Yesterday, Congressman George Holding (NC-13) introduced H.R. 3652, the No Identity Theft in Health Care Act of 2013 which would increase penalties for navigators or other agency employees who commit identity theft by using information submitted for the purposes of signing up for Obamacare. Congressman Holding released the following statement:\r \rSince Obamacare enrollment began in October, healthcare.gov has been a disaster. Between countless crashes and glitches, the website is unworkable  only about 26,800 Americans were able to enroll in the first month, in a country of over 300 million people.\r \rHowever, its more than just technical glitches  the website is susceptible to security breaches, fraud, and identity theft. When Americans go to healthcare.gov to sign up for Obamacare, they are required to enter a lot of personal information, including their social security numbers. Many of those who have been hired to implement the law and process our sensitive personal information have not been thoroughly screened or undergone background checks. H.R. 3652, the 'No Identity Theft in Health Care Act of 2013' will deter navigators, and others with access to information through Obamacare, from stealing the identities of Americans who are simply trying to use the website to pick a healthcare plan.\r \rIdentity theft can completely shatter someones life  someone who has been a victim of identity theft can lose money, their job, and their sense of security. The lack of integrity in the healthcare.gov security system and the failure of the administration to vet the people that have been employed to handle our most sensitive information makes this law necessary.\r \rIn the end, the problems with Obamacare go far beyond an unworkable website  many Americans are seeing cancelled plans, increased costs, and less coverage choice. I will continue to support a full repeal of this law in favor of patient-centered reforms.\r \rBackground: In late October, a Center for Medicare and Medicaid Services memo showed that administration officials were concerned that due to a lack of testing, healthcare.gov had potential high security risks. H.R. 3652, the No Identity Theft in Health Care Act of 2013 was introduced by Congressman George Holding on December 4, 2013 and increases federal aggravated ID theft penalties from a term of two years imprisonment to a term of 5 years for those who abuse their position as navigators, or other implementing officials, for Obamacare.
