T06:16:17Z", "2026-06-27T06:17:30Z"], ["https://cohen.house.gov/media-center/press-releases/congressman-cohen-condemns-rationale-attack-southern-poverty-law-center", "Congressman Cohen Condemns Rationale for Attack on the Southern Poverty Law Center", "2026-06-09", "2026", "2026-06", "Democrat", "House", "TN", "Steve Cohen", "C001068", "cohen.house.gov", "cohen", "https://cohen.house.gov/media-center/press-releases", "scraper", "WASHINGTON – Congressman Steve Cohen (TN-9), a senior member of the Judiciary Committee, today spoke at the third Republican-led hearing attacking the Southern Poverty Law Center (SPLC) and focused on the clearly false allegations that it is animated by antisemitism.

Addressing hearing witness Bryan Fair, SPLC’s President and CEO, directly, Congressman Cohen said in part:

“I don’t understand the questioning some have suggesting the Southern Poverty Law Center is not concerned about antisemitism and Jewish hate. Much has changed since 1970 when the Controlled Substances Act was enacted. My bill will clarify and update the CSA so that the evaluation of controlled substances is made on the best scientific evidence of today, not decades-old processes and outdated knowledge. I worked diligently with the nation’s leading scientific professional societies to ensure the bill’s approach reflects the gold standards in biomedical research and contemporary healthcare. Therapeutic progress depends directly on the ability of physicians and researchers to study substances of interest. The current law’s imprecise approach to Scheduling substances has created a system that is arbitrary and largely ignores the modern practice of medicine and public health, and has substantially hindered scientific progress.”

Congressman Cohen’s measure would amend the Controlled Substances Act to more closely align the act with modern medical knowledge, terminology and practices. This would be done by defining critical terms such as ‘accepted medical use,’ ‘physical dependence,’ and ‘potential for abuse,’ among others. Appropriately scheduling substances is critical to ensuring that researchers can access these substances for biomedical research, and patients, in accordance with the guidance of licensed health care providers, can access effective treatments.

Rather than directly regulating any given substance, this bill takes a comprehensive and procedural approach: it improves the scheduling process by tying it to the very best science, weighing costs and benefits based on actual and relative harms, and acknowledging the importance of research, experimental therapies, and the evolution of the practice of medicine.

The bill has been endorsed by the American College of Neuropsychopharmacology (ACNP), the American Society of Clinical Psychopharmacology (ASCP), the American Society for Pharmacology and Experimental Therapeutics (ASPET), and the Society of Biological Psychiatry (SOBP).

American College of Neuropsychopharmacology (ACNP) President Dr. Deanna Barch, Ph.D., made the following statement:

“This legislation takes a long-needed step to enhance clarity and strengthen the scientific basis on which substances are reviewed for scheduling. By adding and updating critical definitions that the statute has lacked, it gives the administering agencies a sounder evidentiary foundation for their evaluations. The scheduling framework these terms support has stood since the Controlled Substances Act was enacted in 1970, and bringing its core definitions into line with current science is an important and welcome advance.”

Dr. Randy Hall, Ph.D., President of the American Society for Pharmacology and Experimental Therapeutics, made the following statement:

“The Controlled Substances Act Clarification in Sciences Act of 2026 introduces key definitions that clarify gaps in the original Controlled Substances Act (CSA), aligning these definitions with current scientific knowledge and representing progress toward a more robust framework for reviewing substances for scheduling. It also addresses a barrier the research community has faced in studying controlled substances. In many cases, the constraints of scheduling status prevent scientists from understanding whether a substance may, in fact, have medical utility. These updates will facilitate the investigation of the use of many substances in a variety of therapeutic areas.”

Dr. Dost Öngür, MD, Ph.D., President of the Society of Biological Psychiatry stated:

“This bill is a service to science and to patients. For too long, the law has trapped promising treatments in a circular standard that blocks the very research needed to prove their value. Nearly 9 in 10 Americans believe that marijuana should be legal for medical or recreational purposes. You have recognized this disconnect between the science and policy with your executive order directing the Department of Justice (“DOJ”) to complete the rescheduling to Schedule III, and your DOJ’s April 23, 2026 order to reschedule certain medical marijuana products to Schedule III. However, rescheduling marijuana does not provide relief for anyone currently in federal prison from a marijuana conviction. As president, you have a unique opportunity to use your constitutional authority and issue a categorical commutation to address this continuing injustice.

“Those convicted of marijuana offenses face disproportionately long sentences. Based on data from the United States Sentencing Commission, it is estimated that approximately 3,000 people are still federally incarcerated for marijuana trafficking offenses, with hundreds, perhaps thousands serving harsh mandatory minimum sentences of 5 years or longer. Additionally, the arrest rate for African Americans for marijuana possession is 3.6-fold higher than for white people, despite similar usage rates. Too many people are serving way too long for marijuana-associated offenses. This means precious time away from loved ones and families separated for years, and in some cases even decades, due to our country’s antiquated laws around marijuana. However, thousands of people continue to be federally incarcerated for marijuana-related offenses, an activity that most states, in some form, have legalized.

“The Bureau of Prisons (BOP) is plagued by capacity issues, both overcrowded and understaffed. While it won’t solve the structural issues that have led us here, we believe that commuting the sentences of people with marijuana offenses would both address the overly harsh sentences while simultaneously allowing BOP to focus resources where they are needed most.

“Lastly, those serving unjust marijuana sentences should be provided with support services to ensure they have a successful reentry after years of incarceration. Unfortunately, often those with life sentences cannot access reentry services. In order to prevent recidivism, we also urge you to order BOP to provide such services to people serving marijuana sentences.

“Thank you for your consideration of our request.”

See the letter here.

# # #", 1, "2026-06-10T06:36:00Z", "2026-06-10T06:37:32Z"], ["https://cohen.house.gov/media-center/press-releases/congressman-cohen-introduces-six-articles-impeachment-against-supreme", "Congressman Cohen Introduces Six Articles of Impeachment Against Supreme Court Chief Justice John Roberts", "2026-05-21", "2026", "2026-05", "Democrat", "House", "TN", "Steve Cohen", "C001068", "cohen.house.gov", "cohen", "https://cohen.house.gov/media-center/press-releases", "scraper", "WASHINGTON – Congressman Steve Cohen (TN-9), a senior member of the Judiciary Committee, today introduced six Articles of Impeachment against Supreme Court Chief Justice John Roberts for committing high crimes and misdemeanors by violating the Constitution, disregarding his statutory obligations as Chief Justice, and breaching his oaths of office. Chief Justice Roberts has led the Court to the breaking point, with perceived political bias, arbitrary and unexplained rulings, and continually ruling for the rich and powerful at the expense of the poor and the broader citizenry.

Congressman Cohen made the following statement:

“The Supreme Court was once a proud and credible institution. Even if one disagreed with a position, there was respect for the analysis, thoroughness, and process. Under Chief Justice Roberts stewardship, it is now understood as biased: with decisions designed to benefit Republicans at the expense of representative government, seemingly contradictory and unexplained orders, and a pattern of ethical breaches that raises questions about the role of the wealthy. As Chief Justice, John Roberts is charged with administering this institution impartially, independently, and with integrity – all requirements built into constitutional structure of our judiciary. I have come to the unfortunate conclusion that while John Roberts remains Chief Justice, correcting this misconduct and ensuring the Justices and the Court itself comply with their legal obligations will be impossible.”

The six articles are summarized below:

Article One – The Chief Justice allowed the Court to become a partisan force, in breach of the constitutional guarantee of a republican form of government, due process, and equal protection of the laws, and the Chief Justice’s obligation to “administer justice without respect to persons” and “faithfully and impartially” discharge his duties. Time and time again, the Court has violated its own principles with a pattern of interfering in elections on behalf of Republican candidates.

For example, in the eight days following Callais, Tennessee dismantled its only majority-Black congressional district, splitting Memphis into three pieces. Alabama and South Carolina indicated they would follow suit. The Virginia Supreme Court struck down a voter-approved Democratic redistricting amendment, a case the Court declined to stay, within days. In contrast, the Court bypassed its rules to enable Louisiana to redraw its map in time for the 2026 elections. Similarly, on an expedited basis, the Supreme Court vacated lower court injunctions preventing Alabama from redistricting and allowed a new map to take effect eight days before the primary election. The asymmetrical application of the Purcell principle in a way that benefits Republicans demonstrates either the Chief Justice’s inability to administer the court impartially, or that his gross negligence would prevent him from faithfully discharging his duties.

The asymmetrical application of the Purcell principle in a way that benefits Republicans demonstrates either the Chief Justice’s inability to administer the court impartially, or that the Chief Justice is so negligent that he was unable to foresee that releasing the Callais decision days after Virginia’s referendum, and then subsequently picking and choosing which states will be redistricted with one line orders, would be perceived as political by the American people, and, in so doing, destroy their confidence in the neutrality and independence of the Court.

Article Two – Under Chief Justice Roberts’ stewardship, the Court systematically preferred the powerful over the people, undermining the notions of popular sovereignty, representation, and democracy at the heart of a constitutional republic. Taken together, Chief Justice Roberts led the Court to license a system of political exclusion that could entrench minority rule at the expense of the will of the people – a grave violation, with incalculable damage, to participatory democracy enshrined in our Constitution.

Article Three – Chief Justice Roberts violated his oath to “do equal right to the poor and the rich” by endorsing a corrupt campaign finance system that privileges the wealthy at the expense of all other citizens.

Article Four – Chief Justice Roberts violated the Constitution of the United States and his Judicial Oath by usurping Congress’s legislative role and exempting the President of the United States from criminal liability for illegal conduct. In placing a single person above the law, Chief Justice Roberts breached his oath to “administer justice without respect to persons.”

Article Five: Chief Justice Roberts’s leadership of the Court is marked by the Court’s arbitrary, unexplained, and inconsistent decisions that violate the Constitutional protections of the parties.

Article Six: Chief Justice Roberts violated his ethical and statutory obligations by failing to fully report assets on his financial disclosures and refusing to recuse himself from cases that presented perceptions of a conflict of interest. While on the bench adjudicating some of the most sensitive matters, Jane Sullivan Roberts, the Chief Justice’s spouse, was being paid millions of dollars to recruit attorneys by the very firms litigating before the Court. This conduct directly violates 28 U.S.C. § 455. More importantly, it violates the constitutional structure and the parties’ constitutional rights to an independent and impartial magistrate to adjudicate their claims.

# # #", 1, "2026-06-09T06:27:37Z", "2026-06-09T06:30:10Z"], ["https://cohen.house.gov/media-center/press-releases/congressman-cohen-announces-plan-his-political-future", "Congressman Cohen Announces Plan for His Political Future", "2026-05-15", "2026", "2026-05", "Democrat", "House", "TN", "Steve Cohen", "C001068", "cohen.house.gov", "cohen", "https://cohen.house.gov/media-center/press-releases", "scraper", "WASHINGTON – Congressman Steve Cohen, who has represented Tennessee’s 9th Congressional District for more than 19 years, held a press conference at his office in Washington this morning to announced that he will not be a candidate for any of the newly drawn Congressional seats carved out of the 9th. The majority (Republicans), however, seeks to hand individual health care decisions to a handful of radical activists, impose their preferred religious views on everyone else, and give cover to lawbreakers—even violent ones—when it benefits them politically…

“In December, seventeen people were arrested for blocking access to the Planned Parenthood clinic in Memphis—the only one remaining in the area, just blocks from my home. The other clinic had been forced to close because of the Administration’s deep Medicaid cuts. These protesters weren’t stopping abortions. Abortion in Tennessee is a felony at all stages of pregnancy, with no exceptions for rape or incest. The people entering that clinic were seeking routine, preventive services like blood pressure checks, breast cancer screenings, and STI treatment. It functions like any other doctor’s office, accepting insurance and serving patients whose reasons for visiting vary and are private. This wasn’t about protecting life—it was about intimidation and imposing one group’s beliefs on everyone else…

“Here’s the kicker: some of those arrested were anti‑choice activists whom President Trump had recently pardoned for earlier FACE Act violations. These individuals had already been convicted of obstructing access to reproductive health care. The FACE Act plays a critical role in protecting the rights of patients and providers. This Administration and the MAGA movement want to dismantle it. Allocating funds to a project that has no legal basis to proceed is an abuse of taxpayer dollars,” write the lawmakers.

“At the same time, museums, libraries, and local organizations nationwide wait for funding that Congress has already approved. NEH has yet to distribute appropriated funding for state and jurisdictional humanities councils, leaving these organizations in limbo halfway through the fiscal year. These institutions form the backbone of American civic and cultural life; redirecting their funding to a project that neither aligns with NEH’s mission nor reflects congressional intent risks real and immediate harm to communities nationwide,” continue the lawmakers.

The lawmakers’ letter specifically demands answers from President Trump and Mr. English on the following questions:

What is the grant purpose for the $2 million of Special Initiative funds and the $13 million of matching grant funds?

Who is the recipient of these awards? Although Congress maintained the $65 million appropriation for councils in the recently passed funding bill, funds have not yet been released. As a result, councils across the country have endured layoffs, frozen grant programs, and scaled back urgent community initiatives, including preparations for the upcoming 250th anniversary of the Declaration of Independence. Instead of using funding as Congress intended, the Administration is using taxpayer dollars for a self-righteous project that lacks clear legal authority, while undermining the cultural and civic institutions that serve communities throughout the nation.

###", 1, "2026-05-02T05:53:08Z", "2026-05-02T05:54:44Z"], ["https://cohen.house.gov/media-center/press-releases/congressman-cohen-announces-115-million-regional-infrastructure", "Congressman Cohen Announces $1.15 Million Regional Infrastructure Accelerators Program Grant from U.S. DOT", "2026-04-23", "2026", "2026-04", "Democrat", "House", "TN", "Steve Cohen", "C001068", "cohen.house.gov", "cohen", "https://cohen.house.gov/media-center/press-releases", "scraper", "WASHINGTON – Congressman Steve Cohen (TN-9) today announced that the Memphis-based Mid-South Development District will receive Round Four Regional Infrastructure Accelerators Program funding of $1,150,000 from the U.S. Department of Transportation to support an array of local transportation infrastructure projects.

Congressman Cohen made the following statement:

“As America’s Distribution Center, Memphis is the hub in a transportation network that drives commerce and produces skilled workers.
