Israel is America\u2019s strongest, most stable ally in the Middle East, and today\u2019s announcement is an incredibly important step in recognizing its legitimacy.\u201d\r\nBackground\r\nCongress voted in 1995 to recognize Jerusalem as Israel\u2019s undivided capital and to move the U.S. embassy there from Tel-Aviv.\r\nThe Jerusalem Embassy Act passed the Senate (93-5) and the House (374-37), becoming law in 1995. Past presidents have used a national-security waiver allowed for in the bill to delay moving the embassy up until this point.\r\n###\r\nU.S. Rep.
