The bill is now eligible for consideration by the full House of Representatives.\n\nThe ARTICLE ONE Act rebalances the power of Congress and the Executive branch to permit the President to unilaterally declare a national emergency for up to 30 days. Congress could then extend the emergency declaration for a year. Further extensions would require Congress to act yearly.
