Among the items included in the 4,155-page bill are:\n\n$800 billion in non-defense discretionary funding\n\n$12.319 billion for the Internal Revenue Service, on top of the nearly $80 billion provided to the IRS in the Inflation Reduction Act\n\n$400 million increase in border patrol funding that is expressly prohibited from being used to \u201cacquire, maintain or extend border security technology and capabilities to improve Border Patrol processing\u201d\n\nWhile prohibiting increased protection for our own border, $410 million is included for border security for Jordan, Lebanon, Egypt, Tunisia, and Oman\n\nFurthermore, the bill actively prevents Border Patrol funding from being used to help secure the border or improve processing at a time where border authorities are encountering up to 1,200 migrants a day (and climbing) and El Paso has declared a state of emergency due to the additional migrant influx expected if Title 42 is allowed to expire. Communities throughout the Central Valley and the entire American West are running out of water for daily use in homes, businesses, and agriculture production. Farmers are being forced to fallow their fields and dry out their orchards, and hundreds of thousands of acres of produce will be unable to be planted again this year.\n\nInstead of coming to the table to work on real solutions that would give families and farmers in my community the water they desperately need to survive, the majority has decided they would rather play politics with the most critical resource in the Valley.\n\nApparently, passing political messaging bills to check a box is more important to my democratic colleagues than trying to save the livelihoods of thousands of Valley farmers trying to put food on the table for Americans across the country.\n\nThis bill is completely silent on the desperate need for enhanced water storage infrastructure to better prepare for wet years.\n\nIt does not cut red tape, decrease time delays, or address increased project costs due to redundant requirements under NEPA.\n\nThe bottom line is this bill is bad policy and bad for the Central Valley. This language complements the RENEW WIIN Act and NEED Water Act that Congressman Valadao introduced earlier this Congress. The amendment would also create a program to assist in funding the repairs to damaged canal infrastructure facilities. This would help to restore capacity of existing facilities. This amendment gained bipartisan support in the markup, but was ultimately voted down by the majority.\n\nThe second amendment would codify the 2019 Biological Opinions (BiOps) that were independently peer-reviewed and informed by the most accurate, best available science. The corresponding operations plans for the Central Valley Project and State Water Project employs the 2019 BiOps science and data to ensure greater water reliability and availability for communities and farms across California, while continuing to protect at-risk species.
