I thank my colleagues for voting to include several key pieces of my legislation in our final committee package, and I look forward to moving the Build Back Better Act closer to a full vote in the House.\n\nIn remarks to the Committee, Congressman Horsford drew on his experience as a small business owner to explain how the Build Back Better Act will strengthen America's workforce and make our nation more competitive on the global stage. A full video of his remarks can be found here.\n\nDuring Committee debate, Congressman Horsford excoriated Republican efforts to means-test the expanded Child Tax Credit, which is expected to cut child poverty in half. Later in the debate, Congressman Horsford delivered a spirited defense of provisions in the Build Back Better Act that would make it easier for workers to join a union.\n\nWith the conclusion of today's markup, Congressman Horsford and the House Ways and Means Committee have completed consideration of the provisions of the Build Back Better Act under the Committee's jurisdiction. After all House Committee markups are completed, the House Budget Committee (on which Congressman Horsford also serves) will consider all provisions of the Build Back Better Act and send the full bill to the House floor.\n\nOver four days of Committee markup, Congressman Horsford and the House Ways and Means Committee voted to advance proposals that would:\n\nSupport Working Families and Communities by:\n\nExtending the American Rescue Plan expansion of the Child Tax Credit.\n\nPermanently extending the American Rescue Plan expansions of the Earned Income Tax Credit and the child and dependent care tax credit.\n\nExpanding proven tax credit programs that encourage economic and affordable housing investments in communities that are most in need.\n\nProviding up to 12 weeks of universal paid family and medical leave for all U.S. workers.\n\nInvesting in child care access and equity by:\n\nEnsuring that parents and caregivers have the most useful and up-to-date information on available child care options and helping them easily apply for slots.\n\nFunding the construction and remodeling of child care facilities to make them even safer and more aligned with public health guidelines.\n\nRaising the wages of child care workers, who currently earn a median wage of $12.24 per hour and often live in poverty.\n\nReinstating Build America Bonds and advanced refunding bonds to provide financing to state and local governments and spur investment in the private sector.\n\nSupport Seniors and Strengthen Retirement Security by:\n\nExpanding Medicare coverage to include dental, vision, and hearing benefits, quickly getting new vision and hearing services to beneficiaries in 2022 and 2023, respectively, to eliminate cost and coverage barriers to this care.\n\nRequiring employers without employer-sponsored retirement plans to automatically enroll their employees in IRAs or 401(k)-type plans.\n\nMaking the Saver's Credit refundable so that those without any income tax liability are eligible to receive the benefit in the form of a contribution to their retirement account.\n\nFunding elder justice programs that increase support for state and local Adult Protective Services offices and long-term care ombudsman programs to better prevent elder abuse, neglect, and exploitation.\n\nAddressing the staffing shortages in long-term care facilities by providing funds for recruitment and retention, including wage subsidies, access to child care, tuition reimbursement, and student loan replacement.\n\nImproving the accuracy and reliability of the data collected in these facilities to increase transparency for patients and their families, and strengthen the federal understanding of care quality and reimbursement, and study and update staffing \u2013 a key predictor of quality and safety.\n\nLower Health Care and Prescription Drug Costs by:\n\nExtending the American Rescue Plan's expanded premium tax credits to help lower health insurance costs.\n\nLowering prescription costs for Americans by allowing the Secretary of the Department of Health and Human Services to negotiate for lower drug prices.\n\nProviding immediate coverage for Americans in the Medicaid coverage gap.\n\nSupport Workers and Small Businesses by:\n\nSupporting clean energy investment and deployment and the creation of good, well-paying jobs.\n\nLeveling the playing field by cutting taxes for our nation's smallest businesses and maintaining the current tax rate for businesses earning under $5,000,000.\n\nReauthorizing the Health Profession Opportunity Grant (HPOG) program to strengthen this effective health care job training program and making it available nationwide.\n\nModernize and reform the Trade Adjustment Assistance (TAA) programs by:\n\nIncreasing benefits and expanding eligibility to meet the needs of today's workers under TAA for Workers program.\n\nReestablishing the TAA for Communities program to target support and initiate proactive outreach in trade-affected communities.\n\nDelivering additional funding to the TAA for Community Colleges and Career Training program to better support students served by community colleges.\n\nExpanding eligibility, improving outreach, and increasing funding for TAA for Firms to assist firms facing competition from abroad.\n\nImproving outreach and increasing benefits for TAA for Farmers, which hasn't received new funding in a decade.\n\nPromote Fairness in Our Tax Code by:\n\nMitigating wealth inequality and strengthening the progressive power of our tax system by increasing the individual tax rate, increasing the top capital gains rate, and adding a modest surtax on the highest-income taxpayers.\n\nInvesting in tax fairness by better equipping the IRS with updated technology and the human capital necessary for the complex audits of high-wealth individuals.\n\nDuring the markup process, the House Ways and Means Committee voted to advance seven proposals authored or co-authored by Congressman Horsford. These proposals include:\n\nMedicare Dental Coverage Act, which would expand Medicare Part B to cover most dental services, including preventive dental care, routine dental treatments, and dentures.\n\nNursing Home Workforce Support and Expansion Act, which would improve nursing home care by strengthening wages and benefits for long-term care workers. This bill is included in the Elder Justice Reauthorization and Modernization Act of 2021, which would dedicate funding to vital programs and close current policy gaps to better protect vulnerable seniors and people with disabilities.\n\nHealth Providers Training Act, which would allow hospitals to use the Health Profession Opportunity Grant (HPOG) program to train low-income workers for high-demand health careers. This bill is included in the Pathways to Health Careers Act, a bipartisan bill to modernize the HPOG program.\n\nCapping Drug Costs for Seniors Act, which would create an out-of-pocket spending maximum for the millions of Medicare beneficiaries who are enrolled in the Medicare Part D prescription drug program.\n\nGREEN Act, which would make investments to tackle the climate crisis through the tax code.
