Brian Fitzpatrick (PA-01), Marie Gluesenkamp Perez (WA-03), Tom Suozzi (NY-03), Don Bacon (NE-02), Jared Golden (ME-02), Rob Bresnahan (PA-08), and Nicole Malliotakis (NY-11).\n\nWithout immediate congressional action, the Affordable Care Act (ACA) enhanced premium tax credits would expire on December 31, resulting in steep, sudden cost increases and widespread loss of coverage, which would destabilize the healthcare markets that working families rely on.\n\n\u201cCongress must act swiftly to bring certainty and reduce anxiety,\u201d said Davis. \u201cWe must promote greater accountability and ensure families do not lose vital health coverage or face bankruptcy due to medical emergencies.\u201d\n\nThe bill includes the following provisions:\n\nExtends enhanced premium tax credits through 2027 to guard families against sudden increases in monthly premiums.\n\nRequires consumer consent and timely notification before any plan or subsidy changes take effect.\n\nEnds hidden spread pricing, separates PBM profits from drug pricing, and ensures rebates reach patients directly.\n\nExpands access to Health Savings Accounts and streamlines premium payments to reduce coverage disruptions.\n\nModernizes eligibility standards and introduces a minimum contribution requirement to protect long-term affordability and federal resources.\n\n\u201cFrom the outset, I committed to delivering a bipartisan solution to prevent devastating premium spikes\u2014today, we are doing exactly that. Our bill keeps the ACA\u2019s premium tax credits in place, so families are not blindsided with unaffordable increases in the care they depend on,\u201d said Fitzpatrick. \u201cThis is a practical, people-first fix that protects families now, while preserving the space to keep working toward a stronger, smarter, more affordable healthcare system. When the stakes are this high, responsible governance means securing 80 percent of what families need today rather than risking 100 percent of nothing tomorrow. We built this the right way\u2014with input from across the aisle and across chambers\u2014with the clearest pathway to the President\u2019s desk. Simply put, while this bill is not perfect, it is a short-term, reasonable solution that prevents catastrophic premium spikes. If enacted, we must use the reprieve to craft long-term reforms to lower healthcare costs in the long run: incentivizing preventative care, lowering drug prices, and cracking down on wasteful bureaucracy and abuse in our system.
