The House-passed legislation \u2013 which includes Rep. Kaptur\u2019s Great Lakes heavy icebreaker, and the Community Restoration and Revitalization Fund modeled after her Restoring Communities Left Behind Act \u2013 now moves to the Senate for consideration.\n\n\u201cThe Build Back Better Act is one of the most consequential pieces of legislation that has ever made its way through the halls of Congress,\u201d said Rep. Kaptur. \u201cOver the decades, we have watched as the rich get richer only for America\u2019s physical and social infrastructure to suffer death by a thousand cuts. The Build Back Better Act sets America on a new course by lowering the cost of healthcare, child care, and senior care, improving education and infrastructure, and creating good-paying jobs in every sector and community in our nation. By requiring the wealthiest to pay their fair share, we will be able to properly invest in America\u2019s children, workers, families, and seniors \u2013 all without raising taxes on anyone making less than $400,000 a year. The Build Back Better Act will restore the Middle Class that has built up this nation, and guide America to a better future.\u201d\n\nThe Build Back Better Acts incorporates measures championed by Rep. Kaptur, including:\n\n$3 billion for the Community Restoration and Revitalization Fund modeled after Rep. Kaptur\u2019s Restoring Communities Left Behind Act. The Community Restoration and Revitalization Fund provides homeowner rehabilitation assistance, home and community weatherization, improved housing accessibility for seniors and people with disabilities, mortgage refinancing, and property tax relief for chronically under-resourced communities like those in the Great Lakes region.\n\n$350 million for a Great Lakes Heavy Icebreaker to improve the U.S. Coast Guard\u2019s ability to ensure the safe, reliable, and efficient navigability of the more than 2,000 miles of shipping lanes throughout the Great Lakes region.\n\nBuild Back Better Act Highlights\n\nAffordable healthcare for workers, families, and seniors: Dramatically lowers premiums in the Affordable Care Act Marketplace; Ensures those with diabetes pay no more than $35 per month for insulin; Creates a $2,000 out-of-pocket cap in Medicare Part D for prescription drugs; Adds hearing coverage in Medicare.\n\nAffordable home care: Invests $150 billion to expand access to high-quality home care for millions of seniors and people with disabilities.\n\nPaid leave: Establishes a 4-week paid parental, family caregiving, and medical leave program.\n\nUniversal preschool: Expands access to free, high-quality preschool for more than 6 million 3 and 4 year olds.\n\nAffordable child care: Saves most families more than half their current spending on child care \u2013 ensuring the vast majority pay no more than 7 percent of their income.\n\nExpanded Child Tax Credit: Cuts taxes for more than 35 million families by extending the Child Tax Credit.\n\nClimate resilience: Invests $555 billion to address and combat the climate crisis through next-generation wind, solar, water, and hydrogen energy technologies, a Civilian Climate Corps, the conservation and restoration of coastal communities, home-weatherization initiatives, and the transition to low and zero-emission vehicles.\n\nHigher education and workforce development: Invests $20 billion in workforce development programs; Raises the maximum Pell grant by $550 for college students.\n\nHousing: Invests $151 billion to build, preserve, and improve affordable housing units for low-income households, seniors, and people with disabilities, provide rental, down payment, and first-generation homebuyer assistance.\n\nAgriculture and rural communities: Invests $48 billion in agricultural research and infrastructure, urban agriculture, and rural communities\u2019 water and energy resources to ensure the global competitiveness of America\u2019s rural communities and agricultural sector.\n\nMore information on the Build Back Better Act can be found here.
