Congresswoman Vicky Hartzler (MO-04), Ranking Member of the Tactical Air and Land Forces Subcommittee on the House Armed Services Committee, voted in support of the Conference Report on the National Defense Authorization Act (NDAA) for Fiscal Year 2021, annual legislation that determines the policies and funding levels for the Department of Defense and other national security entities.\nPlease click on the video above to watch Congresswoman Hartzler's floor speech on the NDAA\nAs Ranking Member of the Tactical Air and Land Forces Subcommittee, I am committed to ensuring our men and women in uniform have the resources they need as they selflessly serve our nation. This legislation ensures our military installations, such as Whiteman Air Force Base, Fort Leonard Wood, and the State of Missouri, continue to play a vital role in our national defense, Hartzler said.\nI'm pleased this conference agreement builds on the progress we've made in rebuilding military readiness after years of deferred modernization. Through targeted oversight, this agreement will set the right conditions to ensure needed capabilities required for the national defense strategy and credible deterrence are delivered in a timely manner to maintain our competitive edge against geopolitical adversaries such as China, Hartzler continued.\nHartzler led significant initiatives included in the final version of the bill, including:  Funding for Missouri military construction projects, including $40 million for the hospital replacement project at Fort Leonard Wood;  $2.84 billion for the ongoing development of the B-21 program, which will be based at Whiteman Air Force Base;\n-Support for B-2 modernization programs to ensure the B-2 maintains its long-range strike capability until the B-21 is operational;  12 F-15EX aircraft and 24 F-18 Super Hornets made in St. Louis by Boeing, including an additional $28 million for Super Hornet advanced procurement to ensure the Navy continues to address its strike fighter shortfall in Fiscal Year 2022;  Limits the retirement of the A-10 attack aircraft;  $5 million to update T-38 ejection seats at bases across the U.S. including Whiteman Air Force Base;  $696.7 million for Army Ammunition Plants, including the one at Lake City;  Prohibits the Department of Defense from acquiring certain printed circuit boards from China;  A report on the vulnerabilities to the medical supply chain of the United States from foreign nations like China;  Directs the Secretary of Defense to include a strategy for the use of chaplains and nonprofit post traumatic growth organizations for behavioral health care for military servicemembers;  Continued oversight of a provision in the FY19 NDAA, which prohibits the federal government and federal contractors from procuring and using certain Chinese-made telecommunications and video surveillance equipment.\nThe NDAA has always been a product of bipartisan consensus whose purpose has always been to support our troops and protect American national security. This legislation makes 60 years in a row we have passed this vital piece of legislation and is a testament to how legislators can come together on issues of national importance, Hartzler continued.\nAlthough not perfect, this NDAA will modernize and recapitalize our armed forces while making our nation stronger, safer, and freer.
