The Task Force found that while many of the Commission\u2019s reforms have made the country safer, dangerous gaps remain, and the threats facing the United States have grown far more complex, from great power competition with China and Russia to cyberattacks, foreign influence campaigns on social media, and the rise of artificial intelligence.\n\nBased on its findings, the Task Force\u2019s report offers 20 new bipartisan recommendations to close those gaps and prepare the intelligence community for the threats of the next 25 years \u2014 while continuing to protect Americans\u2019 privacy and civil liberties.\n\n\u201cThis morning, we had the heart-wrenching experience of visiting the Flight 93 Memorial and hearing from the first responders and family members of the heroes of Flight 93 \u2013 the brave forty men and women who put the lives of other Americans, and of our country, ahead of their own on the morning of September 11th,\u201d said Congressman Josh Gottheimer (NJ-5), Co-Chair of the House Intelligence Committee\u2019s 9/11 Review Task Force. \u201cThe fight against terror isn\u2019t static \u2013 our adversaries and their weapons of war are always evolving, and we must evolve too. That is why, after the last year of work, we are proud to release our bipartisan twenty-five-year review of the original 9/11 Commission Report, and I\u2019m proud to have led this effort with my colleague Representative Elise Stefanik.\u201d\n\nThe Committee\u2019s report reviews the 9/11 Commission\u2019s original recommendations related to the Intelligence Community \u2014 including the creation of the NCTC and ODNI, along with reforms to congressional oversight and bolstering information sharing. The report also examines threats that did not exist in 2004, including great power competition with China and Russia, cyberattacks, foreign influence campaigns, economic espionage, drones, and the rise of artificial intelligence.\n\nThe report\u2019s 20 bipartisan recommendations call on the nation\u2019s intelligence agencies to operate as a single team by sharing information faster, training their people across agencies, and adopting new tools like artificial intelligence and open-source intelligence to keep pace with modern threats. They also aim to strengthen defenses against foreign spying and deepen partnerships with state, local, and private-sector partners to protect our communities.
