Today, Congressman Krishnamoorthi hailed the $900 billion COVID-19 stimulus bill and the $1.4 trillion fiscal 2021 Appropriations bill that passed Congress and were signed into law by President Trump this week.\nI am thankful that Congress was able to negotiate a bipartisan COVID-19 stimulus package that will provide much needed relief to Americans across the country and that the 2021 omnibus spending bill was signed into law as well, which will allow our government agencies and services to continue operations uninterrupted, Congressman Raja Krishnamoorthi said. The country has been awaiting the passage of this crucial legislation, and I'm proud to have supported it.\nSome of the main provisions included in the COVID-19 Emergency Relief package include:\n Economic Impact Payments: $166 billion\n\t\tPayments of $600 for individuals making up to $75,000 per year, $1,200 for couples making up to $150,000 per year, and $600 payment for each child dependent.\n\t\t\n\tSmall Business: $325 billion\n\t\tProvides first and second forgivable PPP loans, dedicated set-asides for very small businesses and lending through community-based lenders like Community Development Financial Institutions and Minority Depository Institutions, and expanded PPP eligibility for 501(c)(6) nonprofits\n\t\t\tNew EIDL Grants for businesses in low-income communities, continued SBA debt relief payments, and enhancements to SBA lending.\n\t\t\n\tUnemployment Insurance: $120 billion\n\t\tProvides an additional $300 per week for all workers receiving unemployment benefits, through March 14, 2021.\n\t\t\tExtends the Pandemic Unemployment Assistance (PUA) program, with expanded coverage to the self-employed, gig workers, and others in nontraditional employment\n\t\t\tExtends the Pandemic Emergency Unemployment Compensation (PEUC) program, which provides additional weeks of federally-funded unemployment benefits to individuals who exhaust their regular state benefits.\n\t\t\n\tVaccines, Testing and Tracing, Community Health and Health Care Provider Support: $69 billion\n\tSchools: $82 billion\n\tRental Assistance For Landlords and Tenants: $25 billion\n\t\tEstablish emergency federal rental assistance program\n\t\t\tAn extension of the existing CDC eviction moratorium through January 31, 2021\n\t\t\n\tTransportation: $45 billion\n\t\tAirline payroll support and airline contractor payrolls\n\t\t\tFunding for transit, state highways, airports and airport concessionaires, private motorcoach, school bus, ferry industries, and Amtrak\n\t\t\n\tChild Care: $10 billion\n\t\tEmergency funds for Child Care Development Block Grants (CCDBG) program\n\t\t\tFunding for Head Start providers who serve low-income children and families\n\t\t\n\tNutrition and Agriculture: $26 billion\n\t\tIncreases SNAP benefits\n\t\t\tAllocates emergency funds for school and day care feeding programs\n\t\t\tDirect payments, purchases and loans to farmers and ranchers who have suffered losses due to the pandemic\n\t\t\n\tBroadband: $7 billion\n Provisions which Congressman Krishnamoorthi championed which were a part of the packages included:\n Extending the time period over which states and localities may spend aid from the Coronavirus Relief Fund (CRF)\n\tFunding for vaccine public service announcements and education in order to increase awareness of the safety and effectiveness of the COVID-19 vaccine to support universal inoculation\n\tIncreased funding for e-cigarette prevention programs to combat the youth vaping epidemic\n\tFunding programs to curb distracted driving to reduce motor vehicle injuries and deaths\n\tReestablishing a national council of educators, researchers, and security professionals to protect American technology and intellectual property from foreign adversaries and intelligence agencies\n\tDirecting the National Highway Traffic Safety Administration (NHTSA) to finalize rules to ensure that car seats are properly tested for side-impact crashes.\n The COVID-19 pandemic has been a tragic public health crisis while creating a period of enormous hardship for millions of American families, said Congressman Raja Krishnamoorthi. With the passage of this package, we will be able to lend a helping hand to those families and small businesses in need while working to bring this epidemic to an end.
