The Constitution grants each House of Congress the authority to \u201cbe the judge of the Elections, Returns, and Qualifications of its own Members.\u201d The Election Observer Program deploys congressional observers\u2014including members of Representative Rose\u2019s staff\u2014to election sites across the country to record on-the-ground, minute-by-minute, factual information for use during election contests.\n\nMembers of Representative Rose\u2019s staff obtained training on how to properly observe election proceedings and administration.
