{"database": "press", "table": "releases", "rows": [["https://fulcher.house.gov/2026/08/31/fulcher-signs-on-to-bill-protecting-idahoans-privacy/", "Fulcher Signs On to Bill Protecting Idahoans\u2019 Privacy", "2026-08-31", "2026", "2026-08", "Republican", "House", "ID", "Russ Fulcher", "F000469", "fulcher.house.gov", "fulcher", "https://fulcher.house.gov/category/press-releases/", "scraper", "WASHINGTON, D.C. \u2014 U.S. Congressman Russ Fulcher (Idaho-01) released the following statement after co-sponsoring H.R. 9716, the Protecting Rights in Video and Equipment Acquired Discovery (PRIVACY) Act.\n\n\u201cI\u2019m proud to sign on to this legislation to protect the privacy rights of Idahoans from increasingly intrusive surveillance data collection and to prohibit the widespread deployment of such surveillance tools with federal dollars,\u201d said Congressman Fulcher. \u201cIt\u2019s simple: if the federal government wants to access state and local systems\u2019 data on citizens, they need to get a warrant.\u201d\n\nSpecifically, the legislation safeguards the privacy of Americans by requiring federal law enforcement agencies to obtain a warrant from a Federal judge before accessing, receiving, querying, or otherwise obtaining surveillance data collected by state and local systems, such as:\n\nAutomated license plate readers (ALPRs);\n\nCameras that capture images of a vehicle\u2019s occupants;\n\nLong-range microphones;\n\nElectronic fingerprint detection technology;\n\nAny substantially similar technology determined appropriate by the Attorney General.\n\nBill Background\n\nThe PRIVACY Act:\n\nCreates a list of intrusive technologies and requires federal law enforcement to obtain a warrant before accessing or querying data from those systems.\n\nLimits the retention of data obtained under a warrant to 30 days, unless the data constitutes evidence in a prosecution or a court grants a limited extension.\n\nProhibits the use of federal funds to purchase or install such intrusive technologies, with limited exceptions.\n\nTo read the bill text, click here.\n\n###", 1, "2026-09-01T09:48:49Z", "2026-09-01T09:49:51Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://fulcher.house.gov/2026/08/31/fulcher-signs-on-to-bill-protecting-idahoans-privacy/"], "units": {}, "query_ms": 0.8513610810041428, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
