On behalf of a grateful nation, I\u2019m honored to lead this bill recognizing Eli Dicken, a true American hero.\u201d\n\nBackground:\n\nOn July 17, an active shooter opened fire in the food court of the Greenwood Park Mall in Greenwood, Indiana. Just fifteen seconds after the shooting began, twenty-two-year-old Elisjsha \u201cEli\u201d Dicken defended his fellow citizens by engaging the shooter with a 9mm Glock that he was carrying legally under Indiana\u2019s constitutional carry statute. When the shooter tried to retreat, Eli pursued him fearlessly.\n\nThe shooter tragically killed three people and injured multiple others in the fifteen seconds before Eli stopped him. Thankfully, Eli\u2019s actions saved countless lives and prevented this tragedy from becoming a mass shooting.\n\nIndiana\u2019s constitutional carry statute repealed the gun control law mandating that citizens obtain a permit to carry a handgun in public.\n\nGreenwood Police Chief James Ison described Eli as \u201cvery proficient\u201d in using tactics that neutralized the threat and saved lives.\n\nReps.
