{"database": "press", "table": "releases", "rows": [["https://himes.house.gov/press-release/himes-introduces-reclamation-war-powers-act", "Himes Introduces Reclamation of War Powers Act", "2016-12-06", "2016", "2016-12", "Democrat", "House", "CT", "Jim Himes", "H001047", "himes.house.gov", null, null, "legacy", "WASHINGTON, DC\u2014Today, Congressman Jim Himes (CT-04) introduced the Reclamation of War Powers Act, a bill that would explicitly return the power to declare and wage war back to Congress as the Constitution requires.\n\u201cThe power to make and execute war is explicitly granted to Congress in article I section 8 of the Constitution,\u201d said Himes.\u00a0 \u201cIn the years following 9/11, however, we have ceded that power more and more to the President to the point where, now, we operate in state of perpetual pseudo-war where neither the executive or Congress is ultimately responsible. That has to end. It\u2019s Congress\u2019s right. It\u2019s Congress\u2019s duty.\u201d\nThe bill has three main provisions:\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Congresses won\u2019t fund the introduction of US armed forces into hostilities without a declaration of war, specific statutory authorization, or a national emergency created by an attack or imminent threat of attack upon the United States, its territories or possessions, or the Armed Forces.\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Following a declaration of war or an Authorization for Use of Military Force (AUMF), the President must issue a report every 90 days outlining the threat faced, the objectives and justifications of the conflict and a description of the anticipated scope and duration of the action. In the event of emergency action, the report must be issued within 48 hours.\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Prior Authorizations for Use of Military Force, including the AUMFs for Iraq and Afghanistan will be repealed 180 days after enactment of this bill.\nSeveral comments from President-elect Donald Trump have raised concern about the scope and circumstances in which the Armed Forces will be used in the future, especially with regards to the conflict with ISIS and honoring our country\u2019s NATO experience.\n\u201cDonald Trump has no foreign policy experience, has signaled to the world that he plans to use his unpredictability as a deterrent and claims to have a secret plan to defeat ISIS,\u201d continued Himes.\u00a0 \u201cCongress should have reasserted its war-making authority a long time ago, and I have voted to make that happen even under President Obama, but it\u2019s more important to do it now that we\u2019re going to have such a volatile President in the White House.
