Ryan Costello has had a few reasons to smile lately.\nIn a newsroom interview before he took office about a year ago, the Chester County Republican, who represents parts of the Berks and Tri-County areas, had listed several measures he wanted a hand in during his first term.\nTwo of the big ones - a long-term transportation bill and an overhaul offederal education policy - happened last week. And both included amendments he authored.\nI caught up with Costello on Tuesday to chat about the transportation bill, which President Barack Obama signed last week, and get his thoughts as a member of the committee that developed it.\nThe bill represents a sort of double-edged sword.\nIt marks the return of a once-routine achievement Congress had not been able to accomplish since 2005: funding transportation for longer than a year or two at a time.
