John Katko (NY-24) last night voted in favor of the National Defense Authorization Act (NDAA) Conference Report, bipartisan, bicameral legislation that authorizes the budget and expenditures for the U.S. Department of Defense (DoD) for Fiscal Year 2021.\nThe NDAA, which now heads to the President's desk, includes several Katko-authored measures to address gaps in the nation's cyber defenses, expand access to mental healthcare, and bolster national security. Additionally, the NDAA authorizes a 3% pay raise for U.S. servicemembers and includes several critical funding levels that will support local manufactures and workers.\nPassing the NDAA is a critical action taken each year by Congress to fund the Department of Defense. And this year, I'm proud to announce the NDAA contains several provisions and funding levels that will directly benefit Central New York, said Rep. Katko. This measure includes legislation I authored to strengthen cybersecurity and expand access to mental healthcare. Importantly, the NDAA also delivers critical funding to several local employers that offer high-paying skilled jobs in Central New York.\nSpecifically for Central New York, Rep. Katko advocated for the following, which were included in the final NDAA conference report:\n Includes six Katko measuresthat codify recommendations from the Cyberspace Solarium Commissioninto law:\n\t\tStrengthening CISA Act of 2020- Tasks DHS with conducting a comprehensive review of the ability of the CISA to fulfill its current missions and implement the recommendations detailed by the Cyberspace Solarium Commission\n\t\t\tCISA Director and Assistant Directors Act- Administrative changes to strengthen the Director position at CISA\n\t\t\tCybersecurity Advisory Committee Authorization Act of 2019- Establishes a Cybersecurity Advisory Committee to advise DHS/CISA\n\t\t\tCISA Subpoena Authority- Allows CISA to issue administrative subpoenas to ISPs to identify and warn entities of cyber security vulnerabilities\n\t\t\tSecuring Email Systems Across Federal Networks/DMARC- Requires the Secretary of Homeland Security to develop a strategy to implement Domain-based Message Authentication, Reporting, and Conformance (DMARC) standard across U.S.-based email providers\n\t\t\tJoint Cyber Planning Office- Creates a Joint Cyber Planning Office at CISA to coordinate cybersecurity planning and readiness across government and critical infrastructure owners and operators\n\t\t\n\tIncludes Rep. Katko's Military Mental Health Stigma Reduction Act-Requires the Department of Defense to report on its efforts to reduce the stigma associated with servicemembers seeking treatment for PTSD or other mental health conditions.\n\tIncludes Rep. Katko's Seeding Rural Resilience Act- Expands mental health and suicide prevention activities at USDA to increase support for rural communities.\n\t$1.42 billion in funding for 8 additional P-8A Poseidon aircraft. Several Central New York manufacturers produce components for these projects.\n\t$9.1 billion in funding for 93 F-35 Joint Strike Fighters, with radars supplied by Lockheed Martin in Central New York.\n\t$2.55 billion for an additional Virginia-class attack submarine, built with components manufactured by Lockheed Martin in Central New York.\n\t$108 million in funding for 16 MQ-9 aircraft, which are flown by the 174thAttack Wing at Hancock Field Air National Guard Base.\n\tProvides multi-ship contract authority for up to 2 Columbia-class submarines, built with components manufactured in Central New York.\n\tAuthorizes an additional 7 C-130J aircraft, built with components manufactured by Lockheed Martin in Central New York.\n\t$552 million in funds for Handheld Manpack Small Form Fit (HMS) radios, with components manufactured by L3Harris in Central New York.\n\t$43 million for the Civil Air Patrol, benefitting the Syracuse Cadet Squadron based at Hancock International Airport.\n\tAuthorizes a 3% pay raise for troops\n ###", 1, "2026-03-30T12:14:52Z", "2026-03-30T12:14:52Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://katko.house.gov/media-center/press-releases/house-passes-ndaa-conference-report-eight-katko-authored-measures-direct"], "units": {}, "query_ms": 0.9049300570040941, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
