Senator Cardin and Dr. Harris worked together to ensure that the park designation properly honors the life and work of Harriet Tubman while ensuring important protections for local property owners who were concerned about their property rights.\n\u00a0\n\u201cHarriet Tubman was an iconic figure our nation\u2019s history, for whom liberty and freedom were not just ideas,\u201d said Senator Cardin. \u201cI was proud to partner with Dr. Harris to properly honor the legacy of her life\u2019s work and contributions while protecting Marylanders\u2019 rights. More than 100 years after her death, Harriet Tubman will become the first African American woman and first individual woman to have a National Historical Park named in her honor. It\u2019s a great day for the Eastern Shore and our country.\u201d\n\u00a0\n\u201cThrough bipartisan work with Senator Cardin, we are able to create a national park to honor Harriet Tubman while protecting local property owners,\u201d Dr. Harris said. \u201cWhen the local community raised concerns about property rights, our offices worked together to find ways to protect the citizens while ensuring the park could move forward. I appreciate Senator Cardin\u2019s willingness to work together to accomplish this for the Eastern Shore.\u201d\n\u00a0\u00a0\u00a0\nThe official designation of the Harriet Tubman Underground Railroad National Historical Park is expected to be approved as part of the National Defense Authorization Act.\n\u00a0\nWithin the legislation, property rights are protected by requiring the federal government to acquire land from willing sellers, prohibiting the use of condemnation to acquire land, protecting land use rights in the Blackwater Wildlife Refuge (including hunting, fishing and agriculture), protecting rights of private properties adjacent to the park or monument \u2013 including activities that may be seen or heard from within the park or monument, and requiring a local public meeting to be held by the National Park Service.\u00a0\n\u00a0\nThe new national historical park in Maryland will trace Tubman\u2019s early life on the Eastern Shore of Maryland, where she was born and later escaped from slavery to become one of the leaders on the Underground Railroad. The bill also establishes a national historical park in Auburn, N.Y., to commemorate the later years of Tubman\u2019s life when she was active in the women\u2019s suffrage movement and in providing for the welfare of aged African Americans. In 2013, President Barack Obama established the Harriet Tubman Underground Railroad National Monument in Dorchester County on Maryland\u2019s Eastern Shore, setting the stage for National Historical Park designation.\n\u00a0\nTogether, the national historical park and monument will preserve the unique landscape associated with Harriet Tubman\u2019s life on the Eastern Shore and her legacy as the most famous \u201cconductor\u201d on the Underground Railroad. The park is also expected to increase tourism, create jobs and strengthen Dorchester County\u2019s local economy.\u00a0 In 2010, tourism represented one-fifth of Dorchester County\u2019s employment, generating more than $132 million for the local economy.\u00a0\n\u00a0\nHarriet Tubman was born in Dorchester County, Md., where she spent nearly 30 years as a slave. She escaped slavery in 1849, but returned to the Eastern Shore several times over the course of 10 years to lead hundreds of African Americans to freedom in the North. Known as \u201cMoses\u201d by African-American and white abolitionists, she reportedly never lost a \u201cpassenger\u201d on the Underground Railroad.\n\u00a0\nThe Harriet Tubman Underground Railroad National Historical Park would include historically important landscapes including:\u00a0\n\u00a0\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Upon enactment, the portion of the Harriet Tubman Underground Railroad National Monument that is owned and managed by the National Park Service will become the Harriet Tubman National Historical Park. This parcel contains the home site of Jacob Jackson, a free black man who used coded letters to help Tubman communicate with family and others and who also offered up his house as one of the first safe houses along the Underground Railroad leading out of Maryland\u2019s Eastern Shore. The Conservation Fund donated the 480-acre property, adjacent to Blackwater National Wildlife Refuge, to the National Park Service for the purposes of establishing the National Monument.\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The bill authorizes the National Park Service to acquire, through deed transfer or through conservation easement on private land, seven non-contiguous parcels of land that hold historical significance to the life of Harriet Tubman.\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The total acreage composition of these parcels is 775 acres in Talbot County, 2,200 in Caroline County, and 2,775 in Dorchester County (this includes the 480 acres that the National Park Service already owns).\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 These parcels are significant sites in Harriet Tubman\u2019s life, including her likely birthplace, the Brodess Plantation parcel where she worked as a young girl; the Cook Plantation parcel, where as a teenager she worked as a seamstress; and Poplar Neck plantation, where Harriet Tubman escaped slavery in 1849.\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The bill clarifies that the existing federal lands owned and managed by the U.S. Fish and Wildlife Service as part of the Blackwater National Wildlife Refuge, which are also part of the Harriet Tubman Underground Railroad National Monument, will remain under the management of the USFWS and part of the national monument.\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 In Auburn, N.Y., The Harriet Tubman National Historical Park would include important historical structures. The audit, released today, found that the Maryland system, which includes the Baltimore and Perry Point VA hospitals as well as the Loch Raven VA Community Living and Rehabilitation Center, had an average wait time of 81 days for new patients. Andy Harris Releases Reform Plan to Give Veterans Health Care Choice\n\u201cVeterans\u2019 Choice Plan\u201d Would Enable Vets to Forego Care at VA Facilities\nWashington, D.C. \u2013 Congressman Andy Harris, M.D., a Navy veteran and physician who worked in both the military and veteran health systems, has written and released a white paper that outlines his innovative proposal to provide veterans with health care outside of the broken Veterans Health Administration (VHA).\nUnder the Harris plan, veterans would be able to opt out of the VA Health System entirely, and instead get care through a private health insurance plan, the Veterans\u2019 Choice Plan\u2014a plan comparable to what federal employees are provided through the Federal Employees Health Benefits Program.\n\u201cVeterans who want to continue to get care through the VHA should be able to do so; those who don\u2019t should be provided private insurance just like federal employees have,\u201d explained Rep. Harris. \u201cThe Veterans\u2019 Choice Plan would allow them to see any doctor they want, go to hospitals that are close to home, and receive care from top professionals.\u201d\nCongressman Harris will send the reform plan to the House Veterans\u2019 Affairs Committee for its review later this week.\n\u201cOur veterans put their lives on the line for our nation; they at least deserve access to the same health care services as those who work at the VHA,\u201d added Rep. Harris.\nThe full text of the white paper can be found here:\nGiving Veterans a Choice Outside of the Veterans Health Administration\nProposed by Congressman Andy Harris, M.D.\nKey Point:\n\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Veterans should have the option to get a health care plan that is as good as the health care plans for VA employees taking care of them.\nBackground:\n\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The falsification of records by VA employees in places like Phoenix to cover up long wait times shows the fundamental flaws with the current structure of the Veterans Health Administration. There have already been 23 veteran deaths directly linked to delays in VHA care, and delays in treatment have been a factor in more than 100 deaths at VHA centers since 2001. While outrage is appropriately focused on those who falsified records to cover up long wait times, the fundamental problems that led to long wait times in the first place must also be addressed.\n\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 In rural parts of the country, like the Eastern Shore of Maryland, which is in my district, veterans often have no choice but to drive several hours to a full-service VHA-run hospital, or to see a physician specialist. This is in stark contrast to all other Americans with health insurance who can go to physicians and hospitals just up the street or in the next town over. The current system is fundamentally flawed, and without giving veterans another choice, the problems will only continue.\n\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Recommendations to allow veterans only to be seen in the private health sector on an ad hoc basis are not good enough solutions.\nReforming the System to Give Veterans a Choice:\n\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u2022 Veterans will be able to opt out of the VA Health system entirely, and instead get care through a private health insurance plan, called the Veterans\u2019 Choice Plan. Eligibility for veterans will be phased in gradually, beginning with new enrollees and \u201cpriority group 1\u201d veterans.\n\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u2022 Veterans eligible for Veterans\u2019 Choice will be able to choose any plan offered in their areas through the Federal Employees Health Benefits Program (FEHBP).\n\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u2022 The federal government will cover the entire cost of the premium. Currently, federal employees have to pay, on average, about 28 percent of the total cost of the premium, but for veterans the government will pay up to the entire premium, depending on their priority ranking.\n\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u2022 For priority group 1 and low-income veterans who may not be able to afford co-pays, the federal government will offer a system to cover those costs as well.\n\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u2022 The Office of Management and Budget will create a system similar to the one current federal employees use to sign up for the plan of their choice\u2014and ensure veterans have access to it.\nCosts:\n\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The VHA served 5.6 million patients in 2012, and according to the Wall Street Journal, the VA spent $7,297 per patient that year. A standard Blue Cross Blue Shield nationwide plan offered through the FEHBP costs $7,397, including both the government subsidy and the portion individuals usually pay. During the meeting, the board voted on a plan to replace Maryland's troubled health insurance exchange website with technology from Connecticut's exchange.\n\u201cThis evening, the board of the Maryland health exchange voted to abandon the state\u2019s failed online exchange and to adopt the technology used in Connecticut\u2019s exchange, instead of joining the federal exchange. The board also decided to hire Deloitte, the contractor that built Connecticut\u2019s website. Connecticut has had one of the more successful health care exchange rollouts in the country, while Maryland has had one of the worst. The board was right to stop throwing away even more taxpayer dollars on a system that does not work. Regrettably, as opposed to joining the federal exchange, going with the Connecticut technology will still cost Marylanders tens of millions of dollars more. outreach events that are free and open to the public. The first will be held from 9 a.m. to 11 a.m. at the University of Maryland Eastern Shore in Princess Anne, Md. The event will take place in the theater at the Student Services Center. Free parking is available in the lot adjacent to the Student Services Center.\nThis presentation will address new changes specific to the Eastern Shore, including the shift of income tax preparation assistance from the local Salisbury IRS Taxpayer Assistance Center to the local Volunteer Income Tax Assistance (VITA) program and Tax Counseling for the Elderly programs. These programs are administered through Shore Up in Salisbury and UMES in Somerset County, as well as local AARP state representatives, all of whom have been invited to attend the event in Princess Anne.\nA similar event will be held later that day, from 2:30 p.m. to 4:30 p.m. at the Elkton Central Branch Library located at 301 Newark Avenue, Elkton, Md. 21921.\u00a0Free overflow parking is available at the Singerly Fire Company across the street from the library.\nAt both events, the IRS will provide information on tax preparation services, identity theft, and refund fraud, as well as guidance on how to select a return preparer. Congressman Harris supported that House farm bill, which included protection for the poultry industry, and he supported substantial reforms the House wanted to make to the food stamp program, including a work-training requirement for able-bodied adult recipients. The legislation today combined those two bills, but minimized important reforms to the food stamp program.\u00a0The bill cut only $8 billion from the food stamp program, a far cry from the $39 billion cut the House had proposed, including the work requirement.\nCongressman Harris released the following statement on his vote: \u201cI support efforts to help our farmers, and I support safety-net nutrition programs for the hungry in America. Sadly, the combined farm and food stamp bill voted on today failed on both these measures.\u00a0The farm component of the bill will harm the poultry industry so important to the economy on the Eastern Shore\u2014an economy\u00a0that is barely treading water in this ongoing recession. The food stamp program, which has grown 240 percent in\u00a0only a dozen\u00a0years, needed reforms that included work or work-training requirements for able-bodied adult recipients\u2014but the final bill stripped out those requirements from the earlier House version.
