Chapter 301), we are concerned that the implementation structure outlined by NHTSA disadvantages independent repair shops.\n\nIn its most recent letter, NHTSA suggests that its primary concern with the Massachusetts law is \u201cthe risk associated with the ability to, at scale, remotely access and send commands that affect a vehicle\u2019s critical safety systems.\u201d NHTSA argues that these risks exist regardless of who is seeking to repair a vehicle, and that no person or entity \u201cnecessarily poses a greater cybersecurity concern than another.\u201d However, NHTSA has allowed vehicle manufacturers to have remote access to telematic data, while at the same time suggesting that independent repair shops having similar access would pose a risk. NHTSA suggests that short-range wireless access, such as via Bluetooth, is a solution that \u201cwould significantly reduce the cybersecurity risks\u2014and therefore the safety risks\u2014associated with remote access.\u201d NHTSA is suggesting creating a double standard wherein manufacturers\u2019 long-range remote access is deemed less risky than similar access from an independent repair shop.\n\nNHTSA\u2019s evaluation of Massachusetts law may hurt small businesses and consumers. It will also starve Hamas of fighters and support.\n\nThis would be an important tactical change. Israel must provide a dramatic alternative to remaining in Northern Gaza, and they achieve that not with a minimum of aid but with a massive surge of aid to the South, enough to get civilians to leave despite Hamas\u2019 evil efforts to make them stay. The IDF must also show Palestinians that they will be safe where the aid is located, and I suspect Israel can win some international partners in that effort.\n\nTo be clear: getting the hostages out remains a top priority. In Massachusetts, 10,756 claims under the PACT Act have been submitted as of October 13th, including 1,202 claims from the Third District alone.\n\nThe amount of benefits veterans receive following an approved claim depends on their medical conditions and level of disability. However, examples of what Massachusetts veterans could receive include:\n\nIf a Massachusetts veteran with no dependents served in Afghanistan, was exposed to burn pit fumes during their service, has been diagnosed with cancer, and is unable to work, the veteran would now be presumptively eligible for free medical care at a local VA medical center and to receive $43,460 in annual disability benefits.\n\nIf a married veteran with one child and dependent elderly parents in Massachusetts served in Operation Iraqi Freedom, is suffering from chronic obstructive pulmonary disease and other respiratory disorders, and is unable to work, the veteran would now be able to receive free medical care through the VA and could potentially receive annual disability benefits up to $51,550.\n\nNotably, survivors of veterans are now eligible to reapply for benefits that may not have been available prior to passage of the PACT Act, including retroactive payments. For example, if a widow in Massachusetts who was married to a Vietnam veteran who died from lung cancer was previously denied survivor benefits, the widow could now reapply and receive retroactive benefits as well as a minimum monthly survivor benefit payment of $1,562.\n\nBackground:\n\nPrior to passage of the PACT Act, veterans with toxic exposures had to prove a direct connection between their medical conditions and a specific toxic exposure they faced during their military service. Due to the significant burden on veterans and the difficulty in connecting a condition to a singular exposure, the VA denied nearly 4 out of every 5 disability claims related to burn pit exposures. Veterans from earlier conflicts also faced significant hurdles in proving a connection between their medical condition and exposures.\n\nThe PACT Act finally changed that by:\n\nEstablishing New Presumptive Conditions and Exposure Locations: Requires that the VA automatically presume that veterans with specific medical conditions who served in areas of high risk of exposure to toxic chemicals are eligible for VA medical care and disability benefits, removing the burden of veterans to prove their medical conditions were the result of an exposure during their service.\n\nExpanding Eligibility: Expands eligibility for VA health care for multiple veterans.
