{"database": "press", "table": "releases", "rows": [["https://dougcollins.house.gov/index.cfm?sectionid=25&itemid=574", "Collins Introduces Legislation to End Financing to ISIL", "2014-09-15", "2014", "2014-09", "Republican", "House", "GA", "Doug Collins", "C001093", "dougcollins.house.gov", null, null, "legacy", "Media Contact\r\n\r\n\t\u00a0\r\n\r\n\tCOLLINS INTRODUCES LEGISLATION TO END FINANCING TO ISIL  \r\n\tSecond Collins Bill in a Week Immediately Targeting Terrorist Activity\r\n\r\n\t\u00a0\r\n\r\n\tWASHINGTON [Sept 15] \u2013 Congressman Doug Collins (GA-09) today introduced his second piece of legislation aimed at immediately stopping and ultimately ending the threat of Islamic State terrorism.\u00a0\r\n\r\n\t\u00a0\r\n\r\n\tThe End Financing to ISIL Act, H.R. 5463, requires a classified report to Congress from the State and Treasury Departments identifying individuals in foreign countries who are funding ISIL and the actions those countries are taking to stop such activity.\u00a0 In the event a foreign government fails to take action against known ISIL financiers, Collins\u2019s bill authorizes President Obama to suspend arms sales or military aid to that country.\r\n\r\n\t\u00a0\r\n\r\n\t\u201cReports of how and where ISIL jihadists are getting funding\u2014from oil sales on the black market to independent financiers\u2014make it both possible and vital to cut them off,\u201d Congressman Collins said. \u201cSuspending military sales or direct aid gives these vulnerable countries a tangible reason on top of the principled reason for eliminating this menace to the world.\u201d\r\n\r\n\t\u00a0\r\n\r\n\tThe End Financing to ISIL Act and H.R. 5434, the Visa Waiver Program Suspension Act, are two immediate resources Congressman Collins has offered in the past week that are aimed at preventing further jihadist activity against Americans.\r\n\r\n\t###", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://dougcollins.house.gov/index.cfm?sectionid=25&itemid=574"], "units": {}, "query_ms": 2.2148098796606064, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
