The bill rescinds the COVID-19 vaccine mandate for service members, supports a 4.6% pay increase for service members, combats inflation, requires audits and reviews of aid to Ukraine, advances parental rights for military families, and reverses President Biden’s cuts to shipbuilding, aircraft, and missile defense. These significant provisions will be welcome news for active-duty soldiers, sailors, airmen, marines, coast guard, and space force enlisted personnel and their families. The legislation not only addresses defense and intelligence issues generally, but also includes key provisions specific to Nevada contractors and military operations at Fallon, Creech, Nellis, and Nevada National Guard and Reserve Units. These are important items for U.S. national defense and Nevada’s economy.

“Of course, House and Senate Democrats couldn’t resist including some version of fantasy political agendas, which in this case is a mandate for the Department of Defense (DOD) to have a clean fleet of vehicles by 2030. Of course, don’t take my word for it: ask lithium producers in Nevada how it is going with the permitting process. The net effect is that in Nevada and 35 other states, you can marry whoever you want. I support and respect the use of that process and the will of Nevada voters on the issue of same-sex marriage.

“It is also a fact that as a result of the “Full Faith and Credit Clause” in the U.S. Constitution, Article IV, Section 1, that marriages that are valid in the present 36 states, are valid everywhere in the country. Just like your Nevada driver’s license is good in Florida, so is your Nevada marriage license. Accordingly, the need for federal legislation on what has traditionally been state jurisdiction, in this instance – marriage laws – continues to be unapparent. The Nevada Delegation’s community-generated process to address both Naval aviation and SEAL training capabilities, as well as the needs of Churchill County, the Walker River Paiute Tribe, and the Fallon Paiute Shoshone Tribe, ultimately led to the successful inclusion in this year’s NDAA,” said Congressman Mark Amodei. “A few months ago, several interest groups prematurely celebrated their misplaced belief that this proposal had failed in the 117th Congress. As it turns out, the inclusion of significant benefits for Tribal communities, conservationists, national defense interests, and local municipal governments, led to rare, overwhelming, bipartisan consensus that action is appropriate immediately. This is a clear recognition that there are such things as legitimate, responsible uses of public lands.

“I am sorry to report that several other pieces of consensus public lands legislation, initially included in this measure, were omitted due to Democrat committee staff resistance in the Senate Committee on Energy and Natural Resources. They included over 148,000 acres of wilderness designations, 2,600 acres of land transferred to the Washoe Tribe, a prohibition on oil and gas production in nearly 350,000 acres of the Ruby Mountains, and various county lands bill components, including for Douglas County, Pershing County, and Carson City – all consensus measures in these localities – were left behind, and will be priorities for the 118th Congress. A large swath of this land in Dixie Valley will remain under the primary control of the Department of Interior. The bill also transfers $20 million to the Walker River Paiute Tribe in recognition of historical contamination of their Tribal lands. Additionally, the agreement will allow Churchill County to access land for economic growth.

Key stakeholders speak in support of the Fallon Modernization:

“The Silver State should be proud that when Churchill County’s future was challenged by the Navy’s proposed expansion, Nevadans stood together, worked together, and created an exciting plan for the future. Texas:

“I’m disappointed that the U.S. Supreme Court today ruled to uphold President Biden’s decision to end Title 42, the Trump-era order better known as the ‘Remain in Mexico’ policy designed to help secure the border and keep Americans safe. Since the start of this failed Administration, over 2.9 million illegal immigrants have been apprehended at the southern border, and those numbers continue to rise, setting new records month after month. This is not only a national security crisis, but also a humanitarian crisis that will grow worse and worse following this ruling. Just this week, 53 migrants were found dead in a tractor trailer near the border in Texas because of a tragic and failed human smuggling attempt, and so far this fiscal year, over 7,700 pounds of fentanyl, enough to kill millions of Americans, has been seized by Customs and Border Protection. This is not the time for weak immigration policies that encourage illegal crossings.

“As such, today in the Appropriations Committee markup on the Fiscal Year 2023 Labor, Health and Human Services bill, I was glad to vote for an amendment that would effectively delay the Biden Administration from ending Title 42. Unfortunately, House Democrats rejected the amendment. Further, I’ve called for an investigation into the release of migrants in the U.S. along with my colleagues on the Appropriations Committee, and I will continue to support strong border policies. I urge this Administration and this majority party in Congress to secure our border, protect existing laws that keep American citizens healthy and safe, and enact legislation that will address the surge of drug smugglers and human traffickers at the border. But given the Supreme Court’s ruling on Title 42, unfortunately, we can expect that the partisan political agendas of this Administration will only be incentivized.”", 1, "2026-03-30T01:40:41Z", "2026-04-06T18:13:54Z"], ["https://amodei.house.gov/news-releases/amodei-reacts-anti-second-amendment-partisan-political-agendas", "AMODEI REACTS TO ANTI-SECOND AMENDMENT PARTISAN POLITICAL AGENDAS", "2022-06-24", "2022", "2022-06", "Republican", "House", "NV", "Mark E. You have to marvel at the consistency in the Senate. When it comes to anything of importance, anything resembling a transparent process is extinct in terms of how issues get debated, brought to the floor and passed. After a few weeks of closed-door negotiations by a special group, a bill is brought to the floor, passed, and sent over to Nancy Pelosi’s House of Representatives.

“While there are some good policy ideas contained in the so-called Bipartisan Safer Communities Act, we are unfortunately at a time when trust in the top ranks of the Federal Bureau of Investigation (FBI) and the Department of Justice (DOJ), who remain constantly focused on political agendas, is at zero. Support for bills which require trust in these entities and treat the Second Amendment casually is not justified. Further, at first glance, the Active Shooter Alert Act looked innocuous, but when you rely upon grants which are administered by the DOJ, what you are going to get is a continued assault on the Second Amendment by Merrick Garland and Joe Biden. While we are always in support of our law enforcement professionals, this is one of those times where experience tells us that expectations will get overruled by partisan political agendas.

“Along those same lines, school safety and juvenile background inquiries are things that I think a lot of people could probably get behind. It is worth also noting, earlier this week the House passed H.R. 7666 – The Restoring Hope for Mental Health and Well-Being Act, on a bipartisan basis, which will provide critical grants to help address mental health problems across the nation, substance abuse disorders, and suicide prevention, especially amongst children and young adults. But when you get into defining boyfriends, girlfriends, and relationships, as well as competing definitions of red flag dos and don’ts, once again, with zero trust in the present Administration’s DOJ and FBI political appointees, my appetite for hoping for the best is exhausted. If Nevadans wish to change those abortion laws to reflect the Dobbs v. Jackson ruling, this must be done through a proposed ballot initiative. In line with the Democrat motto of “never let a good crisis go to waste,” they have, in less than two weeks following the tragedy in Uvalde, Texas, forced a vote solely on gun control, without any provisions addressing school safety. In the face of this horrific school shooting, the majority party in the House did not accept a single amendment that Republicans introduced on policies for safer schools. The reality is that in failing to confront this undeniable issue and find meaningful solutions, the Left has succeeded in passing the most blatantly anti-gun legislation in the history of this country.

“While the messaging of this bill will be turned into who does and does not support the safety of our children and communities, it’s awful that commonsense measures that actually work to harden our schools are ignored by House Democrats in favor of an anti-Second Amendment agenda they have openly pushed for years. We have hardened our airports, our places of worship, and our government buildings, including the Capitol, in response to tragic events, but for purely political agenda reasons we cannot agree to add needed security infrastructure when it comes to our schools.

“If this were really about school safety, that is the first thing the majority party would take a look at in terms of sound policy solutions. For example, the Secure Every School and Protect our Nation’s Children Act would focus on assessing schools for weaknesses in security and mental health services; the Police Officers Protecting Children Act would allow law enforcement officers or retired law enforcement officers to carry a concealed firearm onto school grounds if approved by the local school board; and the Luke and Alex School Safety Act, which would require the Department of Homeland Security to establish a Federal Clearinghouse on School Safety Best Practices. These are all Republican-proposed measures to address this issue, which I have cosponsored, never considered by the House majority party.

“In a complete and total infringement of our rights, H.R. 2377 strips American citizens of their due process in allowing the seizure of their firearms without notice or any opportunity to be heard. In H.R. 7910, Americans are stripped of property rights and basic self-defense options, as the mandated restrictions would make it difficult to access a firearm in your own home – even in an emergency – due to “safe storage” provisions. Moreover, the capacity limitations would ban some of the most common firearms used by law-abiding Americans.

“The overwhelming supermajority of the people who own firearms are law-abiding citizens. 50% of new gun sales are to women. When we have women who are purchasing guns in record numbers, and the overwhelming supermajority of gun owners who are law-abiding, we need to do better than ignoring school safety and attacking one of the most law-abiding groups in the country. And what legislation has Speaker Pelosi brought to this floor to help Americans deal with gas and diesel price increases? To curb inflation on food costs? To turn around our skidding economy? Correct, nothing. Clearly, the majority agenda folks care about nothing other than their agenda. For all of those “vote no” amnesiacs in favor of government shutdowns, let me remind you that while this process has been the height of irresponsible decision making by the majority party, the only thing that’s worse than Congress’ dysfunction right now is shutting down the government and disrupting our veterans, social security operations, defense and border security operations, to name a few.

“With all due respect to my colleagues who voted “no”, no one is fooled by the “vote no, hope yes” culture. The domestic spending portion of the Omnibus is a classic example of that because no one will be championing that they voted against life, against saving border wall money, and against veterans’ programs. Further, livestock producers and the agriculture industry were rescued from burdensome Green New Deal requirements Democrats had insisted on pursing. While there is no such thing as perfect, we think this combination of conservative provisions allows us to continue the fight in the face of the dysfunction of the majority in the House, Senate, and White House.

“In this Omnibus package, there are some fundamentally-American results achieved by those of us who didn’t give up the fight, and as a result, produced several policy home runs despite being in the minority. Some of these provisions include:

An increase of $32.5 billion in funding for the Department of Defense (DOD), including a 2.7% pay raise for our troops;

An increase of $400 million for Immigration and Customs Enforcement (ICE) and an increase of $800 million for Customs and Border Protection (CBP), in part to address the crisis at our Southern border;

A $211 million increase to Wildland Fire Management for the Bureau of Land Management (BLM) and U.S. Forest Service;

Allowing for continued domestic energy and mineral development by preventing sage grouse from being listed in the Endangered Species Act (ESA);

Exempting farmers and ranchers from greenhouse gas permitting and reporting requirements;

A prohibition on closing the Guantanamo Bay detention facility and transferring detainees; and

A prohibition on the use of funds from being used to implement the United Nations Arms Trade Treaty, which urges greater record-keeping of lawful firearm owners, moving closer to the left’s long-sought goal of a national firearm ownership registry.

“Another successful aspect of this bill is that several Democrat poison pill provisions were eliminated through the conference process between the House and Senate. While it is part of the “woke” agenda of the majority party to remove Hyde Amendment protections, this long-standing amendment was preserved in the Omnibus package, preventing taxpayer dollars from being used to fund abortions. Moreover, anti-energy provisions, which would dramatically further reduce domestic mineral production, and a provision demanded by progressives to cancel $1.9 billion in border wall funding, further fueling the border crisis, were also eliminated.

“And because multi-tasking is important, I was also glad to see the inclusion of several Nevada-specific wins that I directly advocated for over the fiscal year:

All 10 submitted Community Project Funding designations, including funding to purchase emergency responder communications equipment for the cities of Sparks and West Wendover, upgrades to municipal water plants and sewer systems, and pedestrian improvements in Carson City, just to name a few;

The largest ever appropriations package for Lake Tahoe, including $7 million specifically to improve waterline infrastructure on Highway 50 for wildfire response capabilities;

Funding to support Nevada-based companies’ technology production, such as the Sierra Nevada Corporation and Rocky Research;

Funding for the Desert Research Institute (DRI) to carry out studies preventing urban flood damage, hydrological and climate forecasting, and improved data sharing capabilities; and

Funding to support research activities to improve geothermal and solar efficiency production, both of which have a strong presence in Nevada’s energy grid.

“As I’ve said repeatedly, the dysfunction of the majority party in Congress is off the charts. Although long overdue in its passage, now that Fiscal Year 2022 deck has been cleared with this vote, I look forward to continuing to work with my colleagues on the Appropriations Committee to secure funding for many more Nevada priorities again in Fiscal Year 2023, all while pushing back against provisions that serve a far-left, political agenda.”", 1, "2026-03-30T01:40:41Z", "2026-04-08T02:06:17Z"], ["https://amodei.house.gov/news-releases/amodei-reacts-disastrous-inflation-numbers", "AMODEI REACTS TO DISASTROUS INFLATION NUMBERS", "2022-03-10", "2022", "2022-03", "Republican", "House", "NV", "Mark E.
