That’s why we’re closing the revolving door for convicted fraudsters: if you’ve defrauded the government, you shouldn’t be allowed to continue to profit from it,” said Congressman Self.

“If you’re convicted of misusing government funds, you shouldn’t be able to keep applying for federal contracts. Simple as that. This no-brainer, bipartisan legislation would help ensure your hard-earned taxpayer dollars are being used responsibly,” said Congresswoman Randall.

The bill amends Title 41 of the U.S. Code (USC) to require that any individual convicted of a covered felony arising out of an agency contract, grant, cooperative agreement, loan, or other federal financial assistance be listed as an excluded source in the System for Award Management exclusions, triggering a three-year prohibition. It also requires the Attorney General to notify the U.S. General Services Administration of each qualifying conviction so that the exclusion can be entered promptly.

Covered felonies include a defined set of federal offenses spanning conspiracy, false claims, theft, bribery, false statements, identity and access device crimes, computer fraud, major fraud, wire fraud, mail fraud, bank fraud, and money laundering.

###", 1, "2026-05-01T06:06:26Z", "2026-05-01T06:08:22Z
url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at
url
https://keithself.house.gov/media/press-releases/congressman-keith-self-and-congresswoman-emily-randall-introduce-bill-bar
