From May 2010 to November 2014, the U.S. Department of Housing and Urban Development (HUD) sent numerous letters to the ACHA outlining significant physical, managerial, and financial failures, while requesting ACHA\u2019s plans for addressing these issues.\n\nIt wasn\u2019t until August 2015 that HUD entered into a Voluntary Compliance Agreement with the ACHA to resolve outstanding management and housing problems. After further non-compliance, HUD placed the ACHA in receivership in February 2016. In his short Transgender Day of Visibility message, President Biden mentioned \u201cchildren\u201d and \u201ckids\u201d five times.\n\nEarlier this month, during a House Education and Labor Committee Hearing, I asked President Biden\u2019s HHS Secretary if he considers performing sex-change procedures on 12-year-old children to be child abuse. Secretary Xavier Becerra refused to answer the question. I then asked Secretary Becerra if he would confirm that parental consent would always be necessary for these life-altering procedures, and he once again refused to answer the question.\n\nMy questioning of President Biden\u2019s HHS Secretary was based on guidance titled \u201cGender-Affirming Care and Young People,\u201d which was issued by the Biden Administration as a guide for young children on procedures they could purportedly use to \u201cchange\u201d their gender.
