This follows President Trump\u2019s Regulatory Relief for Certain Stationary Sources to Promote American Energy Proclamation.\n\n\u201cOverreaching regulation is the greatest hurdle to increasing access to affordable, reliable energy,\u201d said Congressman Downing. \u201cI applaud the Administration\u2019s decision to add Colstrip to its list of MATS exemptions, a move that will provide clarity and certainty for operations going forward. I look forward to seeing continued regulatory relief for America's energy producers.\u201d\n\nBackground:\n\nOn May 7, 2024, the Environmental Protection Agency published a final rule titled National Emissions Standards for Hazardous Air Pollutants: Coal- and Oil-Fired Electric Utility Steam Generating Units Review of the Residual Risk and Technology Review, which amended the preexisting Mercury and Air Toxics Standards (MATS) rule.\n\nThe rule places severe burdens on coal-fired power plants and on the viability of our nation\u2019s coal sector.\n\nOn March 31, Congressman Downing, alongside the Montana Congressional Delegation, sent a letter to EPA Administrator Lee Zeldin urging the agency to request a two-year Presidential Exemption for Colstrip from the MATS rule.\n\nOn April 8, 2025, President Trump issued a Proclamation detailing that certain stationary sources subject to the rule are exempt from compliance with the rule for a period of 2 years beyond the rule\u2019s compliance date.\n\nOn April 14, 2025, Colstrip was officially added to a list of exempt stationary sources.\n\n###", 1, "2026-03-30T01:40:41Z", "2026-04-07T00:33:40Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://downing.house.gov/media/press-releases/downing-praises-inclusion-colstrip-plant-epa-mats-exemption-list"], "units": {}, "query_ms": 1.3306778855621815, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
