McGovern (D-MA-2).\n\nThe two resolutions would restrict the President of the United States\u2019 ability to confront narco-terrorist threats in the Western Hemisphere and limit the tools available to the President and U.S. Armed Forces to counter foreign terrorist organizations operating in our backyard.\n\n\u201cThe Maduro regime is a foreign terrorist organization that uses Venezuela as a base to flood our hemisphere with deadly drugs, said Congressman Carlos A.
