And they want the hypocrisy to end,\u201d said Congressman Issa.\n\nThe first amendment includes a non-citizen Covid vaccine mandate, which would ban the Department of Homeland Security (DHS) from adjusting the status of non-citizens until the department can verify and report to Congress that all non-citizens admitted are fully vaccinated against the coronavirus.\n\nThe second amendment prohibits the funds collected from this bill from being used to transport aliens to a destination other than a detention center without the DHS providing 36-hour notice where aliens are being transported.
