Law-abiding citizens should not be punished due to complexities and irregularities in our country's gun laws. I\u2019m proud to support this common sense law, which will help bring clarity to a complex system.\u201d\r\nRepresentative Budd expressed his support for this legislation on the House floor. See his full remarks here and below.\r\nThank you, Mr. Speaker.\r\nI rise today in support of Mr. Hudson\u2019s Concealed Carry Reciprocity Act.\r\nAs things stand, each state currently determines its own concealed carry reciprocity laws. And some states don\u2019t recognize concealed carry permits from other states. This forces lawful gun owners to sometimes surrender their Second Amendment rights when traveling. The current system has created accidental criminals, ruined lives, and punished gun owners simply because they fell victim to complexity and uncertainty in the law.\r\n\r\nMy colleague's bill addresses this problem by bringing much needed clarity to the system. H.R. 38 is a simple proposal, but a necessary one, and if enacted it will allow lawful owners to carry their firearm into other states that allow concealed carry. This interstate recognition of concealed carry would be similar to a driver\u2019s license.\r\nH.R. 38 would not create national standards for concealed carry or take away a state\u2019s right to govern their own concealed carry laws like some may claim. No, this bill simply uses Congress\u2019s 14th Amendment power to protect people\u2019s constitutional rights from state abuse.\r\nSamuel Adams said quote \u201cThe Constitution shall never be construed to prevent the people of the United States, who are peaceable citizens, from keeping their own arms.\u201d End quote.\r\nThis powerful line from Mr. Adams sums up my feelings on this bill much better than I can.\r\nI thank Mr. Hudson for his steadfast leadership on this issue. I urge adoption.
