Second, that citizenship in the United States confers awesome responsibilities and exclusive rights in equal measure \u2014 including the exclusive right to vote in American elections.\n\n\u201cTo me and the people of my district, these principles are noncontroversial. However, it\u2019s been apparent for weeks that this bill was doomed to fail.
