This bipartisan legislation requires the United States government to develop and execute a comprehensive strategy to counter the Chinese Communist Party\u2019s (CCP) growing military basing network.\n\n\u201cThe Chinese Communist Party\u2019s pursuit of expanding overseas military bases threatens the United States\u2019 national security and stability in the Indo-Pacific,\u201d said Rep. LaHood. \u201cIt is critical that we have a clearly defined and coordinated strategy to combat the CCP\u2019s goal of expanding strategic military bases overseas to project power and increase its global influence. The bipartisan COUNTER Act will help ensure that we have the necessary resources to counter the CCP\u2019s global basing activities and protect our interests and those throughout the region.\u201d\n\n\u201cThe Chinese Communist Party is quietly building a network of overseas military bases that threatens our ability to defend our allies, secure vital trade routes, and maintain American influence globally,\u201d said Ranking Member Krishnamoorthi. \u201cWe cannot afford to be caught flat-footed. The COUNTER Act demands a coordinated, whole-of-government response to stop Beijing\u2019s basing ambitions before they irreversibly harm U.S. interests.\u201d\n\nBackground:\n\nIn recent years, the CCP has expanded its global military footprint, opening and operating military facilities in the Indo-Pacific. This growing network of bases enables to CCP\u2019s military to surveil and disrupt U.S. operations while undermining American influence in the region.\n\nThe COUNTER ACT of 2025 requires:\n\nThe Director of National Intelligence to conduct a full assessment of the risks posed by the CCP\u2019s global basing to U.S. and our allies\u2019 power projection and freedom of movement;\n\nThe Secretaries of State and Defense to identify at least five priority locations of concern where the CCP is attempting to establish bases, assess U.S. activities to counter those efforts, and develop a strategy to counter the CCP\u2019s global basing plans;\n\nThe creation of an interagency task force to implement this strategy and proactively prevent the CCP from establishing new bases, including through joint response with U.S. allies; and\n\nRegular reviews and updates to ensure the U.S. response remains aligned with the evolving threat.", 1, "2026-03-30T01:40:41Z", "2026-04-07T14:40:33Z"]], "columns": ["url", "title", "date", "year", "month", "party", "chamber", "state", "member_name", "bioguide_id", "domain", "scraper", "source", "date_source", "text", "has_text", "collected_at", "updated_at"], "primary_keys": ["url"], "primary_key_values": ["https://lahood.house.gov/2025/7/lahood-krishnamoorthi-introduce-legislation-to-confront-the-ccp-s-global-basing-ambitions"], "units": {}, "query_ms": 0.942218117415905, "source": "dwillis/congress-press", "source_url": "https://github.com/dwillis/congress-press", "license": "MIT", "license_url": "https://github.com/dwillis/congress-press/blob/main/LICENSE"}
