Fifteen\r\nyears ago, we lost twelve brave coal miners who went to work at the Sago mine\r\nand never returned home to their families. As a state, we came together after\r\nthe tragedy to grieve the loss of our fellow West Virginians and support the\r\nfamilies and loved ones of those lost. After the disaster, West Virginia worked\r\nhard to pass legislation that improved safety standards for our miners who\r\nmined the coal that made America the leader we are today. The Sago disaster\r\nanniversary reminds us that coal miners risk their lives every day to power our\r\nnation, and we must prioritize their health, safety, and security. The Senate voted 81-13 to\r\noverride President Trump's veto of the FY21 NDAA. Senator Manchin condemned President Trump's\r\nreckless decision to veto the vital legislation last month. I\r\nam relieved the Senate voted overwhelmingly today to override President Trump's\r\nreckless and selfish veto of the NDAA. For over six decades, the NDAA has\r\npassed with overwhelming bipartisan support  proving that even in divisive\r\ntimes Congress can still come together to support our brave servicemembers and\r\ntheir families while also ensuring America and our allies are secure and\r\nprotected. I want to thank my Democratic colleagues and most importantly my\r\nRepublican colleagues for choosing country over party in overriding President\r\nTrump's veto of this important legislation. As a member of the Senate Armed\r\nServices Committee, I will continue to fight for our servicemembers and West\r\nVirginia priorities to ensure our nation is protected from threats at home and\r\nabroad. Below is a list of priorities included in\r\nthe FY21 NDAA: \r\n Supplying Our Troops with Materials Made in America-Securing our national\r\ndefense means reducing our dependence on foreign nations for critically\r\nimportant materials, such as: \r\n \r\nSynthetic Graphite- Senator Manchin's provision ensures that DoD studies\r\nthe military applications of domestic supplies of synthetic graphite.\r\nThis supports the important work of companies like Amsted Industries in\r\nWest Virginia that are proven industry leaders in the development of\r\nsynthetic graphite.\r\nRare Earth Elements (REE) from Coal Sludge-This provision builds on\r\nSenator Manchin's ongoing efforts to increase our domestic production of\r\nREEs. It is consistent with the ongoing, innovative research at West\r\nVirginia University (WVU) to extract REEs from coal and coal byproducts\r\nand supports the possible applications of this researchin\r\nfulfilling DoD's warfighting needs.\r\nCoal Carbon Fibers-Senator Manchin's provision ensures that coal\r\nbased carbon fibers are studied by the DoD to provide greater capability\r\nwithin our defense industrial base to supply critical materials\r\ndomestically. This could bring jobs and investment to West Virginia which\r\nis uniquely positioned to support the development of these materials.  \r\n Supporting our National Guard Troops through COVID-19\r\nPandemic-\r\nProvisions from Senator Manchin's Support our National Guard Act\r\n(S.3713) were incorporated into the NDAA to provide National Guard\r\npersonnel serving in support of the whole government response to the\r\nCoronavirus healthcare coverage.  \r\n Helping Our Local Broadcasters and Rural Papers-Senator Manchin secured\r\nlanguage encouraging the Department of recruiting commands to give all due\r\nconsideration towards the use of local broadcasting and traditional media\r\nsources such as, rural newspapers. DoD advertising, including major\r\nsporting events and typical recruiting advertisements have been cut back\r\ndue to COVID-19. This provision is consistent with Senator Manchin's\r\nongoing efforts to help West Virginia broadcasters and newspapers make up\r\nfor lost advertising revenue at a time when demand for their services has\r\nnever been higher.  \r\n Bringing Jobs to West Virginia-Senator Manchin's\r\nprovision provides place of performance contract flexibility that enables\r\nthe Department of the Navy to expand its employee base beyond the\r\nimmediate Capital Region to areas like Rocket Center, WV which will\r\ngenerate economic growth and save taxpayer dollars.This builds on\r\nSenator Manchin's related efforts in last year's NDAA to bring more jobs\r\nto West Virginia.  \r\n Special Operations Forces (SOF) Training on restored\r\nSurface Mine Sites-\r\nEncourages DoD to look at former surface mine sites, like those in West\r\nVirginia, for SOF training opportunities because of their austere, remote,\r\nand rough terrain.  \r\n National Guard Cyber Pilot- This language authorizes the\r\nSecretaries of the Army and Air Force to conduct pilot programs to develop\r\nand use cyber capabilities within the National Guard.  \r\n Expeditionary Solid Waste Disposal System- $15.9 million increase for\r\nthe Army to procure mobile, deployable incinerators to get rid of\r\nequipment that is contaminated. This will serve as an alternative to the\r\nmilitary having to use burn pits, which cause health complications to\r\nservice members.  \r\n Expansion of the Diseases Covered under Agent Orange\r\nExposure-\r\nLegislation that as a member of the Senate Veterans' Affairs Committee Senator\r\nManchin fought for was adopted to add Parkinsonism, Bladder Cancer, and\r\nHypothyroidism to the list of diseases associated with exposure to Agent\r\nOrange for veterans with a presumption of service connection.  \r\n Addressing the Exposure of Perfluoroalkyl and\r\nPolyfluoroalkyl (PFAS) in our Communities- The NDAA provides a $5 million\r\nincrease in authorized funds for the Agency for Toxic Substance and\r\nDisease Registry (ATSDR) to continue their five-year nationwide study to\r\nidentify the potential harm elevated levels of PFAS chemicals pose when\r\nthey contaminate our drinking water sources.  \r\n Ensuring\r\nthe Affordability of Insulin- More than 1 in 10 West Virginian adult has diabetes,\r\nmaking West Virginia ranked second highest in the nation. This provision\r\nwould requires the Secretary of Health and Human Services to conduct a\r\nstudy and issue a report on the affordability of insulin.
