We must do all we can to protect Americans and our allies across the world, and relisting North Korea as a state sponsor of terrorism will allow the U.S. to apply maximum diplomatic and financial pressure in hopes of peacefully removing the threat posed by Kim Jong-un\u2019s rogue regime.\u201d\n\t\t\t\tBACKGROUND\n\t\t\t\tNorth Korea had been previously designated as a state sponsor of terrorism from 1988 until 2008.\n\t\t\t\t\u00a0The House of Representatives\u00a0has taken action in recent months to increase pressure on rogue regimes and give the administration more tools to counter the North Korean threat.\n\t\t\t\tH.R. 3898, the\u00a0Otto Warmbier North Korea Nuclear Sanctions Act, would sanction foreign banks that do business with any entity that helps fund the Kim Jong-un regime\u2019s dangerous activities, including its nuclear and missile programs. The bill, named for the American student tortured to death by the North Korean regime, would impose the strongest sanctions ever on the regime and its financial supporters.\u00a0\u00a0H.R. 3989 was passed by the House of Representatives by a vote of 415-2 on October 24, 2017, and has yet to be acted upon by the United States Senate.\n\t\t\t\t\tH.R. 3364, the\u00a0Countering Adversarial Nations Through Sanctions Act, strengthens sanctions on rogue regimes, including North Korea over its nuclear and missile programs.\u00a0\u00a0H.R. 3364 was signed into law by President Trump on August 2, 2017.\n\t\t\t\t\tH.R. 1644, the\u00a0Korean Interdiction and Modernization of Sanctions Act, would impose sanctions on North Korea, specifically targeting its shipping industry and entities abroad that use North Korean slave labor.\u00a0\u00a0This legislation was passed by the House of Representatives by a vote of 419-1 on May 4, 2017, and later incorporated into H.R. 3364.\n\t\t\t\t\tH.R. 479, the\u00a0North Korea State Sponsor of Terrorism Designation Act, would require the State Department to decide whether to formally designate North Korea a state sponsor of terrorism.\u00a0\u00a0This legislation was passed by the House of Representatives on a 394-1 vote on April 3, 2017, and has yet to be acted upon by the United States Senate.\n\t\t\t\t\tH.Res. 92\u00a0would condemn North Korea\u2019s intercontinental ballistic missile development program, which violates UN Security Council resolutions.\u00a0\u00a0This resolution was passed by the House of Representatives by a vote of 398-3 on April 3, 2017.\n\t\t\t\tCongressman Larry Bucshon, M.D. is a physician and Republican member of the House Energy and Commerce Committee serving his fourth term representing Indiana's 8th Congressional district.
