While there are other statutes which the President may use to try and pursue this misguided tariff policy, this ruling is clear that he misused the International Emergency Economic Powers Act (IEEPA) to claim a \u2018national emergency\u2019 and impose reckless, illegal tariffs that Congress did not authorize.\n\nAs a result, the President\u2019s chaotic trade policy has created economic pain for small businesses, higher prices for working families, and harmed relations with key allies.
