All along, this rule was nothing more than an effort to tilt the scales even further toward Big Labor bosses through administrative decree, and I am pleased the rule has been permanently blocked.\u201d\nByrne led the charge in Congress against the \u201cpersuader\u201d rule. He introduced House Joint Resolution 87, which would have blocked the rule through the Congressional Review Act process.\u00a0 The Education and the Workforce Committee approved Rep.
