This guarantees uninterrupted federal funding for Puerto Rico\u2019s Nutrition Assistance Program (NAP) during any government shutdown.\n\n\u201cI made sure Puerto Rico was not left out and now both chambers of Congress reflect that,\u201d Hern\u00e1ndez said. \u201cThe language I helped secure in the Senate is now part of the House version and proof that we turn advocacy into action.\u201d\n\nThe Keep SNAP and WIC Funded Act of 2025 would automatically fund SNAP and WIC benefits during a federal shutdown, while also authorizing reimbursements for governments that use their own funds to avoid service disruptions.\n\nThis legislation mirrors the Senate version, S. 3071, introduced by Senator Ben Ray Luj\u00e1n (D\u2013NM), which includes language negotiated by Resident Commissioner Hern\u00e1ndez to guarantee the continuity of Puerto Rico\u2019s Nutrition Assistance Program (NAP) through a direct reference to Section 19 of the Food and Nutrition Act of 2008, the provision that establishes nutrition block grants for Puerto Rico, American Samoa, and the Northern Mariana Islands.\n\n\u201cYesteday, I spoke directly to families who were waiting in long lines at the Food Bank in Carolina and I\u2019ve have heard from countless others who still worry about their next meal,\u201d Hern\u00e1ndez said. \u201cBenefits are stretched thin, and the cost of living keeps rising.
